Deputy Prime Minister Le Thanh Long clarifies a number of socio-economic issues before the National Assembly.

(laichau.gov.vn) On October 30, Deputy Prime Minister Le Thanh Long participated in explaining and clarifying a number of issues raised by National Assembly deputies at the discussion session on the socio-economic situation in 2025 and the 2021-2025 period. In particular, the Deputy Prime Minister clarified issues on economic growth, disbursement of public investment capital, gold market, real estate, education and law making.

On behalf of the Government and Prime Minister , Deputy Prime Minister Le Thanh Long expressed his gratitude for the dedicated and responsible opinions of the National Assembly deputies, which have opened up many feasible solutions, stemming from reality.

Growth in 2025 expected to be over 8%

Regarding general socio-economic issues in 2025 and the forecast for 2026 , the Deputy Prime Minister said that in 2025, we expect GDP growth to reach about 8% or more. In the 2020-2025 term, the growth rate will reach 6.3%, higher than the 6.2% of the 2015-2020 period. Labor productivity in 2025 will increase by 6.85%, exceeding the set target of about 5.5%. The contribution of total factor productivity (TFP) in this period will reach about 47%. Budget revenue is a bright spot in 2025, expected to reach 2.4 million billion VND, exceeding the estimate by 21.5%. In the 2021-2025 period, the total state budget revenue is estimated at 9.6 million billion VND.

According to the Deputy Prime Minister, if we put the results achieved during this period in the context of the COVID-19 pandemic outbreak, the complicated fluctuations in the regional and world situation, geopolitical conflicts sometimes occurring in our region, and currently the multilateral trade and economic policies, especially those of major countries, are unpredictable, and the system of international trade principles formed from GATT to WTO is almost broken, we can see the great efforts of the entire political system, the Government, the Prime Minister, ministries, branches, and localities under the leadership of the Central Executive Committee, the Politburo, the Secretariat, headed by the General Secretary.

Try to reduce the number of public investment projects to 3,000 to "make a difference"

Regarding the issue of public investment disbursement , the Deputy Prime Minister cited data from the Ministry of Finance that as of October 23, 2025, we reached 51.7%, compared to 51.5% in the same period last year. In absolute value, 465,000 billion VND was disbursed, 116,000 billion VND higher than the same period. The Deputy Prime Minister acknowledged that the slow progress that National Assembly deputies mentioned was well-founded and said that the disbursement progress had not been as expected, despite many administrative measures such as continuous meetings, briefings, and exchanges with ministries, branches, and localities.

The reason for this situation, according to the Deputy Prime Minister, is that we have reduced the number of projects. If in the 2015-2020 term there were more than 12,000 projects, then by 2020-2025 there will be less than 5,000 projects and strive for less than 3,000 projects in 2026-2030.

Thus, there is a change in thinking, which is how to focus capital on projects to "bring them to fruition", this also affects progress and some procedures.

Another reason is the mechanism and policy, "we have been and are removing them but there is a certain delay", said the Deputy Prime Minister, from the story of decentralization, delegation of power, cutting administrative procedures and handling issues related to minerals, investment... there is also a certain delay.

The third reason is the arrangement and organization of the apparatus, which also has impacts, especially in the handover of work. On this occasion, the Deputy Prime Minister hopes that delegates will share and promote disbursement in their localities, striving to achieve the goal of disbursing all capital.

Gold market transparency

Regarding the gold market, the increase in gold prices, Deputy Prime Minister Le Thanh Long said that this is a reality when the world gold price sometimes increased to nearly 4,400 USD/ounce. "I asked Mr. Son, Deputy Governor of the State Bank, and he said that the difference in domestic and world gold prices sometimes was nearly 20 million VND, and sometimes it was only 1 million VND," said the Deputy Prime Minister.

Pointing out the reasons for this problem, the Deputy Prime Minister said that it was due to geopolitical fluctuations, inconsistent economic and trade policies of countries, shaped by big countries with great power over the world economy and psychological problems of domestic people.

The solution that the Government proposed was to strengthen the work of grasping the situation. The Prime Minister resolutely directed the inspection force to take action; amend Decree 24 to reduce the gold monopoly, and at the same time present a plan to establish a gold trading floor, with the goal of making transactions transparent.

If GDP in 2024 is about 12 million billion VND, the total turnover from gold transactions in the first 9 months of 2025 will be about 23.3 trillion VND, the Deputy Prime Minister added about the gold market.

Regarding the issue of high and fluctuating real estate prices , which make it inaccessible to many people, the Deputy Prime Minister said that this is a reality that the Government has recognized and is implementing many solutions. Among them, there are comprehensive solutions such as amending and supplementing a number of legal regulations related to land and the real estate market. In this session, the Government submitted to the National Assembly a resolution to handle a number of urgent issues in the Land Law, including the issue of valuation.

Another solution, according to the Deputy Prime Minister, is to have high expectations for the social housing sector, with a target of 1 million apartments by 2030. The Deputy Prime Minister cited a report from the Ministry of Construction stating that 165 projects have been completed, or about 117,000 apartments, and if we calculate the total number of completed, started, and approved investment projects by the end of 2025, we will reach 60% of the target and will even exceed the target of 1 million (if calculated by percentage). In addition, there is a solution to control the real estate market...

Regarding education , the Deputy Prime Minister said that Resolution 71 of the Government has just been issued, which is a breakthrough in many different aspects of the country's education. Budgetary conditions have been met to implement it, the important thing now is the determination to implement it.

Regarding the issue of school violence and the Circular of the Ministry of Education and Training on student discipline, the Deputy Prime Minister accepted the comments of the National Assembly Deputies and said that the Prime Minister has issued a directive for the Ministry of Education and Training to closely monitor public opinion, opinions of different social sectors, National Assembly Deputies, and press information to see how things are going and make timely amendments and supplements.

"I asked Minister Nguyen Kim Son about the philosophy of the problem, why is that so", said the Deputy Prime Minister and he learned that Circular 19 amends and supplements Circular 08 of 1988, so it took us nearly 40 years to fix it, many terms of the Minister of Education and Training "brought it up and down, discussed it back and forth in the previous Executive Committee" but it was not done. And now, we have fixed it, demonstrating the mettle of the Ministry of Education and Training.

The experience of other countries is that "each thing has its own way", for example, if children violate the law, they will be handled according to the specialized legal system, which can be a reform school, a community facility, and if they violate a criminal law, it will be based on their age. According to the Ministry of Education and Training's point of view, how to make the school environment "a little gentler". The educational view of most developed countries in the world is that education should not be interrupted, especially for children, who are at a very sensitive age.

The Deputy Prime Minister said that he will continue to monitor this issue with the Ministry of Education and Training, and if necessary, make amendments and supplements. "If it is incorrect or inaccurate, we will correct it in a receptive spirit."

Regarding the issue of law making, the Deputy Prime Minister said that Resolution 66-NQ/TW was issued, shifting the mindset from focusing on management to creating development. What the National Assembly stipulates in the law, we try to stipulate in principles so that the rest is left to the Government and other entities to ensure flexibility and fundamentally improve the law making process, concisely, following the flow so that we can handle it as soon as it is practical and the drafting agency is the agency that is ultimately responsible.

Recently, the Resolution has made great contributions to socio-economic development, resolved bottlenecks, and addressed issues related to two-level local government. According to the Deputy Prime Minister, in the coming time, the Government will direct ministries, branches, agencies, and entities to effectively implement the ideas of Resolution 66, from the work of building and organizing law enforcement, to serve the socio-economic development of the country in 2025 and the coming term.
