The dispatch stated that as of May 20, 2025, ministries, branches and localities had compiled, compiled and published 6,358 administrative procedures (including 5,801 administrative procedures under the management of ministries and branches; 557 administrative procedures stipulated in local legal documents), of which 4,377 administrative procedures (accounting for 68.8%) were related to production and business activities. The total cost of compliance with administrative procedures is more than VND 120,000 billion/year...
To promptly reduce and simplify administrative procedures, the Prime Minister requested ministries, branches and localities to focus on completing the update and publicizing the results of synthesizing and statistics on administrative procedures, business conditions and compliance costs of administrative procedures under their management on the National Database on Administrative Procedures before June 10.
The Prime Minister requested to urgently review, cut and simplify administrative procedures related to production and business activities, ensuring a reduction of at least 30% of the time to handle administrative procedures, at least 30% of the cost of complying with administrative procedures, and at least 30% of business conditions in 2025 and continue to cut sharply in the following years, in accordance with the direction of the Politburo in Resolution No. 68-NQ/TW on private economic development.
At the same time, it is necessary to minimize intervention and eliminate administrative barriers, the "ask - give" mechanism, and the "if you can't manage it, ban it" mindset. People and businesses are free to do business in industries that are not prohibited by law; strongly shift from pre-inspection to post-inspection associated with increased inspection and supervision; shift the management of business conditions from licensing and certification to publishing business conditions and post-inspection, except for a few fields that are required to carry out licensing procedures according to international regulations and practices.
The Prime Minister also requested transparency, digitalization, automation, application of artificial intelligence and big data in implementing administrative procedures and processes, especially in establishing and dissolving enterprises, land, planning, investment, construction, tax, customs, insurance, etc.
The Prime Minister directed: ensure that 100% of administrative procedures related to enterprises are performed online, smoothly, seamlessly, effectively, transparently, minimizing paperwork; organize the implementation of administrative procedures regardless of administrative boundaries within the province, to be completed in 2025.
