On the afternoon of November 18, during her working program in Da Nang, Deputy Prime Minister Pham Thi Thanh Tra inspected the activities of the Public Administration Service Center (PVHCC) of Hai Chau ward and the operation of the 2-level local government model in the ward.

The apparatus is perfected and operates stably according to the new model.

The leader of Hai Chau ward said that the People's Committee of the ward has basically completed the organizational structure, ensuring that it meets the requirements for performing state management tasks in the context of transitioning to an urban government model, without organizing a ward People's Council.

As of November 15, the whole ward had 98 cadres and civil servants; 45 officials of the Public Service Supply Center; 1,233 cadres, civil servants, and employees of the education sector and 332 neighborhood group leaders.

The arrangement and organization of staff, civil servants and public employees is streamlined, without overlapping functions and tasks. Specialized departments have specific task assignment tables for civil servants.

The rate of staff assigned to the right job position is over 90%, ensuring quality and reasonable structure. However, some areas still lack specialized human resources, especially information technology; the ward has to temporarily mobilize students to support the system operation process.

Hai Chau Ward Public Service Center currently has 16 transaction counters, including 14 reception counters and 2 specialist counters for processing documents, with a total of 23 officers, civil servants and employees working regularly. 100% of the officers have been granted digital signatures and process documents online.

The electronic One-Stop System is closely connected to the executive document management software, contributing to optimizing the document processing process. The Center also regularly coordinates with VNPT to overcome shortcomings, perfect the software and improve the quality of operation.

Along with that, the Ward People's Committee issued a plan to guide support for the disadvantaged, handle common situations in administrative procedure settlement; and at the same time provide many free utilities to serve people and businesses.

From July 1 to November 16, the Center received 19,000 applications, of which 84.47% were submitted online. The total number of applications processed was 18,802; 198 applications were still under processing, with no overdue applications. The rate of early and on-time processing was 99.49%. The rate of online payment was 79.83%.

Although the current civil servant payroll of the ward is higher than the regulations, the ward leaders said that the workload has increased sharply, especially in the fields of digital transformation, urban management, administrative reform, government mass mobilization and administrative procedure settlement.

Many civil servants have to take on 3-4 jobs and many other tasks. Some specialized departments such as culture-society, economy-infrastructure and urban areas take on a large amount of work, leading to overload.

For online public services, civil status records on the National Public Service Portal require many data fields, are very complicated and time-consuming. Local authorities are requested to consider and study simplifying information fields when submitting online records on the National Public Service Portal in the field of civil status to make it easier for people to do, thereby increasing the rate of people using online public services in this field.

Changing mindset towards "local governance"

After inspecting the site, listening to the opinions of the people and the officers directly handling the records, Deputy Prime Minister Pham Thi Thanh Tra acknowledged the innovation efforts of Hai Chau ward, especially the results of operating the Public Service Center in the context of an increasingly large workload.

The Deputy Prime Minister emphasized that the most important thing in the two-level local government model is to change the operational mindset, replacing the old administrative mindset with the "local governance" mindset, taking creative and serving administration as the goal.

The Deputy Prime Minister said the Government will soon issue a new Decree on the organizational structure of specialized departments under the People's Committees of communes, wards and special zones in a more flexible manner, suitable to the characteristics of each locality; allowing an increase in the number of specialized departments in places with large population and workload, which is the basis for improving the quality of state management and better serving the people.

The Deputy Prime Minister said he has directed the Ministry of Home Affairs to complete the job position framework, clearly define job positions, especially at the commune and ward levels, and complete the conditions as a legal basis for staff assignment.

The assignment and management of staffing is in accordance with the functions, tasks, characteristics and nature of each agency, unit and organization and the streamlining of the political system's organizational structure.

The Deputy Prime Minister also requested Hai Chau ward to continue to arrange and deploy staff flexibly, promote a sense of responsibility and a dedicated attitude towards people and businesses; provide timely, thoughtful and effective guidance and service, thereby creating trust and satisfaction of the people towards the grassroots government.
