Delegates attending the conference unanimously assessed that Quang Ninh entering the implementation of the 2025 tasks has opportunities and advantages intertwined with more difficulties and challenges. However, the Provincial Party Committee, the Provincial Party Standing Committee, and the provincial leadership have closely followed the direction of the Central Committee, resolutions, and work themes of the year; promptly issued policies suitable to the new situation and local reality, mobilized the combined strength of the entire political system, and achieved important results in all fields.

Economic growth in the first quarter is estimated at 10.91%, ranking 3rd in the Red River Delta and 7th in the country. The service sector grew quite well, reaching 14.2%; the total number of tourists to Quang Ninh reached 5.68 million, up 6% over the same period, including 1.75 million international visitors. The industrial sector is estimated to increase by 10.14%, 2.27 percentage points higher than the same period; in which the processing and manufacturing industry continues to be the main growth driver with an increase of 20.57% over the same period; Thanh Cong automobile factory has been inaugurated. The construction sector in the first quarter is estimated to increase by 8.43%, 7.45% lower than the growth scenario. Total state budget revenue in the first quarter is estimated at 13,856 billion VND, up 3% over the same period, up 6% over the growth scenario, ranking 7th in the country. Export turnover increased by 19.2% over the same period, up 4% compared to the growth scenario.

Cultural, social and human development has many progressive aspects; social security has received special attention. Quang Ninh has eliminated temporary and dilapidated houses for 25 households across the province; creating additional jobs for over 7,650 workers. Theeducation and training sector has many high achievements; continuing to maintain its excellent ranking of 8th out of 63 provinces and cities with the highest number and rate of National Excellent High School students in the country.

The work of Party building and rectification and the political system has been promoted; attention has been paid to implementing the Central Committee's policy of reorganizing the apparatus of the political system. National defense and security have been ensured, with no sudden or unexpected incidents occurring; foreign affairs activities have been promoted and deepened. Quang Ninh successfully organized the 2025 Spring Meeting Program and the 16th Conference of the Joint Working Committee.

In addition to the achieved results, delegates also pointed out some shortcomings and limitations; at the same time, focused on discussing tasks and solutions to effectively implement the goals, targets and tasks for 2025.

Speaking at the conference, comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee acknowledged, commended and highly appreciated the efforts of the entire province's political system; the joint efforts and consensus of all classes of people and the business community in the province have created very positive results in the first quarter of 2025.

To successfully implement the goals and tasks of the whole year, as well as the entire 2020 - 2025 term, the upcoming tasks are very large, requiring all levels, sectors, agencies, units and localities to make more efforts, determination and drastic measures to implement the tasks and solutions set out. Directing a number of specific tasks, the Provincial Party Secretary requested all levels, sectors and localities to create breakthroughs in economic development, focusing on renewing traditional growth drivers and promoting new growth drivers. In the field of industrial and civil construction, it is necessary to promote progress, improve the rate and quality of disbursement of public investment capital; urgently review, classify and completely remove difficulties and obstacles for each non-budgetary capital project, public investment project, especially important projects and key works; focus on overall review and adjustment of the 2025 public investment plan in accordance with the new situation; Promote the attraction of new generation, large-scale, high-tech FDI capital; create all favorable conditions for the coal and electricity industries to develop stably and sustainably.

Along with that, all levels, sectors, agencies and units need to promote investment in high-quality tourism and service projects, promote the development of the night-time economy and heritage economy; innovate, improve the quality and competitiveness of tourism products and services, promote tourism promotion and have fundamental solutions to attract international tourists; develop high-quality border trade and services, accelerate the implementation of smart border gates, Mong Cai - Dong Hung Industrial Cooperation Zone. At the same time, focus on restructuring crops and livestock, improve agricultural economic efficiency; complete the assignment of sea areas according to regulations; develop high-tech aquaculture according to planning; focus on implementing breakthroughs in science and technology development, innovation and digital transformation; improve the effectiveness and efficiency of budget revenue and expenditure management.

Along with economic development, the Provincial Party Secretary requested to focus on social security policies, improve people's quality of life; improve the effectiveness and efficiency of state management in all fields, especially planning, land, construction, urban areas, environmental resources, minerals... to firmly ensure national defense - security, national border sovereignty, not to be passive or surprised in any situation.

Regarding the task of restructuring the apparatus, focus on completing the Project on restructuring and reorganizing commune-level administrative units to ensure the stability and efficiency of the operations of agencies and administrative units after restructuring, absolutely not allowing work to be interrupted or interrupted. Complete as much work as possible under the authority of the district level and carefully prepare the conditions for handover and termination of operations of the district-level local government; at the same time, it is necessary to promptly implement support policies for affected cadres, civil servants, public employees and workers.

To focus on the task of restructuring the apparatus and promoting socio-economic growth, the Provincial Party Secretary requested to strengthen discipline and administrative discipline, resolutely rectify the state of administrativeization in the performance of tasks; strengthen inspection and supervision of the performance of public duties, along with motivating, encouraging and protecting dynamic, creative cadres who dare to think, dare to do, dare to take responsibility. Party committees, party organizations, agencies, units and localities should reduce the organization of delegations to work, visit and learn from experiences outside the province to focus on restructuring the apparatus and promoting socio-economic growth. Also at the conference, the Provincial Party Committee discussed and approved the Project on not organizing the district level and merging commune-level administrative units in Quang Ninh province; agreed to stop implementing the contents of Resolution No. 16-NQ/TU dated May 9, 2019 of the Provincial Party Committee "on strengthening the Party's leadership in the management of coal and mineral resources in the province" and related documents.
