Speaking at the meeting, Chairman of the Ethnic Council Y Thanh Ha Nie Kdam emphasized that the Law on Supervisory Activities of the National Assembly and People's Councils 2015 is an important and comprehensive legal basis for organizing and implementing supervisory activities of the National Assembly and People's Councils at all levels. The Law has clarified the nature, legal position, order, procedures and contributed to fundamentally innovating the supervisory activities of elected bodies in many areas of economic and social life.
At the local level, in the context of increasingly promoting decentralization and decentralization of state management, the People's Council , the Standing Committee of the People's Council, the People's Council Committees, the People's Council delegations and People's Council delegates at all levels have promoted their role in supervision activities, organized many practical supervision activities, suitable to the actual situation. Thereby, it has contributed to creating positive changes in perfecting the legal system, implementing the tasks of local socio-economic development; promptly resolving existing problems, obstacles, and removing difficulties for agencies, organizations, enterprises and people in many aspects and fields; ensuring security, order and social safety in the area.
In response to the requirement to institutionalize the Party's viewpoints and policies , concretize the provisions of the Constitution, and continue to improve the quality, effectiveness and efficiency of supervisory activities , the National Assembly agreed to amend the Law on Supervisory Activities of the National Assembly and People's Councils.
The Chairman of the Ethnic Council wishes to listen to frank and profound opinions and specific proposals for amendments from People's Councils at all levels and relevant local agencies to overcome difficulties and obstacles and improve the effectiveness and efficiency of the People's Council's supervisory activities, contributing to the development and completion of the Law project.
The report at the meeting showed that since the beginning of the 2021-2026 term, the results of the implementation and enforcement of the Law on Supervision Activities of the National Assembly and the People's Council of An Nhon Town have achieved many results. In particular, the supervision and review of the Resolutions of the People's Council and the decisions of the People's Committee have been focused on, promptly proposing amendments and supplements to documents to ensure compliance with current legal regulations. Since the beginning of the 2021-2026 term, the People's Council of the town has organized 27 thematic supervision sessions.
Questioning and answering activities continue to be innovated and improved in the direction of democratic and frank dialogue, questioning by issue groups and fields. Through the practice of supervision activities of the People's Council of An Nhon town, it also shows that there are still certain difficulties and limitations. Specifically, thematic supervision is often carried out by the Standing Committee of the People's Council, the People's Council Committees of the town, and the delegations are still limited. There has not been in-depth supervision in some areas, such as: land management and use, construction management and basic construction investment, construction progress and quality, capital use, budget revenue and expenditure, etc.
In supervision, there are no effective measures to detect all the shortcomings that the supervised units do not report. Post-supervision inspections are not regular. Some recommendations and conclusions after supervision have not been considered and resolved promptly by the People's Committee and relevant agencies. The two committees of the People's Council have only one full-time deputy committee member, the rest are part-time, so the quality of supervision and examination is not deep, and the critical nature is limited.
The Standing Committee of the People's Council of An Nhon town proposed: to amend the Law on Supervision Activities of the National Assembly and People's Councils, it is necessary to consider adding specific contents to guide the supervision activities stipulated in the resolutions of the Standing Committee of the National Assembly recently, ensuring consistency and unity in implementation; supplementing regulations on specific measures and sanctions to handle agencies, units and individuals who do not strictly comply with the supervision recommendations of the People's Council, the Standing Committee of the People's Council, the People's Council committees, the Delegation Groups and People's Council delegates...
The members of the Working Group focused on discussing and clarifying difficulties in organizing and implementing supervisory activities of local People's Councils, and specifically discussed the recommendations of An Nhon Town People's Council regarding the amendment and supplementation of the Law on Supervisory Activities of the National Assembly and People's Councils.
Speaking at the end of the meeting, Vice Chairman of the National Assembly Tran Quang Phuong acknowledged and welcomed the achievements of An Nhon town in terms of economy and society, and the implementation of the Law on Supervision Activities of the National Assembly and People's Council of An Nhon town People's Council.
The Vice Chairman of the National Assembly stated that An Nhon is a land of outstanding people, rich in revolutionary traditions, has a tradition of learning and has a strategic position in Binh Dinh province in socio-economic development, national security and defense. Therefore, the town needs to strive further to meet the criteria to become a city in the near future.
The Vice Chairman of the National Assembly requested the People's Council of An Nhon town and the delegates of the People's Council of the town to always clearly understand and effectively perform their functions, tasks, powers and responsibilities, worthy of representing voters and local people.
With the opinions and recommendations of the delegates, Vice Chairman of the National Assembly Tran Quang Phuong suggested that the Drafting Committee absorb them to have a practical basis to complete the draft Law.
Earlier, in the morning of the same day, Vice Chairman of the National Assembly Tran Quang Phuong and the delegation offered incense and flowers at the Mass Grave of the 3rd Sao Vang Division Martyrs in Dap Da town, An Nhon town. This is the resting place of 154 soldiers of Battalion 6, Regiment 12, 3 Sao Vang Division who sacrificed their lives during the 1968 Spring General Offensive and Uprising in Tay Phuong Danh, Dap Da ward (An Nhon town, Binh Dinh province) from January 19 to 24, 1968. The grave was recognized as a provincial historical relic in 2000.
In An Nhon town, the Vice Chairman of the National Assembly and the delegation presented 20 gifts to families with meritorious services. Kindly inquiring about the health of the families of war invalids, Vice Chairman of the National Assembly Tran Quang Phuong expressed his deep gratitude for the great contributions, dedication and sacrifices of the heroic martyrs, war invalids and sick soldiers, and the relatives of families with meritorious services to the revolution.
The Vice Chairman of the National Assembly emphasized that the Party and State always pay attention to the lives of policy households, wounded and sick soldiers; he suggested that An Nhon town and Binh Dinh province continue to care for poor households and policy families in the area with the motto "leaving no one behind".
