The project of connecting Muong La (Son La), Than Uyen, Tan Uyen ( Lai Chau ), Mu Cang Chai, Van Chan, Van Yen (Yen Bai) with Noi Bai - Lao Cai Expressway (IC15) has a total designed length of 69km, with a total construction investment of over 2,030 billion VND. The project passes through Mu Cang Chai district for 43km (Che Cu Nha commune is 17.546km; Nam Co commune is 25.45km); the total number of affected households is 347 households with an area of 137.73ha (of which: Che Cu Nha commune has 121 households with an area of 68.81ha; Nam Co commune has 226 households with an area of 68.92ha.
During the construction process, the project is currently facing some difficulties and problems regarding the location of the dumping site, the service road has been approved for the recovery map, but there is no specific land price to make a plan, appraise, and approve compensation costs for the people; some downstream locations of the drainage culvert are outside the scope of site clearance such as streams and hillsides that are still stuck and have not been constructed.

In addition, the project is a unique, newly opened road, the access to the construction site is difficult, mainly following the existing residential road, with a steep slope, narrow road, small curve radius and frequent maintenance and repair with large volume, often interrupted due to weather effects, causing difficulties in accessing, transporting, and gathering materials to the construction site.
Directly inspecting some sections of the project, the Standing Vice Chairman of the Provincial People's Committee Nguyen The Phuoc requested Mu Cang Chai district to direct Nam Co commune to step up propaganda work so that people understand the meaning and importance of the project in the local economic and social development and for the lives of people in the commune to promptly hand over the site to the construction unit; promptly organize a meeting of the appraisal council as a basis for making plans and approving specific land prices for cases proposed by the Investor; direct relevant units to protect the construction, send forces to be present at the site regularly. At the same time, resolutely and strictly handle households that intentionally obstruct and do not hand over the site to the construction unit.
Construction units focus on vehicles and machinery to level the road surface to speed up construction progress.
The Standing Vice Chairman of the Provincial People's Committee requested the Investor to continue to strengthen the inspection, supervision and urging of the contractor to promptly handle any problems arising during the construction process. At the same time, survey and search for dumping sites for construction; review the entire site related to the forest area, propose solutions to the provincial departments and branches for timely solutions. The Investor and design consultant sent staff to continue to conduct a thorough geological survey before construction to have optimal construction solutions, ensuring construction progress.
The Standing Vice Chairman of the Provincial People's Committee requested contractors to take advantage of favorable sunny weather, mobilize maximum human resources, machinery, organize overtime and increase shifts to speed up construction progress.
