Quang Nam issues a peak plan to combat smuggling, trade fraud and counterfeit goods before, during and after the Lunar New Year 2025

The Steering Committee for Anti-Smuggling, Trade Fraud and Counterfeit Goods of Quang Nam Province (Steering Committee 389 Quang Nam) has just issued a peak plan to combat smuggling, trade fraud and counterfeit goods before, during and after the Lunar New Year 2025 (referred to as the Peak Plan).

The plan aims to strengthen the direction, inspection, urging and guidance of agencies and units that are members of the Steering Committee to proactively and promptly grasp and control the situation of smuggling, trade fraud and counterfeit goods; regularly exchange and share information, coordinate inspection, control, detection, combat, arrest and handle acts of smuggling, trade fraud and counterfeit goods to prevent and repel smuggling activities, illegal transportation of goods across borders, border gates, sea areas and seaports; acts of trade fraud, tax evasion, online trading of smuggled goods, production and trading of counterfeit goods, poor quality goods, goods violating intellectual property rights.

Focus on inspecting and strictly handling organizations and individuals who take advantage of high consumer demand during Tet to unreasonably increase prices, causing market instability. Develop and effectively implement the Plan for the peak period against smuggling, trade fraud and counterfeit goods before, during and after the Lunar New Year 2025 according to the fields and areas of management and responsibility.

Proactively grasp the situation; identify new methods and tricks of smuggling, illegal transportation of goods, trade fraud and counterfeit goods; determine routes, locations, subjects and key goods to concentrate forces, means and measures to combat.

Develop and deploy plans to increase patrol forces and vehicles, and strictly control border routes, road, rail, sea, and air border gates, trails, openings, and goods gathering areas near the border to prevent prohibited goods, counterfeit goods, and poor quality goods from being smuggled into the domestic market of the province and neighboring areas for consumption.

Focus on inspecting, controlling the market and strictly handling violations of goods with high consumer demand at the end of the year and Lunar New Year such as cigarettes, alcohol, beer, soft drinks, sugar, food, electronics, refrigeration, clothing, footwear, livestock, poultry, products processed from livestock, poultry, gasoline, liquefied petroleum gas, firecrackers, fireworks of all kinds. In particular, focus on strictly controlling goods traded at wholesale markets, shopping malls, agents, online environments such as e-commerce platforms (especially cross-border low-cost trading platforms), websites, social networks (facebook, zalo, tiktok...); check the quality of goods, compliance with legal regulations on national technical standards and regulations and announcement of goods quality standards, food safety; promptly detect and strictly handle acts of taking advantage of business activities to buy, sell, and transport prohibited goods, counterfeit goods, goods of unknown origin, goods that violate intellectual property rights, etc.

The Market Management Department - Standing Agency of the Steering Committee 389 Quang Nam directed its affiliated units to focus on strengthening market inspection and control and strictly handling administrative violations of goods with high consumer demand at the end of the year and Lunar New Year such as: cigarettes, alcohol, beer, soft drinks, sugar, food, electronics, refrigeration, clothing, shoes, livestock, poultry, products processed from livestock, poultry, firecrackers, fireworks of all kinds; in particular, controlling goods traded at supermarkets, agents, in online environments such as e-commerce platforms, websites, social networks such as Facebook, Tik Tok, Zalo ...; checking the quality of goods, compliance with legal regulations on national technical standards and regulations and promulgation of goods quality standards, food safety. Coordinate with functional forces such as the Police, Customs, Border Guard, and specialized inspectors to regularly review and inspect the circulation stage, especially goods transported from the border, international airports to the inland, border gates, business locations; warehouses, wharves, goods gathering points, trade centers, supermarkets, wholesale markets, production facilities, and craft villages; promptly detect and strictly handle violations of taking advantage of business activities in the e-commerce environment, providing postal services, and delivering goods to trade, transport, and store prohibited goods, smuggled goods, counterfeit goods, goods of unknown origin, etc. Depending on the situation and requirements in the fight against smuggling, trade fraud, and counterfeit goods, advise the Provincial People's Committee to establish an interdisciplinary inspection team (when necessary) to organize inspections and controls in key areas.

The Department of Finance focuses on monitoring and examining price developments of goods and services that directly meet people's consumption needs, strengthening inspection, examination, and closely supervising the compliance with legal regulations on price management, price registration, and price declaration of enterprises in the area, especially for essential consumer goods and services, price-stabilized goods, and goods on the price declaration list; reviewing and supplementing goods subject to price declaration and organizing the implementation of price declaration in the province; appraising price plans according to legal regulations.

The Department of Industry and Trade closely monitors market developments, supply and demand of essential goods, especially those with high demand or high price fluctuations in the province in recent times, to proactively develop plans or propose to competent authorities measures to ensure balance of supply and demand, stabilize the market, and prevent hoarding, shortages, and disruptions in supply, causing sudden price increases during the end of the year and Lunar New Year. Proactively advise the Provincial People's Committee on plans to prepare sources of goods and reserve essential goods for the Lunar New Year; implement market stabilization measures in accordance with the law. Promote the implementation of activities to implement the Campaign "Vietnamese people prioritize using Vietnamese goods", the Program to bring Vietnamese goods to rural areas, industrial zones and clusters combined with fairs, promotions, discounts, consumer stimulus programs... to support production for craft villages, local and domestic enterprises, contributing to promoting the circulation of goods combined with the supply of goods locally to stabilize the market before, during and after the Lunar New Year 2025.

