With maximum winds of 151 km/h near the eye of the storm, Bebinca struck the city of nearly 25 million people at around 7:30 a.m. (local time), The Star newspaper reported, citing Chinese state media.

China's National Flood and Drought Relief Headquarters has activated a level-4 emergency response mechanism for eastern China's Anhui Province, while raising the response to level-3 for Shanghai and Zhejiang Province.

The agency also sent working groups to Shanghai and Zhejiang to help mitigate the impact of the 13th typhoon to hit China this year.

According to the Ministry of Emergency Management, a rescue force of more than 3,000 people, nearly 1,000 sets of rescue equipment and 5 helicopters have been mobilized to coastal localities to be ready to respond to any situation.

This is considered the strongest storm to hit Shanghai since Typhoon Gloria in 1949. Shanghai authorities had to issue a red alert, the highest level of storm warning.

On September 15, Shanghai decided to cancel hundreds of flights at its two main airports, Pudong Airport and Hongqiao Airport. Shanghai Railway Station temporarily suspended some train services, while some ferry services were also suspended.

Several resorts in Shanghai, including Disney Resort, Jinjiang Theme Park and Shanghai Wildlife Park, have also temporarily closed.

The ongoing Mid-Autumn Festival holiday adds complexity to China's flood response.

Authorities have asked local governments to step up efforts to prevent floods and geological disasters, evacuate people in affected areas, ensure the safety of irrigation works, reservoirs, mines and other infrastructure, and prepare response plans for urban flooding.
