At the time of inspection, Tuyet Chinh Dental Clinic (Hanh Thong Ward, Ho Chi Minh City) presented Business Registration Certificate No. 0317475115 issued by the City Department of Planning and Investment to Tuyet Chinh Dental Company Limited, first registered on June 15, 2022.
In addition, this facility has a Business Registration Certificate issued by the People's Committee of Go Vap District (old) on October 27, 2016 for Tuyet Chinh Dental Business Household.
Also at this address, the Ho Chi Minh City Department of Health granted a License to operate medical examination and treatment on April 24, 2019 to the Dental Clinic under the Tuyet Chinh Dental Business Household, with Dr. NTTC in charge of technical expertise.

The inspection team recorded many violations at the clinic.
Specifically: The facility does not ensure one of the following conditions regarding physical facilities after being granted a license to operate medical examination and treatment; Providing medical examination and treatment services beyond the scope of expertise stated in the operating license;
Failure to prepare medical records and files according to the form prescribed by law; Advertising medical examination and treatment services that are not within the scope of professional activities stated in the medical examination and treatment license.
In addition, at the time of inspection, the authorities discovered 3 medical practitioners at the clinic but had not yet provided a Certificate of Practice for Medical Examination and Treatment.
Working with the inspection team, NTTC doctor said that patient NTTT (the victim of the incident) came to the clinic for orthodontic treatment in 2021. Up to now, because he was not satisfied with the treatment results of the facility, he posted the content on social media and went to the clinic to demand a refund of the treatment fee he had paid.
Doctor C. also admitted that the image of the person in a blue and white shirt assaulting a patient that was spread online was him.

Representatives of the Department of Health visited Hoan My Saigon Hospital to visit and encourage the victim and his family after the incident. Currently, the patient's condition is stable and he is being monitored.
The Ho Chi Minh City Department of Health strongly condemns the assault and violation of the health and property of patients by NTTC doctors, regardless of the cause.
While the Hanh Thong Ward Police investigate and collect evidence of the case, the Ho Chi Minh City Department of Health temporarily suspends the operations of the above clinic, as well as continues to clarify violations and strictly handle them according to regulations.
At the same time, the Department of Health will coordinate with the Ho Chi Minh City Police to verify the case and resolutely handle serious violations of professional ethics and regulations in medical examination and treatment.

As reported, on the afternoon of September 3, Ms. NTTT (31 years old, residing in Dak Lak province) went to Hanh Thong Ward Police Station (HCMC) to report being attacked by Ms. NTTC (owner of Tuyet Chinh Dental Clinic) at the clinic.
According to Ms. T., at around 2:30 p.m. the same day, she went to Tuyet Chinh Dental Clinic and asked the receptionist to meet Ms. C. to discuss her dissatisfaction with the results of her orthodontic treatment at this facility. 3 minutes later, Ms. C. appeared and the two sides exchanged words.
Then, the dental clinic owner threatened Ms. T. with an iron rod, pulled her down, snatched her phone, and threw it on the floor. At this time, a woman named U. spoke up to stop her and was also influenced by Ms. C. The incident was recorded by witnesses and spread on social media, causing public outrage.
