Vice President: Emulation movement creates new momentum for Ninh Binh to develop

On September 21, the 1st Patriotic Emulation Congress of Ninh Binh province, period 2025-2030 was held.

Member of the Party Central Committee, Vice President , First Vice President of the Central Emulation and Reward Council Vo Thi Anh Xuan attended and directed the Congress.

Recognizing and appreciating the results, achievements as well as the important contributions of the emulation movement and reward work for the comprehensive development of Ninh Binh province over the past 5 years, Vice President Vo Thi Anh Xuan said that the province's patriotic emulation movements have increasingly developed extensively, integrated with campaigns and emulation movements of central sectors and organizations, creating a strong driving force, attracting people from all walks of life to participate.

Through that, many typical and advanced examples have appeared, from war invalids, sick soldiers, people with disabilities with great willpower to creative and dedicated workers, farmers, intellectuals, businessmen, along with thousands of silent examples in the education , health, police, military sectors... spreading in society, creating a flower garden of "good people, good deeds" in Ninh Binh province.

Agreeing with the tasks and solutions set out by the Congress, Vice President Vo Thi Anh Xuan requested Ninh Binh province to continue to thoroughly grasp Ho Chi Minh's thought and Directive 41-CT/TW dated December 26, 2024 of the Politburo on emulation and commendation work; innovate the content and form of emulation, associated with the country's key emulation movements, in line with local realities; organize patriotic emulation movements closely associated with the local political tasks, first of all focusing on emulation to achieve achievements to welcome the Congress of Ninh Binh Provincial Party Committee, term 2025-2030 and successfully complete the socio-economic targets in 2025.

The province continues to improve the quality and effectiveness of the activities of the Emulation and Reward Councils at all levels; overcome limitations and shortcomings; regularly train, improve and enhance the quality of the staff working in emulation and reward to have sufficient qualifications, capacity and enthusiasm to meet the requirements in the new situation.

The 1st Patriotic Emulation Congress is an important milestone, affirming the aspiration to rise and the spirit of solidarity of the entire Party Committee, government and people of Ninh Binh province.

Vice President Vo Thi Anh Xuan believes that promoting the fine traditions of the homeland of the thousand-year-old ancient capital Hoa Lu and the achievements that have been made, with high political determination and strong aspirations for development, Ninh Binh will continue to reap even greater achievements in the coming time, making worthy contributions to the overall development of the country.

In the 2025-2030 period, Ninh Binh province determined to continue to thoroughly grasp, propagate, and seriously and effectively implement President Ho Chi Minh's viewpoints on patriotic emulation, the Party's guidelines, and the State's policies and laws on emulation and rewards.

The province strengthens the leadership of Party committees and authorities at all levels, promotes the role and responsibility of setting examples of cadres and Party members, especially heads of agencies, units, localities, organizations and enterprises so that emulation truly becomes a self-awareness, responsibility and regular practice of each level, each sector, unit and individual.

Launching the patriotic emulation movement of the province for the period of 2025-2030, Secretary of the Ninh Binh Provincial Party Committee Truong Quoc Huy emphasized that all levels, sectors, localities and people of all walks of life should strive to compete, unite, and focus on building and implementing mechanisms and policies to ensure synchronization and harmony in all fields serving development, striving for an average growth rate of over 11% per year in the period of 2025-2030, average income per capita by 2030 to reach over 180 million VND; competing for harmonious social development, sustainable poverty reduction, striving to reduce the poverty rate to below 1.0% by the end of 2030 according to the multi-poverty standard for the period of 2026-2030.

At the same time, all levels, sectors and localities compete to promote administrative reform, build a system of transparent, clean, strong, modern, effective and efficient state administrative agencies; build and rectify a clean and strong Party and political system...

Over the past five years, the emulation contents have been concretized by Ninh Binh province in all aspects and fields. Awareness and sense of responsibility of Party committees, Party organizations, authorities, departments, branches and unions in directing and organizing emulation movements have been improved.

The work of discovering, propagating and replicating advanced models has spread, contributing to creating motivation, encouraging and motivating groups and individuals to learn and follow. The work of commendation ensures publicity, transparency, compliance with regulations, and timely honoring of advanced typical groups and individuals with many achievements and contributions to the patriotic emulation movement.

Over the past 5 years, the province has had more than 31,900 collectives and individuals awarded. The province proposed the State to confer the title of Vietnamese Heroic Mother on 38 mothers, the Independence Medal on 112 families of martyrs, along with hundreds of Resistance Medals and Medals, and Glorious Youth Volunteer Medals.

Authorized by the President, Vice President, First Vice President of the Central Emulation and Reward Council Vo Thi Anh Xuan awarded the First Class Labor Medal to the Party Committee, Government and people of Ninh Binh province for their outstanding achievements in the emulation movement "The whole country joins hands to build new rural areas in the period of 2021-2025", contributing to the cause of building socialism and defending the Fatherland.

At the Congress, six individuals received the First, Second and Third Class Labor Medals from the President for their outstanding achievements in work and emulation movements contributing to the cause of building socialism and defending the Fatherland.

Many collectives and individuals received Emulation Flags and Certificates of Merit from the Prime Minister and Certificates of Merit from the Chairman of the Provincial People's Committee for their outstanding achievements in implementing patriotic emulation movements of Ninh Binh province in the period 2020-2025.

On this occasion, Vice President, First Vice President of the Central Emulation and Reward Council Vo Thi Anh Xuan presented gifts from the Vietnam Children's Fund to poor and disadvantaged students with academic achievements in Ninh Binh province and presented gifts to Vietnamese Heroic Mothers attending the Congress./.
