The amount of synthetic drugs seized increased by more than 1,484%
Presenting the inspection report, Deputy Chairman of the Judiciary Committee Nguyen Manh Cuong said that in 2023, the Government has implemented many solutions to prevent crimes and violations of the law, ensuring economic development, stabilizing people's lives and effectively combating violations of the law and crimes. The police force has implemented many measures to quickly detect and handle hot spots; promptly arrest terrorists and anti-people's government subjects; strictly handle many particularly serious and complicated corruption and economic cases; the total number of detected cases increased compared to the same period.

Some types of crime were controlled and reduced such as: the number of organized crimes decreased by 26.92%; the number of molestation cases with people under 16 years old decreased by 5.62%. Regarding traffic safety, all three criteria decreased: the number of accidents, the number of deaths and the number of injuries.
However, according to the Judiciary Committee, despite many efforts, overall, crime has increased in terms of the number of cases, deaths and property damage caused by crime. Some types of crime have increased sharply, such as: Murder; robbery; snatching; fraud; loan sharking; disturbing public order...
Notably, among the types of crimes, the number of detected drug crimes increased by 18.42%; the number of seized synthetic drugs increased particularly high (1,484.19%), showing the extremely complicated developments of drug crimes. The illegal use of drugs, especially synthetic drugs, occurs in many localities; some types of drugs appear "disguised" as electronic cigarettes, drinks, foods... causing multi-faceted harm to young people.
Discussing further about the drug crime situation, Deputy Minister of Public Security Le Van Tuyen said that the number of cases and the amount of drugs seized have increased, however, many of them are transported and transited through Vietnam, not only purely by road but also by sea and air. Drug lines are not only from the "Golden Triangle" region, but also from Africa through Vietnam to third countries. According to statistics, more than 37.8% of drug cases are transited through Vietnam. "The increase in the number of drug cases handled and detected shows the efforts of the Vietnamese Police and relevant agencies, as well as international cooperation in detecting and combating drug lines transiting through Vietnam" - the Deputy Minister of Public Security assessed.
In addition, according to the audit report of the Judicial Committee, state management in some areas still has some shortcomings, leading to subjects taking advantage to commit crimes, such as: vehicle inspection, issuance of land use right certificates, mineral exploitation licenses, issuance of judicial records... Regarding corruption and position crimes, the authorities discovered an increase of 71.46% in the number of cases, an increase of 116.17% in the number of subjects; in particular, the number of bribery cases discovered increased by 312.5%. This shows that, with the high determination of our Party and State, the fight against corruption is increasingly effective. In addition, the above results also show that state management and corruption prevention are still limited.

Regarding the work of preventing and combating corruption, according to the Government's report, in 2023, the Government, the Prime Minister, ministries, branches, localities and functional agencies have made great efforts, with high determination, seriously implementing the conclusions of the General Secretary and Head of the Steering Committee. The work of preventing and combating corruption and negativity continues to be promoted, with new, drastic, synchronous, comprehensive and more effective steps forward, leaving a good impression, further strengthening the people's trust, contributing significantly to the successful implementation of the socio-economic tasks in 2022.
Reviewing the report, the Judiciary Committee assessed that in 2023, the work of detecting and handling corruption will continue to be promoted, handled comprehensively and strictly, ensuring synchronization between handling officials (resignation from office, retirement from work) with Party discipline, administrative discipline and criminal handling. The authorities have strengthened close coordination, initiated, investigated, prosecuted, tried promptly, resolutely and strictly handled corruption cases, both in the state and non-state sectors, handling both incumbent and retired officials who committed violations.
Notably, the detection and handling of corruption has been carried out synchronously and resolutely at both the central and local levels, especially at the provincial level; at the same time as detecting and handling major, key corruption and negative cases that have attracted public attention, the authorities have also resolutely fought against and prosecuted systematic, organized corruption and negative cases, "petty corruption" cases, involving many ministries, branches and localities. Many serious acts of corruption that occurred a long time ago have also been discovered, prosecuted and investigated for handling. Many subjects who are leaders and former leaders of agencies and units working to prevent and combat corruption and negative acts have been prosecuted and investigated for acts of corruption. The work of recovering assets that were misappropriated or lost in corruption and economic cases continues to have positive changes.
"The detection and handling of "Receiving bribes" acts have changed dramatically, initially overcoming the limitations mentioned in the Judicial Committee's Inspection Reports of previous years regarding the situation of giving and receiving bribes occurring frequently but the detection and handling are still very limited, not meeting the requirements" - the Judicial Committee emphasized.
In the coming time, the Judiciary Committee recommends that the Government summarize, evaluate, and fully identify the limitations and causes to accurately forecast the corruption situation; on that basis, clearly identify the main causes and propose breakthrough solutions for effective prevention and control.
In addition, the Government directed relevant ministries and branches to continue reviewing and clarifying shortcomings in state management, promoting administrative procedure reform, making transparent processes and procedures in areas prone to corruption and negativity; more clearly defining the responsibilities of each level, each sector, and each individual in each field to overcome the situation of shirking responsibility, fear of responsibility, and reluctance to act.
