On the afternoon of October 2, the Central Organizing Committee held a conference to disseminate and deploy new documents on party building and organization work and to review work for the third quarter of 2024. Comrade Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organizing Committee and Deputy Heads of the Central Organizing Committee chaired the conference.

At the conference, the Deputy Heads of the Central Organizing Committee thoroughly grasped and implemented Regulation No. 142-QD/TW dated April 23, 2024 of the Politburo on piloting the delegation of authority and responsibility to leaders in personnel work; Regulation No. 148-QD/TW dated May 23, 2024 of the Politburo on the authority of leaders in temporarily suspending subordinate officials from work in necessary cases or when there are signs of serious violations of Party regulations and State laws; Decision No. 147-QD/TW dated May 14, 2024 of the Secretariat on promulgating the model working regulations of grassroots-level party committees in state-owned enterprises; Decision No. 179-QD/TW dated July 8, 2024 of the Secretariat on the model working regulations of party delegations and central-level party executive committees established by the Secretariat; Regulation No. 146-QD/TW dated May 14, 2024 of the Secretariat on functions, tasks, powers, organizational structure and working relationships of provincial-level Party delegations and Party executive committees; Instruction No. 27-HD/BTCTW dated August 26, 2024 of the Central Organizing Committee guiding a number of contents of Directive No. 35-CT/TW dated April 16, 2024 of the Politburo on Party congresses at all levels towards the 14th National Congress of the Party; Regulation No. 145-QD/TW dated May 10, 2024 of the Politburo on training and updating of knowledge and skills for leaders and managers at all levels; Decision No. 143-QD/TW dated May 3, 2024 of the Secretariat on promulgating model working regulations of district-level Party committees; Regulation No. 180-QD/TW dated July 11, 2024 of the Secretariat on senior experts.

The conference also heard a report on the results of Party building work in the third quarter of 2024. Accordingly, in the third quarter, the entire Party Building Organization sector successfully completed the assigned tasks.

Highlights include: Focusing on advising on the completion of projects and tasks according to the 2024 Work Program assigned by the Politburo, Secretariat, and Party committees at all levels to ensure progress and quality. Advising on the careful preparation and quality of content for the meetings of the Central Executive Committee.

Complete the summary of the personnel work orientation of the 13th National Party Congress and draft the personnel work orientation of the 14th National Party Congress; draft the Report on the Summary of Party building work and implementation of the Party Charter to be submitted to the 14th National Party Congress; draft the Party's Election Regulations.

Advise on perfecting and supplementing a number of senior leadership positions of the Party, State, and key leaders of localities and units to ensure closeness, democracy, and create high solidarity and unity in the Politburo, the Central Executive Committee and Party committees at all levels.

Proactively advise on the preparation for party congresses at all levels and the 14th National Party Congress; issue Guidance No. 1 on some contents of Directive 35-CT/TW on party congresses at all levels towards the 14th National Party Congress; advise on the activities of the Party Charter Subcommittee, the 14th Party Congress Personnel Subcommittee, the Steering Committee for strategic-level cadre planning, and subcommittees preparing for party congresses at all levels; advise on the planning of the Politburo and the Secretariat; review and introduce additional planning for the 14th Central Executive Committee, term 2026-2031 and review and supplement the planning of the executive committee, standing committee of the Party committee, and key positions at all levels, well prepare for personnel work for congresses at all levels.

Focus on inspection and supervision of party building organization; innovate working methods, styles, routines and manners with many effective ways. Timely exchange and answer questions to help remove difficulties and obstacles and make recommendations and proposals from party committees and organizations at all levels.

Speaking at the conference, comrade Le Minh Hung, Politburo member, Party Central Committee Secretary, Head of the Central Organization Committee, stated: The newly issued document has extremely important significance regarding personnel work, especially the regulations and responsibilities of leaders.

Based on the content of the new documents, Party committees and organizations at all levels need to seriously implement them to concretize and put them into practice soon. Party committees and organizations also need to disseminate the new documents to cadres and Party members in order to prepare for the steps to hold Party Congresses at all levels for the 2025-2030 term.

Regarding the implementation of tasks in the first 9 months of 2024, the Head of the Central Organizing Committee emphasized the results achieved and requested that in the last months of 2024, the entire Party Organization and Building sector focus on advising on completing the 2024 Work Program; continue to effectively implement the resolutions and conclusions of the 13th Central Executive Committee, Politburo, and Secretariat on Party organization and building work; urgently complete projects and tasks assigned by the Central Executive Committee, Politburo, Secretariat, and Party committees at all levels to ensure quality and progress; focus on researching and completing 5 projects to submit to the Politburo and Secretariat.

The Party Committees at all levels focus on advising on concretizing and implementing the assigned tasks in Plan No. 03-KH/TW dated December 1, 2021 of the Politburo on implementing Conclusion No. 21-KL/TW of the 13th Central Executive Committee on "promoting Party building and rectification and the political system, resolutely preventing, repelling, and strictly handling cadres and Party members who have degraded in political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation"; actively participating in giving opinions to perfect projects and tasks on Party building and organization work.

Focusing on advising on preparations for Party Congresses at all levels towards the 14th National Party Congress, the Party Committee's organizing committees at all levels advise on the good performance of the tasks of the sub-committees preparing and organizing the congresses; focusing on thoroughly preparing personnel work. Advising on and directing the successful congresses of Party cells under the grassroots Party Committees for the 2024-2027 term and actively preparing to organize grassroots congresses for the 2025-2030 term. Performing well the tasks of organizational structure, staffing and job positions; effectively carrying out internal political protection work; promoting propaganda work and summarizing practices, scientific research on Party organization and building.

Carefully prepare conditions for organizing the 9th National Press Awards Ceremony on Party Building (Golden Hammer and Sickle) - 2024 effectively, creating a positive spread. Strengthen inspection, supervision, and professional guidance on Party building organization; enhance learning and exchanging experiences on Party building organization work between units; continue to build a clean and strong Party Building Organization Sector.

Speaking after the conference at the Thanh Hoa Provincial Party Committee's Organizing Committee, Standing Deputy Secretary of the Provincial Party Committee Lai The Nguyen requested the Provincial Party Committee's Organizing Committee to closely follow the Central Party Committee's documents, direct the Organizing Committees of district, town and city Party Committees to grasp the situation of cadres, especially key positions at district and commune levels; grasp the ideological and internal situation; evaluate the level of task completion and level of trust.

From now until the district-level Party Congress, the Provincial Party Committee's Organizing Committee needs to organize regular meetings at least once a month with the district-level organizing committee to answer and provide professional guidance on personnel work, Party organization building, congress preparation, and guidance on professional work and personnel procedures in 5 steps.

The Provincial Party Committee's Organizing Committee and district-level organizing committees need to develop a plan for arranging cadres when merging district- and commune-level administrative units. The Provincial Party Committee's Organizing Committee has issued a document directing district-level organizing committees to carefully study Resolution 35 of the National Assembly and the provisions of the Law on Organization of Local Government to guide district- and commune-level organizations in organizing the first People's Council session in accordance with the law.
