Deputy Prime Minister Pham Thi Thanh Tra: Da Nang effectively operates a two-level government model

On the afternoon of November 18, the working delegation of Deputy Prime Minister Pham Thi Thanh Tra had a working session with the People's Committee of Da Nang City on the situation and results of the implementation of the arrangement of the apparatus and operation of the two-level local government in the city.

Reporting at the meeting, Mr. Ho Quang Buu, Vice Chairman of the People's Committee of Da Nang City, said that since July 1, the two-level government model has been operating stably and smoothly, achieving many results in streamlining the apparatus, allocating staff and improving the quality of service to the people.

Da Nang has established 14 specialized agencies under the City People's Committee on the basis of merging previous units; perfecting public service units, public administrative centers and commune-level apparatus.

Regarding human resources, the city assigned a total of 53,314 positions, completed the arrangement of cadres, civil servants and public employees after the merger and implemented many solutions to overcome the local surplus and shortage of human resources such as mobilization, secondment, specialized training and strengthening of information technology human resources.

At the same time, Da Nang put into operation 93 commune-level public administrative service centers; deployed 2,127 online public services and operated the 1022 hotline 24/7.

In addition to the achieved results, the leaders of Da Nang City said that the process of operating the 2-level model still faces many difficulties due to the lack of synchronization of legal documents; many decentralized tasks have not been fully transferred to the database; information technology infrastructure in mountainous communes is still limited; and there is a lack of specialized staff at the commune level.

Speaking at the meeting, Da Nang City Party Secretary Le Ngoc Quang affirmed that the biggest goal is to make decisions "both quickly and meet local expectations", especially when the city has an area of ​​nearly 12,000 km², more than 3 million people with 31 ethnic minorities and 35 mountainous communes.

According to Secretary Le Ngoc Quang, after more than 4 months of implementation, the two-level government apparatus has basically operated smoothly, commune and ward officials have made efforts to maintain operations; administrative procedures have been carried out in the spirit of being close to the people; and authorities at all levels have successfully organized the congresses of delegates for the new term.

“The two-level model has been “tested” through storms, floods, and serious landslides and has proven effective in handling emergency situations,” said Mr. Quang.

Regarding digital transformation, Da Nang plans to lease satellite waves for disadvantaged areas and support terminal equipment for mountainous communes. The city also proposed that the Central Government soon issue general staffing regulations and guidelines on commune-level organization to suit local characteristics.

Secretary Le Ngoc Quang emphasized that the two-level government model has shown many positive results, but it is necessary to continue to solve difficulties, "not just complain about difficulties", to better serve the people.

Deputy Prime Minister Pham Thi Thanh Tra assessed that the process of merging administrative units between Da Nang and the old Quang Nam took place smoothly, creating great momentum for the city's development.

Deputy Prime Minister Pham Thi Thanh Tra praised Da Nang for implementing the two-tier government model, especially for organizing a smooth apparatus and issuing many synchronous and timely policies to take care of officials, civil servants and workers. The city also seriously implemented decentralization and delegation of power and proactively increased city-level officials to support communes and wards.

Also in the afternoon of the same day, Deputy Prime Minister Pham Thi Thanh Tra inspected the activities of the Hai Chau Ward Public Administration Service Center.

Deputy Prime Minister Pham Thi Thanh Tra acknowledged the efforts and initial results of the ward in the two-level local government model, and shared the difficulties and challenges in the initial stages of operating the new model.
