Quang Ninh: Two soldiers died while preventing storm Yagi

While on duty during Typhoon No. 3, two soldiers in Quang Ninh province lost their lives: Senior Lieutenant Nguyen Dinh Khiem (born in 1997), Company Commander of Company 3, 1st Engineering Battalion, 513th Engineering Brigade, Military Region 3; and Major Tran Quoc Hoang (born in 1987), officer at Quang Ninh Prison.

First Lieutenant Nguyen Dinh Khiem, 27 years old, is the Company Commander of Company 3, Brigade 513, Military Region 3. He enlisted in September 2015 and hails from Yen My commune, Yen Mo district, Ninh Binh province. During the response to Typhoon Yagi, his unit was responsible for ensuring the safety of construction sites.

At approximately 9:00 AM on September 7, 2024, upon receiving a request from the people of Pat village (Pat hamlet), Luc Hon commune, Binh Lieu district, Quang Ninh province, to help reinforce their houses, Senior Lieutenant Nguyen Dinh Khiem joined a mobile task force to assist the people. On the way back after gathering materials, seeing a teammate slip and potentially be crushed by a falling tree, Senior Lieutenant Khiem rushed to help and fell himself.

His comrades promptly took Comrade Khiem to the Binh Lieu District Medical Center for emergency treatment. At approximately 5:20 PM on the same day, Comrade Khiem passed away.

On September 8th, the Youth Committee of the Army, General Political Department of the Vietnam People's Army, submitted a proposal to the Central Committee of the Vietnam Youth Union to posthumously award the "Brave Youth" badge to Senior Lieutenant Nguyen Dinh Khiem (born in 1997), Company Commander of Company 3, 1st Engineering Battalion, 513th Engineering Brigade, Military Region 3.

Major Tran Quoc Hoang sacrificed his life while on duty rescuing prisoners and ensuring the safety of the prison.

During Typhoon Yagi, Major Tran Quoc Hoang (37 years old, from My Hao town, Hung Yen province), an officer at Quang Ninh Prison, also lost his life.   Major Tran Quoc Hoang, a prison officer on duty, was tasked with ensuring the safety of the prison. From the morning of September 7th, a storm hit Quang Ninh, causing heavy rain, strong winds, and a complete power outage. Sub-camp No. 2 of Quang Ninh Prison, located in Thong Nhat commune, Ha Long city, Quang Ninh province, sits atop a mountain. By nightfall, strong currents of water from the mountain had breached the front wall of the prison, flooding the detention area and posing a risk of flash floods, endangering inmates and jeopardizing the safety of the detention facility. Therefore, the officers and staff of Quang Ninh Prison organized the relocation of inmates to the second floor to ensure their safety.

Although the Quang Ninh Prison guards had moved the prisoners to the second floor, the water rose too quickly, potentially flooding the entire detention area where the prisoners were staying. Therefore, at around 1:00 AM on September 8th, Major Tran Quoc Hoang bravely braved the rain and wind to open the back gate of the prison to drain the water from the detention area, ensuring the safety of his colleagues and the prisoners inside. However, due to the extremely high and fast-flowing water, he was swept away by the flood after opening the gate.

Quang Ninh Prison, in coordination with the Quang Ninh Police rescue force, organized a search. At 11:30 AM on September 8th, the body of Comrade Tran Quoc Hoang, who had been swept away by the flood, was found quite far from the scene. On the afternoon of September 8th, preparations for the funeral of Major Tran Quoc Hoang, an officer of Quang Ninh Prison and a police officer who sacrificed his life while rescuing prisoners from the flood during Typhoon Yagi, were completed.
