The meeting took place in person and online with the participation of leaders of 7 ministries, central agencies and 6 localities under the supervision and inspection of Working Group No. 3.
Commitment to disbursement progress
Reporting at the meeting, Deputy Minister of Finance Tran Quoc Phuong said that the total state budget investment plan for 2025 assigned by the Prime Minister to 13 ministries, agencies and localities under Working Group No. 3 is more than VND165,000 billion, accounting for about 20% of the total capital investment plan of the whole country. Of which, as of the time of reporting, there is still 1 locality (HCMC) that has not fully allocated the capital plan.
Estimated disbursement as of March 31, 2025 of ministries, central and local agencies under Working Group No. 3 reached 4.69% of the plan, lower than the national average. Only the Ministry of Justice and Ba Ria-Vung Tau province had a disbursement rate higher than the average.
Acknowledging shortcomings in disbursement, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong said that the reason for not fully allocating capital was because newly started projects had not completed investment procedures, so they were not eligible for capital allocation. However, up to now, the procedures have been completed and the capital has been allocated.
The leader of Ho Chi Minh City added that due to the assignment of additional medium-term capital, there was a delay in capital allocation at the beginning of the year. "The city has identified the backlog in disbursement. By the end of May, it will review and fix it to ensure progress is equal to or higher than the national average," said Mr. Cuong, who pledged to achieve a disbursement rate of 30% by the end of the second quarter. Currently, the Ho Chi Minh City People's Committee has assigned a single focal point to direct the overall disbursement work.
Vice Chairman of Dong Nai Provincial People's Committee Ho Van Ha said that every two weeks, the province holds online meetings on disbursement to the commune level. Provincial leaders come directly to the construction site to reward units that exceed the schedule. The province has basically resolved the issue of compensation and site clearance for projects, striving to ensure a 100% disbursement rate by 2025.
According to Mr. Bui Minh Thanh, Vice Chairman of Binh Duong People's Committee, the province identified a bottleneck in disbursement which is the development of compensation unit prices. By the end of April, the province will try to complete this work so that disbursement can be carried out in May.
The restructuring of the apparatus has some impact, but after receiving guidance from the Ministry of Finance, "this issue will be stable". "The province commits that by the end of June, the disbursement rate will reach 40-45%", Mr. Thanh said.
Acknowledging the commitments of localities, the Deputy Prime Minister noted that commitments must have a basis and must be implemented, and there must be changes, demonstrated by disbursement figures.
The Ministry of Finance leader said that for projects that have allocated capital, the budget must be entered immediately into the system, not waiting for the project to disburse to enter the budget. Immediately after the contract is signed, it is necessary to coordinate with the contractor to implement the advance payment procedures according to regulations so that the contractor has capital to immediately prepare the necessary conditions for construction.

Commitment must have basis
Concluding the meeting, Deputy Prime Minister Le Thanh Long, Head of Working Group No. 3, acknowledged the efforts of ministries, agencies and localities in disbursing public investment capital; from allocating, assigning targets to organizing implementation... there has been progress.
However, according to the reported data, the disbursement situation of ministries, agencies and localities under the inspection of Working Group No. 3 is not good. With the allocated capital accounting for a large proportion of the total investment capital of the countries, if not done well, it will affect the whole country, the Deputy Prime Minister assessed and cited data, the capital allocated to ministries, agencies and localities in Working Group No. 3 is 165,000 billion VND, accounting for 20% of the whole country. Up to now, the average disbursement has only reached 4.69%, lower than the national average. Of which, the Ministry of Health reached 1.64%, Ho Chi Minh City reached 3.38%.
Reports from ministries, agencies, and localities have pointed out difficulties and obstacles, but according to the Deputy Prime Minister, these are still inherent difficulties and obstacles, such as site clearance, pricing, construction materials, etc. We need to be clearly aware of them so that we can find solutions to promote them in the remaining time of 2025, the Deputy Prime Minister suggested.
The disbursement of investment capital, especially for key projects and large national target projects, has received attention and strong direction from the Government, the Prime Minister, ministries and branches. "If you review, you will see that there are many directive documents," said the Deputy Prime Minister. In particular, the Prime Minister, Deputy Prime Ministers and ministers regularly directly inspect and work on projects almost every day, because the disbursement of public investment capital is very important, contributing to the 8% growth target in 2025, especially in the context of many other difficulties such as the US tariff policy.
Regarding the disbursement of public investment capital, there are basically no institutional problems so far. The Government is trying its best to submit to the National Assembly and report to competent authorities for handling. Thus, according to the Deputy Prime Minister, the slow disbursement and inability to spend money are mainly due to the subjective reasons of ministries, agencies and localities.

Deputy Prime Minister Le Thanh Long said that the Prime Minister clearly stated the responsibility of the head in organizing the implementation of work in general and disbursing public investment capital in particular. Ministries, agencies and localities need to be aware of the importance of this work, correctly assess the situation and have solutions to implement it.
With that common spirit, Deputy Prime Minister Le Thanh Long requested ministries, branches, agencies and localities to focus highly and strive to achieve a disbursement rate of 100% of public investment capital in 2025 in accordance with the spirit of Resolution 77/NQ-CP dated April 10, 2025 and Official Dispatch 32/CD-TTg dated April 5, 2025 of the Prime Minister.
"You all have commitments. I hope our commitments have a basis. The next time we meet, the figures will be much more encouraging than this time," said the Deputy Prime Minister.
The Deputy Prime Minister requested the Ministry of Finance, Ministry of Construction, Ministry of Agriculture and Environment, and Ministry of Justice "in case ministries and local agencies need it, you should directly work and go into each specific project to provide guidance if there are difficulties or problems".
Reiterating the solution proposed by the Vice Chairman of the Ho Chi Minh City People's Committee on assigning a focal point to direct disbursement, the Deputy Prime Minister stated that supervision is extremely important, contributing to better and faster disbursement. Special attention should be paid to the role of the project management board and the enthusiasm of investors. Localities should pay special attention to large projects.
The Deputy Prime Minister asked localities to carefully study the Ministry of Finance's guidance document to implement projects in the transitional period when they are not organized at the district level. "If there are any difficulties or problems, please immediately ask the Ministry of Finance for timely guidance."
For projects using ODA loans, ministries and branches, especially the Ministry of Health and the Ministry of Education and Training, proactively work with the Ministry of Finance to have a skillful and feasible negotiation plan with sponsors to complete the procedures.
The Ministry of Justice needs to focus on completing the items of the Hanoi Law University, Campus 2 project in Bac Ninh, striving to inaugurate it along with other projects nationwide on the occasion of National Day, September 2, the 80th anniversary of the founding of the country.
The Ministry of Health focuses on completing the second facility project of Viet Duc and Bach Mai Hospitals in Ha Nam before November 30, 2025. The immediate task is to immediately strengthen the project management board and concentrate highly on human resources to construct these two projects.
Once again, the Deputy Prime Minister proposed striving to disburse 100% of public investment capital in 2025, the year when many major events and celebrations of the country take place.
