DTO - Sa Dec City is not only a land with a rich history, unique culture and glorious revolutionary tradition, but also a place where rich and diverse cultural values converge, interact and spread. In particular, Sa Dec City is proud to be recognized by the United NationsEducational , Scientific and Cultural Organization (UNESCO) as a member of the "UNESCO Global Network of Learning Cities" with unique architectural works and valuable historical and cultural relics that still exist today.

A typical example is the National Monument of Huynh Cam Thuan Ancient House, commonly known as Huynh Thuy Le Ancient House (Ward 2, Sa Dec City). In addition to the value of combining two Eastern and Western architectural styles, the house is also famous for its connection to the borderless love story of a French girl (Marguerite Duras, later a writer) and a wealthy Vietnamese-Chinese prince (Huynh Thuy Le, son of Mr. Huynh Cam Thuan) in the early 20th century. With that valuable foundation, along with the attention of the locality and the support of the province, all levels, sectors and units of Sa Dec City are always deeply aware of preserving and promoting cultural and artistic values in the city in general.

Sa Dec City has issued many projects, programs, and plans for socio -economic development each year or period. In particular, it focuses on bringing cultural and artistic values associated with tourism development, especially striving for the tourism sector to account for an increasingly high proportion in the city's economic structure. Sa Dec City launched the Sa Dec spring photography contest, composing songs about the city, a folk music festival, a mass art performance festival, etc. Thereby, there are hundreds of works with many genres of high ideological and artistic value, especially many quality works promoted in newspapers, radio, and social networks, contributing to introducing domestic and foreign tourists to the local tourism potential.

At the same time, organize events and festivals to promote and develop the beauty of Sa Dec craft villages (ornamental flower villages, flour villages); create conditions for the Associations to develop tourism with the motto "Self-reliance, sharing, connection", "Building together, managing together, enjoying together". From there, encourage and motivate all classes of people in the city to promote the will of self-reliance, the desire for development, strive to build the homeland of Sa Dec to become increasingly rich, civilized, and the people's lives to become more prosperous and happy.

Sa Dec City invested in upgrading and expanding Sa Dec Park with many new models and miniatures, notably the Phoenix Island area, flower baskets, record-breaking flower waterfalls, and musical water fountains; continued to renovate the roads along the Tien River embankment and Sa Dec River with landscapes and lighting systems. At the same time, the city restored, repaired, and embellished cultural and historical relics (Tan Quy Tay communal house, Xom Ray Cu Ho, Tran Phu Overseas Team Stele, Kien An Cung Pagoda, etc.); preserved and promoted cultural values in traditional festivals and folk festivals combined with local sustainable economic and tourism development activities.

Ms. Vo Thi Binh - Vice Chairman of Sa Dec City People's Committee, said: "Every year, Sa Dec City organizes a festival to celebrate the traditional New Year of the nation with many unique and rich activities, harmoniously combining modern culture with traditional culture (fireworks, art performances, sports, folk games, exhibitions...). Therefore, Sa Dec City has attracted an increasing number of tourists. It is estimated that from 2011 to present, the number of tourists to the city has reached nearly 4 million, including more than 280,000 international visitors."

Promoting cultural and artistic values associated with the increasingly sustainable development of Sa Dec tourism and aiming at the goal of tourism becoming a spearhead economic sector, the Party Committees and authorities of Sa Dec City continue to thoroughly grasp the leadership, direction and guidance documents of the province and the city on building a culture and people of Dong Thap that are affectionate, dynamic and creative. Encourage businesses to innovate, create and diversify types of cultural tourism products, in line with the city's tourism development orientation such as forming and exploiting cultural tourism services (cruises to enjoy river landscapes, ornamental flowers; experiencing Sa Dec culture, cuisine, amateur music...) on walking streets, Sa Dec River and Tien River. Effectively implement the project to build a Cultural Tourism Village, focusing on developing spiritual tourism, eco-tourism, culinary experience tourism, traditional craft tourism (Sa Dec noodles, traditional cakes made from flour)...
