At the inspection, Vice Chairman of the Provincial People's Committee Ho Van Ha assessed that some contractors had not met the requirements on construction progress for a key national project.
One month late, will have to wait half a year
At the construction site of Lizen Joint Stock Company (contractor for construction package No. 21), Mr. Ninh The Thuong, Director of the Bien Hoa - Vung Tau Expressway Project Management Board, Lizen Joint Stock Company said that up to now, the construction output of the unit has reached about 60% of the signed contract value. If by April 15, the unit receives the entire site, it will strive to complete the project before June 30, about 11 months ahead of schedule.
According to Mr. Thuong, to achieve the current progress, the contractor has proactively prepared materials in advance so that when the site is available, construction can be started immediately. Along with that, the contractor also maintains the construction of "3 shifts, 4 crews" to meet the progress requirements. "Currently, the prices of some materials are higher than the estimated prices, but we accept the loss, not letting machinery and equipment have to wait due to lack of materials," Mr. Ninh The Thuong shared.

In contrast to the construction progress of the contractor Lizen Joint Stock Company, also in the construction package No. 21, checking the actual construction progress of the contractor, Construction Corporation No. 1 (CC1), Vice Chairman Ho Van Ha assessed that the contractor's capacity has not met the bidding documents, although the progress has been delayed, the actual construction has not been accelerated to compensate for the delayed progress. "This is a national key project, but the contractor's construction is not commensurate with the level of a national key project", Vice Chairman of the Provincial People's Committee Ho Van Ha assessed.
According to the representative of CC1 contractor, currently, about 2 thousand cubic meters of embankment soil are transported to the construction site every day for embankment construction. It is expected that the embankment construction will be completed by June.
Regarding the progress gantt line provided by the contractor, Mr. Nguyen Linh, Deputy Director of the Provincial Traffic Construction Investment Project Management Board (project investor) said that with the above volume of filled soil, it is impossible to meet the basic requirement of completing the project before December 31, 2025. Mr. Linh also assessed that the contractor only mobilized 10 road rollers to serve the roadbed construction, which does not meet the requirement. "The roadbed must be completed in May because June is the rainy season. At that time, we have to wait until November, the end of the rainy season, to be able to start construction. The time in 2 months is November and December, so how can we complete it on schedule?", Mr. Nguyen Linh analyzed.
Similarly, when inspecting the construction site of the project contractor Hai Dang Joint Stock Company (construction package No. 21), most units assessed that the contractor was behind schedule. The number of machines and equipment at the construction site also did not meet the requirements of the authorities.
Component project 1, Bien Hoa - Vung Tau Expressway Project has a length of 16km, total investment of more than 6 trillion VND. The project passes through 2 localities: Bien Hoa city and Long Thanh district.
Proposal to deal with "slow" contractors within 1 week
Previously, at a meeting with relevant units on the construction progress of component project 1, Bien Hoa - Vung Tau Expressway Project, the Department of Construction said that after about 1 month of conducting the second inspection of the actual construction of the project, the contractors have made certain movements. The number of machinery and equipment mobilized to the construction site has also increased. However, there are still 2 contractors, Hoa Binh 479 Joint Stock Company (construction of package No. 18) and Hai Dang Joint Stock Company (construction of package No. 21), whose construction progress has not changed much.

According to Mr. Nguyen Linh, recently, the Provincial Traffic Construction Investment Project Management Board has also drawn up a record and issued a document notifying contractors of violations of progress that have not met the requirements. In the coming time, the unit will continue to base on the provisions of the contract, legal regulations on construction, progress requirements of the Prime Minister and the Provincial People's Committee to continue to take more decisive and drastic measures against contractors participating in the project with the goal of basically completing it before December 31, 2025. "For contractors who do not meet the weekly and monthly progress requirements, we will base on the adjusted progress gantt lines of the contractors to evaluate. If the contractor does not improve the progress, we will report to the Department of Construction and the Provincial People's Committee to make specific recommendations such as considering transferring the volume of contractors in the bidding package within the same project or recommending termination of the contract," said Mr. Nguyen Linh.

On the side of the Provincial People's Committee, Vice Chairman of the Provincial People's Committee Ho Van Ha requested the Provincial Traffic Construction Investment Project Management Board to invite contractors who are behind schedule to work specifically. The Department of Construction must inspect and evaluate the contractor's capacity comprehensively and fully and report to the Provincial People's Committee Party Committee for handling. Within 7 days, the two units must advise on handling measures for contractors who are behind schedule. "This is a national key project, we cannot work from home but have to beg contractors. National key projects cannot wait for contractors," Vice Chairman of the Provincial People's Committee Ho Van Ha emphasized.
