Quang Nam reorganizes 741 public service units when ending district-level administrative units

(Chinhphu.vn) - Chairman of Quang Nam Provincial People's Committee Le Van Dung has just signed and issued a plan to arrange and reorganize public service units when ending the operation of district-level administrative units, with the view that a public service unit can provide many basic and essential public service services to the people.

The Department of Culture, Sports and Tourism of Quang Nam province will receive the Hoi An Cultural Heritage Management and Conservation Center under the current Hoi An City People's Committee.

Currently, in the province, there are 741 public service units under the People's Committees at the district level, of which: 669 units are in the field of education and training; 19 units are in the field of culture, sports, radio and television; 26 units are in the field of agriculture and environment; 3 units are in the field of market management and transportation; 7 units are in the field of land fund development, housing fund, site clearance compensation; 17 units are in the field of district-level construction.

In addition, the province currently has 18 health centers under the Department of Health being organized and operating at the district level; of which, there are 226 health stations and 7 regional polyclinics under the district health centers located at the commune level.

The plan to arrange and reorganize public service units upon the termination of the operation of district-level administrative units is as follows: For public service units in the field of education, transfer the status quo of public secondary schools, primary schools, and kindergartens under the People's Committees of districts, towns, and cities to local authorities at the commune level for management.

For public service units in the health sector, in the immediate future, maintain and preserve the existing commune-level health stations and transfer them to the commune-level People's Committee for reception and management. After the new commune-level government has stabilized its operations, based on the area and population size of the new commune-level administrative unit, the commune-level health stations will be reorganized accordingly.

For public service units providing essential basic public services in the fields of culture, sports, information, communications, agriculture, environment, etc., arrange and organize into 1 public service unit directly under the People's Committee at the commune level to provide basic and essential public services to local people on the basis of reorganizing 17 cultural, sports and radio and television centers, 17 district-level agricultural technical centers. Expected name: Public service provision center under the People's Committee of the new commune/ward.

Transfer 7 land fund development centers under the district People's Committees (Tam Ky, Dien Ban, Hoi An, Nui Thanh, Phu Ninh, Dai Loc, Thang Binh) to the Land Fund Development Center under the Department of Agriculture and Environment to continue providing services in inter-commune and ward areas.

Transfer the status quo of 17 district-level construction investment project management boards to the provincial construction investment project management board to perform the functions and tasks of construction investment project management, compensation, and site clearance in inter-commune and ward areas. After having specific policies and instructions from competent authorities, the arrangement will be carried out according to regulations.

Along with that, 8 public service units in the fields of agriculture and environment (6 district-level protection forest management boards; Cu Lao Cham Marine Protected Area Management Board, Elephant Species and Habitat Management Board) were transferred to public service units with similar functions and tasks under the Department of Agriculture and Environment. Cu Lao Cham bird's nest exploitation management board was temporarily transferred to Tan Hiep Commune People's Committee for management and gradually arranged according to regulations.

The Department of Culture, Sports and Tourism receives the Hoi An Cultural Heritage Management and Conservation Center; receives some functions and tasks of the Hoi An City Culture - Sports and Radio - Television Center and the My Son Cultural Heritage Management Board to arrange, reorganize and continue to perform tasks related to the management and conservation of cultural heritage.

For the two market management boards under the People's Committees of Hoi An and Tam Ky cities, in the immediate future, the functions and tasks of market management will be transferred to the Public Service Center under the People's Committees at the commune level according to the management area to provide basic and essential public services to the people and manage the markets.

For the Waterway Wharf Management Board under the People's Committee of Hoi An City, in the immediate future, the functions and tasks of managing wharves and yards will be transferred to the People's Committees of communes and wards according to the management area; at the same time, continue to arrange after there are regulations and instructions from competent authorities.

The Provincial People's Committee assigned the Department of Home Affairs to appraise and advise the Provincial People's Committee to reorganize public service units, to be completed before June 20.
