Developing the private economy in both quantity and quality

The 13th National Party Congress affirmed that the strong development of the private economic sector in terms of quantity, quality and efficiency “has truly become an important driving force in economic development”. This is a major and consistent policy of the Party, both promoting the continued development of the private economy and promoting the role of this economic sector in socio-economic development and strengthening national security and defense in the new situation.

Overcoming difficulties to develop

In recent years, especially since the implementation of the Resolution of the 9th Central Committee on "Continuing to innovate mechanisms and policies, encouraging and facilitating the development of the private economy", the private economy has continuously developed, making an increasingly greater contribution to the cause of innovation and socio-economic development of the country. By the end of 2022, there were 1,156 newly established enterprises in the province, an increase of 59.23% over the same period in 2021. In recent years, due to the impact of the Covid-19 pandemic, the production and business activities of enterprises have been severely affected, the total registered capital and the number of registered changes have decreased compared to previous years, and the number of enterprises temporarily suspending operations has also increased. However, the positive signal is that the number of dissolved enterprises has decreased, which means that the Provincial Party Committee and the Provincial People's Committee have promoted their effectiveness, along with their efforts, helping enterprises overcome difficulties, adapt to new conditions and continue to maintain production and business activities. The activities of the business community in the industry continue to be affected by the Covid-19 epidemic. However, a number of enterprises have made many efforts to overcome difficulties and challenges. Accordingly, enterprises in the seafood processing and export industry are operating quite well, enterprises in the garment, footwear, wood, mechanical, cashew, high-quality adhesive paper industries... are operating relatively stably, and enterprises in trade and services maintain regular operations. Despite facing many difficulties and challenges, the business community in the industry always tries and makes efforts to maintain and develop production and business activities, create more jobs, improve the lives of workers, increase state budget revenue, and at the same time comply with and implement legal regulations, actively fulfill obligations to the State. Actively participate in social activities and community activities in the locality.

Support businesses to overcome difficulties

With practical solutions to remove barriers that the private economy is facing, especially credit policy, land policy and human resource training. Binh Thuan province has proposed specific solutions such as credit to support businesses to borrow longer term, access credit more easily and have suitable interest rates for long-term investment plans. Regarding land, the province has created conditions for private businesses to access premises on the basis of stable and clear planning. Speed up the process of encouraging and upgrading business households to enterprises. The province also has support mechanisms for business households to voluntarily convert to enterprises such as simplifying administrative procedures, supporting individual business households to help them train and manage their businesses. In addition, there are policies to promote startups and build a startup ecosystem in each locality. In particular, the province has also resolved some bottlenecks such as issues of infrastructure, land, human resource development, production contracts, etc. through policy changes to attract more investment from the private sector in agriculture and rural areas. In order to contribute to the implementation of tasks and solutions to achieve the common goals of the province, departments, branches and localities in the province also support enterprises in synchronously implementing solutions to promote exports, expand markets, consolidate and effectively exploit existing traditional export markets to solve the output of products. At the same time, gradually approach and exploit potential export markets and new markets.

Recently, the Government has also issued a Resolution on the Government's Action Program to continue implementing Resolution No. 10, dated June 3, 2017, of the 5th Conference of the 12th Central Executive Committee on developing the private economy into an important driving force of the socialist-oriented market economy. Accordingly, in order to remove difficulties and obstacles for enterprises, the Government has requested the People's Committees of provinces and centrally run cities and relevant agencies to continue expanding the ability of the private economy to participate in the market and promote fair competition... In addition, sectors and localities closely coordinate with banks in implementing the bank-enterprise connection program to jointly remove related difficulties and obstacles, creating conditions for enterprises to access credit capital for production and business. Continue to focus on supporting the private economy to innovate, modernize technology and develop human resources, and improve productivity. Promote the implementation of the Law on Support for Small and Medium Enterprises, focusing on policies to support small and medium enterprises in digital transformation, small and medium enterprises in creative startups and participation in industry clusters, value chains, etc.
