Quang Nam works with the World Bank on the Integrated Adaptive Development Project

(QNO) - On the afternoon of April 15, Vice Chairman of the Quang Nam Provincial People's Committee Tran Nam Hung had a working session with the World Bank (WB) delegation on the preparation process of the Quang Nam Province Integrated Adaptive Development Project. This is an important project, of great significance in building sustainable infrastructure and enhancing resilience to climate change for localities in the province.

Attending the meeting were Ms. Yoohee Kim - Manager of the Global Urban, Sustainability and Land Division, East Asia - Pacific Region - WB as Head of the delegation, along with representatives of relevant departments and agencies of the province.

Accordingly, the two sides discussed and reviewed the progress of implementation and preparation for the project, focusing on requirements for technical documents, environmental and social assessment, financial mechanisms and medium-term public investment plans. In particular, the WB requested clarification of the local counterpart resource structure and the ability to disburse for priority items.

Ms. Yoohee Kim - Head of the WB delegation, highly appreciated the proactive spirit and thorough preparation of Quang Nam province over the past time, and expressed her belief that the project will create a new turning point for urban development, sustainable agriculture and disaster adaptation in the locality.

Vice Chairman of Quang Nam Provincial People's Committee Tran Nam Hung highly appreciated the support of the World Bank and experts in promoting the implementation of the Quang Nam Province Integrated Adaptive Development Project. Quang Nam Province and related units are trying to complete the necessary documents and procedures to start the project before the rainy season this year.
The provincial government will focus on compensation, site clearance and resettlement for the project. Quang Nam and the World Bank will work together to resolve the problems so that by June this year, the loan agreement can be signed and the project can be implemented.

According to the plan, after this working session, the parties will continue to complete technical and legal documents, ready for appraisal, negotiation and approval steps in 2025.

The Quang Nam province adaptive integrated development project has a total investment of more than VND 2,722 billion (equivalent to 113.39 million USD), of which ODA loan from the World Bank is about 76.57 million USD, accounting for about 67.53% of the total investment; counterpart capital is more than VND 884 billion, equivalent to about 36.82 million USD.
Implementation period: Expected from 2022 to 2030, after adjustment from the original period of 2022 - 2027, due to not yet signing the Loan Agreement with the WB.
Scope of implementation: Tam Ky city and Duy Xuyen, Thang Binh, Nui Thanh districts.
- Main categories include:
+ Dredging 60km of the Yangtze River, building 6 new bridges across the river and restoring a public bridge.
+ Investing in a complex of flood drainage works in Tam Ky city, connecting from Dam River lake to Truong Giang river with a length of about 2.38km.
+ Build embankments at locations at risk of bank erosion, combined with anchoring for fishing boats to avoid storms; move and add buoy systems and waterway signals.
