On the morning of December 16th, in Hanoi , the Central Organizing Committee held a national conference to summarize the work of Party organization and building in 2024, implement tasks for 2025, and connect online to locations across the country.

Focus on urgent advice on streamlining the organization

Delivering a keynote address at the conference, General Secretary To Lam highly appreciated, acknowledged, and commended the achievements of the Party organization building sector in 2024, the results of implementing the Resolution of the 13th Party Congress from the beginning of the term to date, and the comprehensive implementation of all aspects of Party organization building work from the central to the grassroots level.

The General Secretary pointed out a number of limitations and shortcomings that need to be overcome, such as: the work of selecting, training, promoting, appointing, rotating, transferring, and evaluating cadres currently has many shortcomings and inadequacies; the work of managing and evaluating cadres is still very difficult; the work of preventing and combating degradation, self-evolution, and self-transformation is not uniform; the strategic arrangement of cadres has not been focused on; Party activities in many places are still formal, the combativeness in self-criticism and criticism is still low; the control of power in cadre work, although there has been initial change, is not yet effective; the situation of abuse of power, taking advantage of power, and profiteering in cadre work still occurs in some places and among some leaders; reform of administrative procedures in the Party...

Regarding some directions and tasks for 2025, a year of many important national events directly related to the Party's organizational and personnel work, General Secretary To Lam suggested that the leaders of Party committees and the central personnel organization system should always have three questions, and at the same time, provide reasonable answers.

The question is: how can we ensure that the Party's operational apparatus and the State's organizational structure are efficient, effective, and effective? How can we cultivate a team of cadres who are enlightened, dedicated to the country, the people, and the Party's cause? Why does our Party consider the cadre issue as crucial?

The General Secretary suggested that it is necessary to do a good job of advising and streamlining the organizational structure of the political system in conjunction with restructuring the cadre. Streamlining the political system's apparatus is a difficult, even very difficult, task. When streamlining the apparatus, it will involve the thoughts, feelings, aspirations, and interests of some individuals and organizations.

Therefore, this work needs to be carried out objectively, cautiously, democratically, scientifically, and systematically. The Central Organizing Committee in particular, and the Party's organizational and personnel building sector in general, must maximize their advisory role in implementing this task.

The General Secretary emphasized that streamlining the organizational structure must adhere to and ensure the correct implementation of the Party's and Central Committee's agreed principles and viewpoints, closely following the Constitution, the Political Platform, the Party Charter, the Party's principles, and the Central Committee's resolutions, ensuring overall coherence, synchronicity, and interconnectedness. One agency should perform multiple tasks, and one task should be assigned to only one agency to lead and be responsible for. This will thoroughly eliminate overlapping functions and responsibilities, and fragmentation of geographical areas and sectors; limit intermediate organizations; clearly define specific functions, tasks, and responsibilities based on Party principles, rationality, and legality; and review the functions and tasks of each organization and the entire apparatus.

Prepare and organize well the Party Congresses at all levels, towards the 14th National Party Congress.

The General Secretary requested to advise on streamlining the organizational apparatus of Party agencies to truly be the intellectual core, the General Staff, the vanguard, and leaders of state agencies, absolutely not allowing excuses, replacing or loosening the Party's leadership; building truly streamlined advisory agencies and Party committees, comprehensively assessing the concurrent holding of Party and political system positions to have appropriate decisions.

The General Secretary requested that relevant Party regulations be urgently reviewed to proactively advise on supplementation, amendment or new issuance in accordance with regulations on the basis of the overall model of the political system, creating a political and legal basis for the political system to operate immediately upon completion, without interruption. Work under the authority of the Politburo, the Secretariat, levels, sectors and localities that can be done first should be done immediately, without waiting for the Central Committee. Party agencies need to study, unify, arrange, truly streamline the apparatus and do it first.

The Central Organizing Committee and the Party Committee of the Government should promptly report to the Politburo for guidance on policies and regulations for officials when streamlining the organizational structure. The Central Organizing Committee, the Party Committee of the Government, and the Party Caucus of the National Assembly should promptly advise and direct the urgent revision and supplementation of Party regulations and State laws to ensure the streamlining of the organizational structure and its effective and efficient operation.

The General Secretary pointed out that with the streamlining of the apparatus at each level and each sector, it is necessary to urgently review and have a plan to restructure the staff with sufficient qualities and abilities, equal to the tasks, reasonable staffing, standardization of titles; resolutely prevent and combat the abuse of the policy of arranging the apparatus and staff for negativity and corruption. Strongly innovate the work of recruitment, training, promotion, appointment, rotation, transfer, and evaluation of staff in a practical direction because finding people is based on specific, measurable products, with effective mechanisms, screening, removing from work positions those who do not have enough qualities, abilities, and prestige, and using those with outstanding abilities.

The General Secretary requested that leaders and heads of Party committees and agencies need to be exemplary, proactive and determined in carrying out assigned tasks in the spirit of the Central Committee taking the lead and sending it to the locality. The General Secretary clearly assigned the Central Organizing Committee to advise on amending and supplementing Directive No. 35 of the Politburo on Party Congresses at all levels towards the 14th National Party Congress.

The General Secretary requested that preparations and organization of Party congresses at all levels be done well, leading up to the 14th National Party Congress, focusing on advising on and ensuring the quality of draft documents for the congresses at all levels, and advising on the preparation and election of Party leadership bodies at each level with high fighting capacity.

The General Secretary emphasized that cadre work is the key task of Party building work related to the survival of the Party and the fate of the country's regime. Cadres are the root of all work, the decisive factor in the success or failure of the revolution. The workload ahead for the industry is very heavy and urgent. The country is standing at the door of history. Entering a new era, the General Secretary requested the entire industry to organize Party building, have a deeper awareness of roles and responsibilities, make efforts, strive to reach out with the highest political determination, and complete all assigned tasks; in which, focus on urgently advising on streamlining the organization and political system, contributing to accelerating the breakthrough beyond the goals and tasks of 2024-2025 and the entire term of the 13th National Party Congress; prepare well for Party Congresses at all levels, towards the 14th National Party Congress.

In his response, Politburo member, Central Committee Secretary, and Head of the Central Organization Department Le Minh Hung expressed his hope that the Party's organizational and personnel work would continue to receive even closer attention, leadership, and guidance from the General Secretary, the Central Committee, the Politburo, and the Secretariat, so that the work of Party organization and personnel building, and the building of the political system, would achieve even higher quality and effectiveness, contributing to enhancing the Party's leadership capacity and fighting strength, and better meeting the requirements and tasks in the coming period.
