The People's Committee of Phu Tho province has just sent an official dispatch to the Ministry of Construction requesting to arrange capital for site clearance for the Lao Cai - Hanoi - Hai Phong railway construction investment project, the section passing through Phu Tho province.
Accordingly, the People's Committee of Phu Tho province requested the Ministry of Construction to consider and report to competent authorities to promptly arrange capital to carry out compensation, support and resettlement work for the Lao Cai - Hanoi - Hai Phong railway construction investment project, of which 800 billion VND in 2025 and 11,563.2 billion VND in the remaining years.
The Lao Cai - Hanoi - Hai Phong railway project through Phu Tho province (after merger) has a length of 99.1 km, passing through 5 wards and 15 communes (wards: Phong Chau, Phu Tho, Van Phu, Vinh Yen, Phuc Yen; communes: Dan Thuong, Yen Ky, Ha Hoa, Quang Yen, Dong Thanh, Thanh Ba, Xuan Lung, Phu Ninh, Song Lo, Son Dong, Hoi Thinh, Vinh An, Vinh Hung, Yen Lac, Binh Nguyen).
According to the People's Committee of Phu Tho province, at the end of the 5th year of implementing the medium-term public investment plan for the period 2021-2025, Phu Tho province has assigned the entire medium-term public investment capital plan to the projects.
At the same time, the forecast of budget revenue in the province in 2025 after the merger still faces many difficulties. Therefore, the local budget is not able to advance capital to carry out compensation and resettlement support for the Lao Cai - Hanoi - Hai Phong railway construction investment project in the province in 2025 and 2026.
It is known that by mid-August 2025, 4/6 provinces and cities (Lao Cai, Phu Tho, Hung Yen, Hai Phong) with the Lao Cai - Hanoi - Hai Phong railway passing through have completed surveying and cadastral map adjustment.
Of which, 2/6 localities (Hanoi, Bac Ninh) are measuring to serve the work of support, compensation, and site clearance; 4/6 provinces/cities (Lao Cai, Phu Tho, Bac Ninh, Hai Phong) have counted the site clearance and intersection projects, and are organizing the establishment of investment projects to relocate technical infrastructure; 2/6 provinces/cities (Hanoi, Hung Yen) are reviewing and counting technical infrastructure; 1/6 Phu Tho province has counted the social infrastructure relocation projects, 5/6 provinces/cities (Lao Cai, Hanoi, Bac Ninh, Hung Yen, Hai Phong) are reviewing and counting social infrastructure.
Notably, 3/6 provinces/cities (Lao Cai, Phu Tho, Hai Phong) are implementing investment and construction of 109 resettlement areas (2 areas less than the previous report). It is expected that by December 2025, 86 resettlement areas will be started (5 resettlement areas increased).
Of which, Lao Cai started construction of 7 more resettlement areas; Phu Tho started construction of 2 fewer resettlement areas; Hai Phong kept 9 resettlement areas. The remaining 3/6 provinces/cities (Hanoi, Bac Ninh, Hung Yen) are implementing plans to start construction of resettlement areas in December 2025.
Based on the capital allocated for the Project, the Railway Project Management Board (Ministry of Construction) has issued a document urging provinces/cities to re-determine capital needs for 2025 and the following years, capital disbursement plan for 2025, notify the name of the investor, account holder, account number to allocate Tabmis to carry out compensation, support and resettlement work.
