80 years ago, the Central Party Standing Committee issued the Directive: "Japan - France shoot each other and our actions" and under the direction of the Binh Dinh Provincial Party Committee, the Provincial National Salvation Movement Committee held the 2nd conference in Truong An village, Hoai Thanh commune, Hoai Nhon district (now Truong An quarter, Hoai Nhon ward) from July 17 to 19, 1945.

The conference decided to build the National Salvation Self-Defense and Iron Self-Defense teams as the core to prepare for armed uprising when the opportunity arose; at the same time, launched a movement to raise funds to build the armed forces, provide military training for the self-defense, forge weapons, and withdraw youth to the war zone to organize study and training.

July 19, 1945, the last day of the 2nd Truong An Conference, was recognized by the Resolution of the Provincial Party Standing Committee (17th term) on June 28, 2010 and Decision No. 1041/QD-BTL on July 2, 2010 of the Military Region 5 Command as the traditional day of the Binh Dinh Provincial Armed Forces.

A typical example is the uprising of the Vinh Thanh people led by the local Party Committee, which was the first partial uprising against the US-puppet regime in Binh Dinh. The victory of Deo Nhong-Duong Lieu Pass marked the maturity of the Military Region 5 and the provincial armed forces in destroying the enemy outside fortifications, breaking the enemy's strategy of helicopter transport, armored vehicle transport..., contributing to the victory of the historic Ho Chi Minh campaign, liberating the South and unifying the country".