Quang Nam Police directed local police forces and affiliated units to closely coordinate with functional forces to strengthen the work of grasping the situation, deploy professional measures to promptly detect and effectively combat subjects, lines, and gangs of smuggling, illegal transportation of goods, trade fraud and counterfeit goods, focusing on land borders, 5 key areas, with main items such as drugs, firecrackers, gold, cigarettes, etc. Proactively grasp the local situation and crime, do a good job of basic professional work, promptly detect, organize the fight, destroy smuggling lines and gangs, illegal transportation of goods, trade fraud and counterfeit goods, focusing on prohibited goods such as drugs, firecrackers, explosives, smuggled cigarettes, wild animals... goods violating intellectual property rights, essential goods serving production, business, consumption at the end of the year and Lunar New Year such as gasoline, minerals, gold, foreign currency, electronics, phones, high-end clothing and fashion , alcohol, beer, cigarettes, new generation cigarettes, confectionery, food, pharmaceuticals, cosmetics, functional foods, livestock, poultry...; goods with fraudulent origin such as sugar, wood products, electronic components, steel, aluminum, leather shoes, seafood...

The Quang Nam Border Guard Command directed units on the two border lines to strengthen information collection, grasp the local situation and activities of subjects, combine with increased patrols and controls in coastal border areas and border gates, promptly detect, prevent, and combat smuggling and illegal transportation of goods, and prevent the formation of gathering points and warehouses for storing smuggled and imported goods in border areas. Take the lead and coordinate with functional forces to develop patrol and control plans at key routes and areas. Closely coordinate with functional forces and local Party committees and authorities in border areas, promote propaganda and mobilize people to strictly comply with the provisions of law, actively denounce crimes, and not participate in or assist in smuggling and illegal transportation of goods in border areas. Coordinate with the Police, Customs and Border Protection forces of Sekong province/Laos in exchanging information and situations; coordinate well in immigration and import-export work at border gates and seaports.

Quang Nam Customs Department directed its subordinate units to strengthen information collection, grasp the area, synchronously deploy professional measures in customs inspection, supervision, and control at road border gates, seaports, and cargo gathering areas near the border, strictly control import and export goods, vehicles, passenger luggage entering and exiting, transiting, transferring ports, temporarily importing, re-exporting... through the area, especially at road border gates, seaports,

The Command of Coast Guard Region 2 develops and implements plans and solutions to increase forces and means of patrolling, controlling, grasping the situation, inspecting, detecting, arresting, and promptly handling acts of smuggling and illegal transportation of goods in sea areas, proactively coordinating with functional forces and local authorities to take measures to promptly and effectively combat and prevent smuggling, buying, selling, and illegal transportation of goods in sea areas.

Quang Nam Tax Department directed professional units and local Tax Branches to strengthen inspection, examination and control of activities of tax-paying organizations and individuals; combat tax fraud and tax evasion in potentially risky business sectors; strictly manage the use of invoices... In particular, strengthen tax management and combat tax losses in high-risk sectors such as e-commerce platforms, business on digital platforms; tax refunds, tax exemptions, tax extensions, transfer pricing; buying and selling, using illegal invoices to legalize smuggled goods and evade taxes.

The Department of Transport directs the Traffic Inspectorate and units in the Transport sector to coordinate with relevant agencies and functional forces to strengthen inspection and strictly control the transport of goods and passengers carrying goods on roads, railways, inland waterways and sea routes to promptly detect and strictly handle acts of taking advantage of means of transport to transport prohibited and smuggled goods.

The Department of Science and Technology shall preside over and coordinate with relevant agencies to inspect and examine standards, measurements, and product quality for organizations and individuals producing and trading goods, promptly detect products that do not ensure quality; prevent, stop, and handle acts of infringement of rights to trademarks, geographical indications, trade names, and labeling of goods that are not in accordance with regulations.

The Department of Health directs its affiliated units and specialized inspection forces to proactively coordinate with functional forces to strengthen inspection and examination of business and service activities to ensure food hygiene and safety for consumers, paying attention to types of food service businesses, sidewalk food businesses and food goods businesses; strengthen management and inspection of establishments trading in cosmetics, modern medicines and functional foods.

The Department of Agriculture and Rural Development directs its affiliated units to preside over and coordinate with units and localities to strengthen inspection and handling of violations of food safety for agricultural products; and acts of production and trading of poor quality agricultural materials.

The Department of Culture, Sports and Tourism directs specialized inspection forces and affiliated units to preside over and coordinate with relevant agencies to inspect and control business and service activities in the fields under their management at festival venues, entertainment and tourism areas; fight against acts of copyright and related rights violations, production, trading and transportation of pirated books and harmful cultural products in the province to ensure that tourism service activities and the At Ty Spring Festival take place joyfully, healthily and safely.

The Department of Information and Communications directs news agencies and press to coordinate with relevant agencies to promptly report on the situation and results of the fight against smuggling, trade fraud and counterfeit goods; to do a good job of propagating relevant policies and laws; to promptly commend good people and good deeds, and to mobilize people not to participate in or assist in acts of smuggling, trade fraud and counterfeit goods.

Quang Nam Television Station and Quang Nam Newspaper shall preside over and coordinate with units, functional forces and the Standing Agency of the Steering Committee 389 of Quang Nam to promptly report and write articles reflecting the situation and results of the work against smuggling, trade fraud and counterfeit goods; report and reflect negative manifestations, directly and indirectly supporting smugglers, counterfeiters and poor-quality goods; do a good job of propagating policies and laws; activities to commend advanced models, good people and good deeds, and mobilize people not to participate in or support smuggling, trade fraud and counterfeit goods; direct the improvement of the quality of reports, news and articles in this field.
