Chairman of Kim Tan Commune People's Committee reported on the response to storm No. 5 to the Standing Vice Chairman of the Provincial People's Committee and the working delegation.
The working group inspected a key location on the left dike of the Buoi River in Kim Tan Commune. This is a key dike section at the commune level, where water seepage incidents occurred when the water level of the Buoi River rose. The group also inspected a residential area at risk of being affected by landslides in Ngoc Nuoc Village.

According to the report of the People's Committee of Kim Tan commune, in Ngoc Nuoc village, there are 14 households/60 people in the high-risk landslide area. In the area outside the dike - Ngoc Bo village, there are 99 households/449 people that need to be evacuated in case of a big flood.
In addition, Dong Nga Lake - a small reservoir managed by the Commune People's Committee is damaged, the water intake culvert is blocked, the flood spillway is degraded, and can only operate with limited water storage before the 2025 flood season, posing many potential safety risks.

He emphasized: With the characteristics of having the Buoi River dike and many important locations, Kim Tan commune absolutely must not be negligent or subjective; it is necessary to thoroughly grasp and strictly implement the direction of the Prime Minister , the Provincial Party Committee, the Provincial People's Committee and the urgent dispatch of the Chairman of the Provincial People's Committee on responding to storm No. 5; at the same time, fully prepare plans, be ready to deploy drastically and promptly to ensure the safety of people's lives and property and the State.

The Standing Vice Chairman of the Provincial People's Committee requested the commune authorities to strictly maintain a 24/7 duty regime, closely monitor the developments of storms and rains, water levels on the Buoi River and other large rivers and streams. In case of bad situations, it is necessary to resolutely organize the evacuation of people from dangerous areas, absolutely not allowing people to stay in vulnerable areas, areas at risk of deep flooding, landslides, and flash floods.
He requested that localities urgently review and prepare plans to evacuate households to safe places, have plans to ensure the security of people's property; carefully check the conditions at evacuation sites to ensure minimum living conditions for people, from food, drinking water to support forces.

In order to minimize damage caused by storms to agricultural production, the Standing Vice Chairman of the Provincial People's Committee directed the locality to coordinate with the irrigation unit to proactively develop plans to drain buffer water in the fields, clear canals and streams to drain water quickly, and minimize the risk of widespread flooding.
He reminded the authorities to strengthen inspections of dams and reservoirs, and key infrastructure works; immediately deploy measures to ensure traffic safety at underground roads, spillways, and landslide areas; and resolutely not allow people and vehicles to pass through when safety is not guaranteed.
At the same time, local authorities need to actively propagate and inform about storm developments to villages, hamlets, and residential areas so that people can proactively take precautions.
