On May 23, National Assembly deputies discussed in groups the results of implementing the socio- economic development plan, state budget; and the work of practicing thrift and combating waste in 2024.

Speaking at the meeting, Prime Minister Pham Minh Chinh mentioned the policy of practicing thrift, fighting waste, and a number of other important contents.
The Prime Minister said that at the beginning of the 9th session, the Government reported on the socio-economic situation, including statistics on backlogged projects that have lasted for many terms, causing waste, typically wind power and solar power projects.
Our bad policies have led to negativity, massive construction of wind power and solar power projects that are not in accordance with planning and procedures, and not in accordance with Party and State regulations, so they must be handled.

In addition, according to statistics sent by localities, there are more than 2,200 backlogged projects. If these projects are resolved, more than 230 billion USD, equivalent to 50% of the country's total GDP, can be released.
Currently, the Government is directing the development of policies, not legitimizing mistakes but there must be institutional and organizational solutions; those who do wrong must be punished, and inappropriate institutions must be removed.
According to the Prime Minister, when the situation changes, the policy mechanism must change. This is a “disease”, and when you have an illness, you have to treat it, have surgery, suffer pain, lose blood, and lose money.
In solving the problems, the Prime Minister also stated the point of view that "it is impossible to recover 100% but must accept the loss".
We must accept pain and loss and consider it as tuition. This gives us new lessons and new experiences. We cannot help but do it, but if we do it, there must be losses.
- The Prime Minister said that only by completely resolving backlog projects can we fully exploit their potential.

Similarly, regarding the issue of forestry and farm land, the Prime Minister said that we must accept the loss and come up with a policy mechanism to resolve it once and for all. “Once it has broken down, it cannot be restored to its original state, but we must find a way to overcome it in the most optimal way,” the Prime Minister reiterated his point of view.
Another issue related to saving, the Prime Minister noted the use of redundant office premises when arranging the organizational apparatus with the spirit of not wasting.
Discussing the two-level local government organization model, Prime Minister Pham Minh Chinh emphasized that instead of pre-inspection and licensing, local governments should conduct post-inspection, inspection, and supervision, resolutely cut out cumbersome administrative procedures, abolish the request-grant mechanism, and promote decentralization along with resource allocation.
“The spirit is to support administrative procedure reform, promote decentralization, and delegate power to whoever and whichever level is closest to the people and does the best job,” the Prime Minister noted, adding that if there are too many procedures, by the time the procedures are completed, the opportunity will have passed.
