Emulation movements must be lively, practical and effective.

On December 9, Prime Minister Pham Minh Chinh , Chairman of the Central Emulation and Reward Council for the 2021-2026 term, chaired the 10th meeting to evaluate the results of the implementation of tasks in 2024, the direction and tasks of the Council in 2025; at the same time, consider awarding and posthumously awarding the titles "Hero of the People's Armed Forces" and "Hero of Labor" to collectives and individuals with outstanding achievements in building and defending the Fatherland.

Speaking at the meeting, Prime Minister Pham Minh Chinh assessed that in 2024, our country has achieved comprehensive results in all areas in implementing 6 key tasks on socio-economic development, ensuring national defense and security, foreign affairs and integration, ensuring social security, developing culture, building the Party, the political system and preventing corruption, negativity and waste. In the general results and achievements, there are contributions from the Central Emulation and Commendation Council and emulation and commendation work.

According to the Prime Minister, emulation and reward work was organized and implemented in a focused, practical and effective manner. The emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses in 2025" was launched; the peak emulation period "450 peak days and nights to eliminate temporary and dilapidated houses in 2025"; the peak emulation period "500 days and nights to complete 3,000km of expressway"; the emulation "lightning-fast construction to complete 500kV line 3"; many important and key national projects and works were completed ahead of schedule; the spirit of mutual love, comradeship, and solidarity were strongly promoted, supporting people affected by storms, floods, natural disasters, especially storm No. 3.

Regarding the direction and key tasks for 2025, the Prime Minister emphasized that the emulation movement must not be formal or perfunctory, but must be lively, practical and effective.

The Prime Minister requested that the emulation and reward work needs to promote patriotic emulation movements, launch peak emulation campaigns, and achieve achievements to celebrate major holidays and important political events of the Party, the country, and the nation, to welcome Party Congresses at all levels and the 14th National Congress, and the 11th National Patriotic Emulation Congress. Research and launch nationwide movements to compete in innovation and digital transformation, contributing to bringing the country forward in an era of wealth and prosperity.

In addition, effectively implement emulation movements; advise on preliminary and final summaries of emulation movements nationwide; resolutely and effectively implement the peak emulation period of "500 days and nights of emulation to complete 3,000km of expressway" and "450 peak days and nights to eliminate temporary and dilapidated houses in 2025", to be completed before December 31, 2025 to celebrate the 14th Party Congress.

The Prime Minister also requested to focus on resolving key and urgent requirements and tasks, especially urgently and effectively implementing the "revolution of streamlining the organizational apparatus of the entire political system" in the spirit of Resolution No. 18-NQ/TW of the 12th Party Central Committee, with the spirit of unanimity to act together, work together, "The Party has directed, the Government has agreed, the National Assembly agrees, the people support, the Fatherland expects, then only discuss and do, not discuss back". Organize to thoroughly grasp, disseminate, propagate and implement the Politburo's Directive "on strengthening the Party's leadership in emulation and commendation work in the new situation". Continue to research and perfect the system of legal documents on emulation and commendation, creating a synchronous and complete legal basis.

Along with that, perfect the Plan to organize the Patriotic Emulation Congresses at all levels and sectors towards the 11th Patriotic Emulation Congress to ensure practicality, effectiveness, and the right purpose and requirements. Successfully organize the 11th National Patriotic Emulation Congress, to truly be a Congress to honor typical examples nationwide, to crystallize the achievements of patriotic emulation movements; at the same time, continue to launch more widely the patriotic emulation movements in the period of 2026-2030, creating strong spread, momentum, and outstanding marks of the country in the new era - the era of the country's rise to wealth and prosperity.

The Prime Minister noted that it is necessary to step up propaganda for collectives and individuals with outstanding achievements, focusing on promoting typical examples in the movement "Studying and following Ho Chi Minh's ideology, morality and lifestyle", preventing and fighting corruption, practicing thrift and fighting waste; typical examples with outstanding achievements in labor, production, study and work; doing a good job of commendation, ensuring timeliness, publicity and transparency...
