Realizing Ca Mau 's aspiration to reach out to the ocean
On the morning of November 19 at Hon Khoai Island, after inspecting the implementation of two projects (the road to Hon Khoai Island and the Hon Khoai Dual-Use Port) implemented by the Navy and the 12th Army Corps and listening to the report at the working session, General Secretary To Lam highly appreciated that in a very short time after the merger, Ca Mau has clearly demonstrated its political mettle, innovative spirit and organizational capacity. The General Secretary emphasized that the construction of the road to Hon Khoai Island and the Hon Khoai Dual-Use Port will contribute to forming a complete infrastructure "ecosystem" to realize the aspiration to reach out to the sea of Ca Mau - a land rich in patriotic and revolutionary traditions, opening up a new vision for the development of the southernmost continent in the new era of development.

The General Secretary pointed out that the construction of the road to the island and the Hon Khoai dual-use port, in terms of national defense and security, will promote the island's strategic role in protecting the sovereignty of the Southwest sea and islands and supporting search and rescue. In terms of economy, Hon Khoai will be an important connection point of the Mekong Delta Key Economic Zone, reducing transportation and logistics costs, reducing the load on the port system in Ho Chi Minh City and the Southeast region, bringing agricultural and aquatic products for export directly to international shipping routes, opening up new development space for Ca Mau, maximizing the marine potential and the ability to develop the local economy, continuing to promote the processing industry and high-quality logistics services, forming a new international trade gateway for Vietnam.
The General Secretary requested the province to continue to accelerate the completion of the Hon Khoai Island Cluster Development Project to be strong in economy, stable in national defense and security, closely following national planning, efficiency and resource capacity; it is necessary to well plan the military zone, semi-military zone, economic zone and ecological zone of Hon Khoai Island Cluster to have synchronous investment directions such as energy infrastructure, transportation, telecommunications, military works, dual-use deep-water port works, storm shelters, etc. Gradually complete the routes connecting economic zones, industrial zones, urban areas, seaport logistics zones, functional areas associated with Hon Khoai Port and Ca Mau Airport.
The General Secretary noted that the road to the island and the Hon Khoai dual-use port are strategic outpost projects, of special significance in terms of both socio-economic development and national defense and security. It is necessary to closely coordinate with ministries, branches, localities and contractors, concentrate the highest resources, ensure the construction is on schedule, of high quality, applying advanced technology, being environmentally friendly and absolutely safe.
Regarding the Hon Khoai Island project, the General Secretary requested that all forces at the construction site must thoroughly grasp the spirit that Hon Khoai is a national strategic focus; the seaport and the sea-crossing bridge not only serve the people's livelihood and economy, but are also the defense and security pillar in the southernmost part of the Fatherland. Therefore, the progress here is the progress of the people's trust, the State's prestige and responsibility for the country's future; not an hour late, not a step back, not letting any link delay the overall progress.
Building Tho Chau into a green - strong - sustainable island special zone

Speaking at the meeting, the General Secretary said that Tho Chau special zone had just been established, the island had a small population, big waves, strong winds, and transportation between the islands was still difficult, but this place was the fulcrum to keep the peace for the entire southwestern sea and the country's border. The General Secretary affirmed that in order to sustainably develop Tho Chau and improve people's lives, An Giang province needed to coordinate with the Ministry of National Defense, the Ministry of Public Security, and relevant ministries and branches to build a sustainable development plan for Tho Chau special zone in conjunction with ensuring national defense and security; focus on supporting Tho Chau special zone in studying the feasibility of building stable residential areas, upgrading the island's ring road and other traffic works; complete the water source project, study the feasibility of electricity and telecommunications supply (it is possible to underground the sea route connecting from the shore of Phu Quoc special zone).
The General Secretary requested the Ministry of National Defense to focus on strengthening the sea and island defense posture; conduct a feasibility study on building a dual-use airport, and upgrade two dual-use fishing ports to serve fishing logistics; and build Tho Chau into a strategic fulcrum in the Southwest defense system.
The General Secretary hopes that the entire Party Committee, government, soldiers and people of Tho Chau special zone will join hands to build a new Tho Chau with a stable economy, sustainable ecology, solid national defense and sustainable security; so that this place can become a green - strong - sustainable sea and island special zone.
During his visit and working session in Tho Chau, General Secretary To Lam presented a souvenir statue of Uncle Ho to the Party Committee, government and people of Tho Chau special zone; and presented gifts to two units: Regiment 152 and Tho Chau Border Guard Station. On this occasion, General Secretary To Lam and the working delegation respectfully offered flowers and incense to commemorate and express their infinite gratitude to President Ho Chi Minh, Hero of the Vietnamese National Liberation, outstanding cultural figure; and the heroic martyrs at Tho Chau Temple.
