On March 25, the Standing Committee of the Central Steering Committee on Anti-Corruption, Waste, and Negative Phenomena held a meeting to discuss and provide feedback on the results of implementing the conclusions of the General Secretary since the 27th session.

Four cases/incidents showing signs of wastefulness have been placed under the monitoring of the Central Steering Committee.

At the meeting, the Standing Committee of the Steering Committee unanimously agreed to include a number of cases and incidents showing signs of wastefulness under the Steering Committee's monitoring and guidance.

Specifically, the case of "Violation of regulations on the management and use of state assets causing losses and waste" relates to irregularities at the Central Operations and Trade Transaction Building project of Vietnam Cement Corporation (VCEM); the Hoi Xuan Hydropower project in Thanh Hoa province; the construction project of the Ministry of Foreign Affairs headquarters; and Sub-project 2 (Lim - Pha Lai), part of the Yen Vien - Pha Lai - Ha Long - Cai Lan railway line project.

The Standing Committee of the Steering Committee stated that the Party and the State are simultaneously implementing many important revolutionary policies and decisions for national development. Several key areas of focus were highlighted by the Standing Committee of the Steering Committee.

That is, to strengthen the fight against corruption, waste, and negative practices, in conjunction with completing the restructuring and streamlining of the organizational apparatus and administrative units at all levels of the political system; resolutely preventing corruption, waste, and negative practices from occurring.

Party committees and leaders at all levels must provide close leadership and guidance, strengthen inspection and supervision, and absolutely prevent any instances of lobbying, group interests, corruption, waste, or negative practices in personnel work and in the allocation and use of offices and public assets of agencies, units, and localities when implementing the reorganization of the administrative apparatus and units.

At the same time, it is necessary to correct the mentality of waiting and delaying the resolution of issues, which causes bottlenecks and wastes the time, effort, and money of the State, the people, and businesses.

The Party Committee of the Government directs the urgent completion of a comprehensive review of public assets of agencies, units, and localities nationwide to develop plans for management, allocation, and utilization after the reorganization and streamlining of the organizational structure and administrative units at all levels, ensuring efficiency, proper purpose, and preventing loss, waste, corruption, and negative practices. The handling of public land and buildings that are unused, underutilized, or used for improper purposes must be completed within this year.

The Standing Committee of the Steering Committee requested a focus on inspecting, investigating, and decisively handling cases of corruption, waste, and negative practices related to personnel for Party congresses at all levels and the 14th National Congress of the Party. In particular, it called for the thorough investigation and handling of cases related to Thuan An Group, AIC Company, Xuyen Viet Oil Company (Phase II), and the Nha Trang airport project…

In addition, the goal is to complete the investigation, prosecution, and trial of 21 cases and the verification and handling of 5 cases by the end of 2025, as planned by the Steering Committee.

The Standing Committee of the Steering Committee emphasized the need for more significant changes in the fight against waste, especially focusing on decisively addressing projects that are behind schedule, stalled, prolonged, inefficient, and causing large losses and waste.

Completely eradicate the disease of corruption and harassment.

In addition, the Standing Committee of the Steering Committee requested the issuance of the inspection conclusions (before March 31st) and directed the removal of difficulties and obstacles, bringing the second facility of Bach Mai Hospital and the second facility of Viet Duc Friendship Hospital in Ha Nam province into operation before December 31st. Focus on resolving difficulties and obstacles, and promptly bringing into operation the renewable energy projects and the project to address tidal flooding in the Ho Chi Minh City area.

It is necessary to conduct thematic inspections and audits in several localities with many projects and works using state budget funds that have been stalled for a long time, posing a high risk of loss and waste; and to complete thematic inspections on preventing and combating waste in the management and use of land and property managed by state agencies, organizations, and enterprises in 2025.

Summarizing the work on preventing and combating corruption, waste, and negative phenomena during the 13th Party Congress term, and supplementing and refining the direction for implementation during the 14th Party Congress term.

Furthermore, the Standing Committee of the Steering Committee noted the need to continue implementing comprehensive solutions to prevent corruption, waste, and negative practices. The focus is on promoting comprehensive digital transformation in accordance with Resolution 57 of the Politburo. This includes strongly reforming administrative procedures based on digital transformation and the application of artificial intelligence (AI), innovating governance and management methods, enhancing transparency, accountability, and minimizing direct contact.

"Eliminate the problem of harassment and inconvenience caused to citizens and businesses, while simultaneously reducing compliance costs and increasing labor productivity," the Standing Committee of the Steering Committee stated.

It is necessary to extensively and effectively implement tasks and solutions related to education on diligence, thrift, integrity, impartiality, and selflessness; to cultivate a culture of integrity, free from corruption, waste, and negativity, making it a voluntary and conscious practice, "as essential as daily food, water, and clothing" for cadres, Party members, and the people.

Effectively disseminate information and create social consensus on the fight against corruption, waste, and negative practices, linking it to the goals of national development.
