Functional units have developed annual foreign affairs plans to specify their implementation; contributing to improving the effectiveness of management and protection of territorial sovereignty and national border security.

Lieutenant Colonel Vu Tran Minh Dat, Head of the Lao Cai International Border Guard Station, added: The Station has done a good job as the focal unit in implementing border foreign affairs with the Hekou Immigration Border Control Station, the Hekou Border Management Company, the Hekou Reunion and Talks Station, and the Chinese People's Liberation Army.

The unit coordinates with the sectors and functional forces of state management at the border gate in border protection management, border control, creating favorable and open conditions for entry and exit, import and export activities. In particular, the Station regularly coordinates with the Hekou Immigration Border Control Station (China) to organize joint patrols, bilateral patrols, exchange hotline phone calls, exchange liaison officers to serve joint patrols, bilateral patrols, joint patrols, etc.

The research and implementation of diverse models of foreign affairs activities in many creative and effective forms and measures, suitable to the characteristics and situation on the Lao Cai-Yunnan border line, has been highly appreciated by the Border Guard Command and Lao Cai province leaders, becoming a model that has been replicated on the border line of the two countries.

The Lao Cai Provincial Border Guard Command has regularly and proactively coordinated with the General Immigration Border Control Station of Yunnan Province; the Hong Ha and Van Son Border Management Teams; and the Mong Tu Border Guard (China) to propose establishing and perfecting cooperation mechanisms at all levels; directed Border Guard Stations to closely coordinate with border management units and opposite border gates to strengthen relations; maintained a regime of talks, meetings, and information exchange, and situations related to border protection work, etc.

In 2024, implementing the direction of the Ministry of National Defense and the Border Guard Command on organizing the 8th Vietnam-China border defense friendship exchange in Lao Cai province, the Lao Cai Provincial Border Guard Command proactively connected with the Mong Tu Border Guard (China) to coordinate the implementation of the contents of the friendship exchange program such as: Bilateral patrols, actively coordinating with relevant agencies, forces and the Chinese side to ensure security, order and absolute safety during the organization of the 8th Vietnam-China border defense friendship exchange.

Carry out people's diplomacy well

In addition to performing well in border diplomacy, Lao Cai Border Guard Command directed Border Guard Stations to implement many measures to promote propaganda work, especially at border gates and key border areas. The unit regularly meets and exchanges with village chiefs and clan leaders to take advantage of ethnic and kinship relationships of people on both sides of the border to propagate to the people to raise awareness of the nation and national borders, strictly comply with legal documents on the border between the two countries...

The staff units of the Standing Committee of the Provincial Party Committee, the People's Council and the People's Committee of Lao Cai province closely coordinate with departments, branches and border districts and cities to promote foreign affairs activities and cooperation in all fields, and do a good job of people's diplomacy with authorities at all levels and people of the neighboring country through activities such as talks, meetings, exchanges, and twinning...

Up to now, Lao Cai has become the leading locality in the country in twinning residential clusters on both sides of the Vietnam-China border with eight pairs of twinned villages, towns, communes-villages, groups, and towns. Lieutenant Colonel Dinh Quang Chinh - Head of Bat Xat Border Guard Station said: The unit is responsible for managing and protecting the border section on the Red River with a frontal border of 18.6 km long, including three national border markers including markers 97, 98, 99 and a Ban Vuoc secondary border gate. The unit's management area includes three communes and one town with a total of 45 villages, hamlets and residential groups, of which ten villages and residential groups are bordering the border and 5,800 households/21,766 people of 17 ethnic groups are living.

The station always promotes practical, effective and in-depth cooperation in the work of preserving the national border marker system; managing and controlling border gates; fighting and preventing crimes... The unit has effectively promoted the model of "Friendship Inter-Station Twinning", joining hands to build a peaceful border between Bat Xat Border Post and Pa Sa Immigration Control Sub-station, Pa Sa Border Post, Duong Thuy. The unit advised local Party committees and authorities to expand the model of twinning residential clusters on both sides of the border. The model of "twinning residential clusters on both sides of the border" has become a model of people's diplomacy in exchanges between local people of the two countries.

To improve the effectiveness of border diplomacy, while firmly protecting the country's direct security belt; maintaining a peaceful, friendly and stable border, units need to continue to effectively implement the Border Cooperation Agreement between the Vietnamese Ministry of National Defense and the Chinese Ministry of National Defense signed on November 24, 2024.

Functional units need to effectively implement the cooperation agreement between the Vietnamese Ministry of National Defense and the Chinese Ministry of Public Security on establishing a three-level law enforcement mechanism in border control at border gates and land border management, along with other legal documents on strengthening cooperation in border law enforcement... Organize cultural, artistic and sports exchange activities to enhance exchanges and cooperation in border training and professional training between the two sides... Another key content is to synchronously and comprehensively implement measures in border foreign affairs activities; consolidate, maintain and deepen established cooperation mechanisms such as: professional talks, correspondence, liaison officers, hotline phones, joint patrols, bilateral patrols, situation exchanges, handovers and returns, coordination in the fight against cross-border crimes, and handling border and border gate incidents.

In recent times, the unit has continued to advise local Party committees and authorities to expand the model of twinning residential clusters on both sides of the border, developing the economy, culture and society in border areas... These activities have practically contributed to building a peaceful, friendly, cooperative and developed border.
