Comrade Nguyen Thanh Nghi: Research on hiring personnel to serve digital transformation at the grassroots level

On May 23, comrade Nguyen Thanh Nghi, member of the Party Central Committee, Standing Deputy Secretary of the Ho Chi Minh City Party Committee, chaired a meeting of the Subcommittee implementing Project 204 of the Secretariat on digital transformation in the Party in Ho Chi Minh City.

Concretize the Central's directives

Currently, the Office of the City Party Committee - the standing agency of the Subcommittee - has deployed to agencies and units in the city's political system to review and compile all business processes; re-evaluate the specific core business processes of the City Party Committee. From there, research, design, and restructure the process to serve digital transformation according to the functions and tasks of each agency and unit.

The Standing Committee of the City Party Committee advised district and commune Party committees to urgently review files and documents for handover to avoid loss when the unit ends its operations or before reorganization.

The City Party Committee Office also updated the database of Party Congress documents from the I to the IX term. From the X term up to now, it has been updated on the Document Management and Operation System software.

For the commune level after the merger and dissolution, the City Party Committee Office also has a document sending statistical forms to review terminal equipment, applications, databases... This is the basis for rearrangement, avoiding waste and loss after the dissolution of the district level.

The City Party Committee Office also coordinated with the Ho Chi Minh City Digital Transformation Center and the Ho Chi Minh City Police to build a shared centralized data warehouse to serve the quick and effective implementation of work in the digital environment.

However, the implementation of the Digital Transformation Project in party agencies in Ho Chi Minh City also encountered some difficulties and problems.

The Office of the City Party Committee proposed that the Central Committee allow the Office of the City Party Committee to send a draft report before receiving official comments from the Standing Committee of the City Party Committee, in order to promptly meet the urgent reporting progress requirements from the Central Steering Committee. It is recommended that the Office of the Central Party Committee promptly complete and uniformly apply the Electronic Identification Code Database across the entire system, and upgrade the software to synchronize data between the old and new systems.

The City Party Committee Office also recommended that the Central Office and the Central Organizing Committee issue joint instructions on arranging specialized positions in information technology/digital transformation at commune-level Party Committee offices; and develop appropriate remuneration policies for this team.

At the same time, it is recommended that competent authorities provide additional financial resources to invest in technical infrastructure, upgrade terminal equipment, serve the deployment of shared software and store electronic data.

At the meeting, Director of the Ho Chi Minh City Digital Transformation Center Vo Thi Trung Trinh said that the center is currently coordinating with the Ho Chi Minh City Party Committee Office to install the shared digital software of the Central Party Office. The center also proposed hiring a personnel package to operate and apply information technology for new units.

A representative of the Ho Chi Minh City Police Department said that after merging communes and wards, some equipment can be immediately mobilized to implement the project, such as more than 200 scanners and more than 500 computers.

Mobilize student support

Concluding the meeting, Standing Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Thanh Nghi highly appreciated the responsibility and efforts of the Subcommittee members in implementing many contents and achieving initial results.

However, there are still many contents that are slow to be implemented. He requested to focus more strongly in the coming time, ensuring strict adherence to the regulations and instructions of the Central Government. That is, to quickly issue documents to specify the Central Government's instructions; urgently review and restructure business processes to perfect and unify the process; review programs, plans, and projects on information technology, avoiding duplication when arranging.

Comrade Nguyen Thanh Nghi assessed that digitizing documents and records is a big task to create a database. Therefore, the Subcommittee needs to strengthen support solutions for units as well as review difficulties to provide guidance when needed.

He also agreed to increase equipment for localities and assigned the City Party Committee Office to advise on increasing human resources for localities to complete their tasks. If necessary, students can be mobilized to support.

Regarding the task of digital transformation at the grassroots level, he requested to study the hiring of personnel to carry out this content. “The Office of the City Party Committee works with the Ho Chi Minh City People's Committee to agree on a suitable and regulated way of doing things, creating the most favorable conditions in the implementation and operation process,” noted Mr. Nguyen Thanh Nghi.

The Standing Deputy Secretary of the City Party Committee also requested that units take advantage of time, including overtime work, to ensure progress. In particular, it is necessary to establish more working groups to inspect and guide localities in implementing digital transformation contents within the Party.
