TCCS - The Party Committee of the State Audit Office (SA) always identifies Party building as a key and continuous task, a solid foundation for leading the successful implementation of the political tasks of the agency and the industry. The 2020-2025 term is a period marking many innovations and breakthroughs of the SA in carrying out political tasks, building the SA: "Discipline, integrity, professionalism, innovation, integration".

Strengthening Party building work

First of all, the State Audit Party Committee always pays attention to propaganda and political and ideological education. During the term, the Party Committee organized 35 conferences to disseminate directives, resolutions and conclusions of the Central Committee with 13 connecting points, with nearly 22,000 cadres and party members attending; developed and issued many programs, plans and directive documents for implementation in the Party Committee, especially on studying and following Ho Chi Minh's ideology, morality and lifestyle. Through the preliminary review of Directive No. 05-CT/TW for the period 2021 - 2023, many collectives and individuals were awarded. Among nearly 6,000 Party cells of the Party Committee of the Central Agencies, the State Audit is the only Party Committee with 1 Party cell awarded a Certificate of Merit by the Party Committee of the Bloc and the Prime Minister.

The Party Committee promptly concretized the resolutions, directives, and documents of the higher levels into thematic resolutions for the entire term, programs, and plans for implementation. After the Politburo issued Regulation No. 131-QD/TW, dated October 27, 2023, on "Controlling power, preventing and combating corruption and negativity in inspection, supervision, and enforcement of party discipline and in inspection and auditing activities", the Party Committee coordinated with the Party Executive Committee to thoroughly disseminate to all cadres, party members, and auditors, and issued Plan No. 202/KH-BCSĐ, dated November 30, 2023, for implementation. Thereby creating a clear change in awareness and action among cadres and party members, contributing to preventing and repelling the degradation of political ideology, ethics, lifestyle and manifestations of "self-evolution" and "self-transformation" within the Party, promoting the fight against corruption, waste and negativity.

The Party Committee focuses on improving the leadership capacity, fighting strength of the Party organization and the quality of the contingent of cadres and Party members. Immediately after the National Assembly Party Committee issued Decision No. 15-QD/DUQH on February 27, 2025, establishing the State Audit Party Committee, the Party Committee organized a Conference of the Executive Committee, the Standing Committee of the Party Committee, developed the Working Regulations, the Working Program of the Standing Committee of the Party Committee, assigned tasks to the Standing Committee members, the Executive Committee members, issued decisions to establish and appoint personnel of the Party Committees of 32 Party Committees, affiliated Party cells and 4 specialized agencies to advise and assist the Party Committee. The establishment of Party cells for audit teams is ensured; during the term, the Party Committee established 525 Party cells for audit teams, thereby strengthening the Party's leadership role in audit activities. In addition, the State Audit Party Committee has reorganized and streamlined the apparatus, reduced 12 department-level units of affiliated units and continued to resolutely direct the reorganization and streamlining of the department-level apparatus. Admitted 287 new party members, officially transferred 291 comrades, bringing the total number of party members to 1,726, accounting for 81% of the total number of cadres, civil servants, public employees and workers in the whole sector.

Regarding personnel work, right from the beginning of the term, the Party Committee issued Resolution No. 89-NQ/DU, dated February 19, 2021, on "Leading the completion of the organizational system and improving the quality of human resources in the period of 2020 - 2025". The State Audit has completed the list of job positions, recruited 194 civil servants and public employees, including 20 civil servants recruited according to the talent attraction policy; carried out the planning of leaders and managers at all levels for the period of 2021 - 2026 and the period of 2026 - 2031 according to regulations. The training, fostering and evaluation of civil servants and public employees associated with the results of performing professional tasks and auditing work are carried out impartially, objectively and in accordance with regulations, contributing to improving the quality of human resources of the State Audit in general and the quality of the auditor team in particular. The State Audit Office has given opinions to more than 2,000 personnel on responsibilities related to the State Audit Office's audit conclusions as a basis for advisory agencies to the Secretariat and the Politburo to consider and approve planning and appointment of strategic-level officials.

In addition, the State Audit Party Committee has directed the strengthening of inspection and supervision work. During the term, Party committees at all levels and the Party Committee's Inspection Commission conducted inspections of 361 Party organizations and 357 Party members; conducted thematic supervision of 276 Party organizations and 457 Party members. The content of inspection and supervision focused on the dissemination and implementation of Party resolutions and directives; leadership in performing political tasks; innovation and improvement of the quality of Party cell activities; development of plans to study and follow Ho Chi Minh's ideology, style and morality; and performance of Party member duties. The results of inspection and supervision have helped the Party Committee grasp the situation and results of leadership in performing tasks at the grassroots level, promptly commending exemplary units and individuals; At the same time, detect and clarify shortcomings and defects to correct them, resolutely direct and fight against violations, and strictly handle groups and individuals who violate the internal rules and regulations of the State Audit Office and violate professional ethics.

