
The draft proposes four models, including: Ho Chi Minh City Center for Creative Startups meeting the criteria of an international innovation center (under the Department of Science and Technology); Ho Chi Minh City National University International Innovation Center (public-public partnership model); International Innovation Center invested by enterprises (public-private partnership model); Ho Chi Minh City High-Tech Park International Innovation Center (under the Management Board of the High-Tech Park).
Mr. Tran Trong Tuyen, Deputy Director of the Department of Science and Technology of Ho Chi Minh City, affirmed that the spirit of the project is to take enterprises as the center, the State creates and promotes public-private cooperation, sandbox testing mechanism, and venture investment to form an open innovation ecosystem.

Mr. Tran Ninh Dong, Acting Head of the Department of Intellectual Property Management and Innovation (Department of Science and Technology of Ho Chi Minh City) said that the establishment of an international-scale Innovation and Startup Center in Ho Chi Minh City aims to create institutional infrastructure and physical space for international innovation activities; attract technology enterprises, research institutes, investment funds; support commercialization, testing of new technologies and on-site product development, etc.
The goal by 2030 is to develop the center into a strategic infrastructure in the innovation system of Ho Chi Minh City, connecting the region and the world, contributing to making Ho Chi Minh City an economic , financial and technological center of Southeast Asia.

Dr. Tran Thi Ngoc Lan, former lecturer at the University of Natural Sciences , said that the Ho Chi Minh City Center for Creative Entrepreneurship (SHIUB) plays an extremely important role in connecting and bringing research products to the market.
Dr. Tran Thi Ngoc Lan recommends that SIHUB needs a team of experts with specialized knowledge to evaluate and orient products from research to commercialization, and have an investment plan so that the products are closely linked to the focus of socio-economic development.