Over the past 5 years, 11 delegations from central agencies have inspected, supervised and worked with the Party Executive Committee, Party Committee, Party Standing Committee and Party Committees of some affiliated units. Through inspection and supervision, the inspection, supervision and survey delegations highly appreciated the results of leadership and direction in studying, grasping and implementing the Party's resolutions and directives, the leadership in implementing political tasks as well as the Party building work of the State Audit Party Committee.

Leaders successfully carry out political tasks

The Party Committee always identifies the leadership in implementing the political tasks of the sector as the focus, throughout, and of great significance in affirming the role, position and prestige of the State Audit in the political system. Right from the beginning of the term, the Party Committee issued 4 thematic resolutions for the entire term to guide and organize implementation, which is an important basis for the Party Committee to comprehensively complete the political tasks of the sector, specifically: Resolution No. 88-NQ/DU, dated February 19, 2021, on "Leading the implementation of the State Audit Development Strategy to 2030" has specified the objectives of the State Audit Development Strategy as an important and effective tool of the Party and State in inspecting and controlling the management and use of public finance and assets; Resolution No. 89-NQ/DU, dated February 19, 2021, on "Leading the completion of the organizational system and improving the quality of human resources in the period of 2020 - 2025" has created a strong change in the organizational structure, streamlining the payroll and standardizing the team, contributing to building a professional and modern State Audit; Resolution No. 90-NQ/DU, dated February 19, 2021, on "Leading the promotion of the application of high technology in the activities of the sector in the period of 2020 - 2025", effectively developing and applying specialized auditing software, building a centralized auditing database, implementing big data analysis, remote auditing, applying artificial intelligence (AI) to some auditing activities; Resolution No. 103-NQ/DU, dated March 11, 2021, on "Leading the improvement of institutions on the organization and operation of the State Audit" has helped to consolidate the legal corridor, complete legal documents, supplement and improve professional processes and auditing standards, and strengthen the coordination mechanism between the State Audit and relevant agencies, ensuring transparency and efficiency in auditing activities.

The results of the synchronous implementation of the above resolutions have brought about outstanding results in the implementation of the sector's political tasks. During the term, the State Audit Office conducted more than 800 audits; recommended financial handling of VND 281,808 billion; recommended amendments and supplements to 1,048 legal documents; and transferred 17 cases with signs of violations to the investigation agency. Audit activities have increasingly gone into depth, focusing on the fields of budget management, public investment, public asset management and sensitive areas prone to violations. Notably, for the first time, the State Auditor General participated in answering questions directly before the National Assembly, affirming the increasingly important position and role of the State Audit Office in the political system and national finance.

Innovation and improvement of the quality of activities of mass organizations

In line with the spirit of "Taking union members as the center, taking the movement as the method of operation", the activities of unions have always been interested in and facilitated by the Party Committee of the State Audit Office, in accordance with the principles and purposes. In the past 5 years (2020 - 2025), the State Audit Office Trade Union has effectively implemented activities to care for the material and spiritual life of union members, with a total support amount of more than 3 billion VND, organizing many practical activities and many exciting emulation movements. The State Audit Office Youth Union has always played a pioneering role in all tasks, especially actively participating in scientific research and holding many important positions in auditing activities, contributing to the cause of building and developing the State Audit Office. The State Audit Office Veterans Association organizes practical and meaningful "Returning to the Source" activities to encourage and motivate members to love their profession, love the industry and be exemplary in all activities. The Women's Committee and the Committee for the Advancement of Women of the State Audit Office regularly compete to encourage female cadres to overcome difficulties; launch the emulation movement "Good at public work, good at housework". Many female cadres are trusted, introduced, included in the planning and appointed to leadership and management positions.

The above important results are the premise for the State Audit Party Committee to confidently enter the new term with new victories. In the 2025 - 2030 term, the State Audit Party Committee sets out 5 specific directions: (1) Continue to build a clean and strong Party Committee. (2) Tighten discipline, enhance responsibility, especially for leaders, build a team of honest cadres and party members, enhance professionalism and transparency in performing public duties. (3) Focus on improving quality in all areas of work, especially auditing, promote administrative reform, simplify procedures, promote the application of high technology; perfect the organizational structure towards streamlining, effective and efficient operations; (4) Strengthen international integration, learn international knowledge and experience in new auditing fields, modern auditing methods. (5) The entire Party Committee is united, unified, and focused on leading the successful completion of the State Economic Development Strategy to 2030; successfully building the State Economic Development Strategy to 2040, with a vision to 2045; resolutely and persistently implementing the Resolution of the 8th State Economic Party Congress, term 2025 - 2030, contributing to the successful implementation of the Resolution of the 14th National Party Congress.

Entering the 2025 - 2030 term, in the context of the whole Party focusing on streamlining the organization of the political system, operating effectively, efficiently, and effectively, innovating the work of building and enforcing laws, developing artificial intelligence, big data, etc., the State Audit Party Committee determined the determination, unity, and consensus of the whole Party to meet the requirements and role of the State Audit in the fight against corruption, negativity, and waste, contributing to building a disciplined, orderly, transparent, and sustainable national financial system./.
