The 15th National Assembly is a special term, operating in a context of facing many challenges, with a workload that has increased many times over with many important issues, many new, complex and unprecedented contents. That general assessment was summarized by National Assembly Chairman Tran Thanh Man when presenting the summary report of the 15th National Assembly term.

One of the important milestones of this term is that the National Assembly has accompanied and closely coordinated with the Government to decide on many important and strategic issues, promptly responding to reality, serving fast and sustainable socio -economic development.

Sharing with Dan Tri newspaper , Deputy Prime Minister Ho Duc Phoc emphasized that in order to implement three strategic breakthroughs, including institutional breakthroughs, the Government has recently actively completed the provisions of laws, decrees and circulars to remove practical obstacles, free up resources, and create momentum for growth.

Important laws such as the Investment Law, Bidding Law, PPP Law or laws related to public investment, budget, public asset management and tax... have all been proactively and quickly amended by the Government, with great determination. These are fundamental laws, creating a solid foundation for promoting growth.

According to him, in the process of perfecting legal regulations, the Government always receives strong support and companionship from the National Assembly.

“It can be said that the 15th National Assembly term is the most powerful term of legal amendment and improvement ever, creating rapid changes and proving high efficiency in practice,” Deputy Prime Minister Ho Duc Phoc assessed that the laws in this term were amended very quickly and could be applied immediately, meeting the needs of development.

According to the Deputy Prime Minister, these results were achieved thanks to the decisive and timely leadership and direction from the Central Committee, the Politburo, and the Secretariat. Government agencies and the National Assembly also made great efforts, working without days off and regardless of day or night to quickly complete the draft laws as required.

From a local perspective, at the time when the policy of merging provinces and cities began, Mr. Vo Van Minh (Deputy Secretary of the City Party Committee, Chairman of the People's Council of Ho Chi Minh City), who was then Chairman of the People's Committee of Binh Duong province, said that local officials were determined to quickly complete unfinished work and focus on resolving issues so that the merger could be handed over smoothly.

“At that time, the amount of work that needed to be resolved and handled was huge, 2-3 times more than usual. But all officials at all levels were highly determined, working regardless of weekends, day or night, determined not to let work backlog,” Mr. Minh emphasized.

At the local level, Mr. Minh shared his clear impression of the strong leadership and direction of the Central Committee, the Politburo, the Secretariat, especially of key individual leaders of the Party and State.

During the time of the “reorganization of the country” revolution, Mr. Minh noted that each task was closely directed every day, many documents were concretized, concluded and implemented very quickly, creating favorable conditions for localities in implementing policies. Therefore, the apparatus reorganization revolution “reached the finish line” early in July and everything went smoothly.

Immediately after the policy of merging provinces and cities and the direction of the Central Government, the National Assembly quickly organized the 9th extraordinary session to amend the Constitution and related laws to facilitate the smooth operation of the local apparatus. This is very important, according to Mr. Vo Van Minh.

“When the Central Committee and the Politburo decided on the merger policy, the entire political system had to get involved, in which the legislative and executive bodies quickly implemented the tasks, especially the removal of institutions was always given priority because to operate the apparatus smoothly, regulations had to be amended to suit reality, in a unified and feasible manner,” Mr. Minh emphasized.

According to him, after operating a two-level local government, the locality's proactive spirit in performing public duties has also clearly improved, cadres are close to the people, leaders have a comprehensive grasp of the area and the operating apparatus is increasingly effective.

Over the years, businesses have been the ones who have most clearly experienced the shortcomings of the system. These include overlapping regulations that have stalled projects, cumbersome administrative procedures that have resulted in costly compliance costs, and the fear of the "if you can't manage it, ban it" mindset that has stifled many creative ideas.

Therefore, from the perception and perspective of businesses, Dr. Tran Khac Tam (Chairman of the Business Association of the former Soc Trang province, delegate of the People's Council of Can Tho city), emphasized that for the business community, the recent institutional revolution of the National Assembly is of vital significance.

The legislative "campaign" to drastically remove institutional bottlenecks of the National Assembly and the Government in 2025, especially the spirit of Resolution 66 on institutional building and Resolution 68 on private economic development, according to Mr. Tran Khac Tam, has fundamentally changed the "rules of the game".

With Resolution 68 of the Politburo elevating the private economy to "the most important driving force" and National Assembly Chairman Tran Thanh Man repeatedly emphasizing that "we must abandon the mindset of not being able to manage, then ban", Mr. Tam said "this is the strongest political guarantee for the business community". For an investor, time is money, and a streamlined, efficient organization is the biggest competitive advantage, according to Mr. Tam.

He also acknowledged the National Assembly's proactive creation of a legal corridor for the future. "Instead of waiting for reality to arise and then awkwardly "patching" the law, the National Assembly has proactively created a transparent, stable and highly predictable legal corridor," Mr. Tam emphasized, emphasizing that this is what people and businesses expect most.

The double-digit growth target cannot be achieved by temporary solutions, but by liberating all productive capacity and unlocking all resources. As both a National Assembly delegate and a local leader, Mr. Pham Van Thinh (Vice Chairman of the People's Committee of Bac Ninh province) acknowledged that the rapid resolution of institutional problems by the National Assembly during its term had many positive impacts. "Many important policies and decisions were decided by the National Assembly in one session, which normally, if done sequentially, could take an entire term," delegate Thinh emphasized.

He said that when the district level officially ceases to operate, the relevant legal documents and regulations will almost “turn a new page”, so institutional amendments must be implemented very quickly. In fact, the National Assembly has repeatedly made rapid amendments and supplements to the law, and legal documents are increasingly consistent and of high quality.

With the spirit of "transforming the institution from a bottleneck into a competitive advantage of the country", right after the Politburo issued Resolution 66 on innovation in law-making and enforcement, the 15th National Assembly opened its 9th session. This is a "historic session with historic decisions" to immediately implement Resolution 66 and other viewpoints and directions of the Party, especially to serve the cause of "rearranging the country".

The spirit of innovation and reform is very strong, according to Mr. Thinh, also shown in the fact that the Government successively issued 4 resolutions including Resolution 66.1; Resolution 66.2; Resolution 66.3; Resolution 66.4, to remove obstacles in planning, land and minerals, to create and open up development space.

“These resolutions all focus on hot and sensitive issues, thoroughly resolving problems,” Mr. Thinh said, adding that the results of socio-economic development have proven this.

In the context of complex and unpredictable developments in global political and economic security, Vietnam has both innovated and steadily risen, gradually overcoming disadvantages of international trade, maintaining macroeconomic stability, and controlling inflation and public debt within acceptable limits.

Along with a series of innovations, the removal of backlogged projects also brings large resources that the economy can immediately absorb to promote growth.

“After the merger, the locality is very enthusiastic in carrying out its tasks because all institutional problems reported to the Central Government are summarized, responded to and have a plan to resolve. We are living and working in a very positive cycle,” Mr. Thinh shared.

According to him, instead of chasing after, the institution is going hand in hand with the economic development process. This is very ideal, especially in the context of a rapidly changing world, "different morning, different noon and different evening".

Emphasizing that law-making is the main function and task, the "breath" of the National Assembly, delegate Trinh Xuan An (Committee on National Defense, Security and Foreign Affairs) assessed that with the recent efforts of the legislative body, Vietnam's legal system has become quite synchronous, scientific and plays an important role in socio-economic development.

The law-making process is also increasingly professional and methodical, not simply "going to the National Assembly to speak and then pressing the button to pass", but each law is the result of a process of effort, investment of energy and time, sometimes even friction and collision.

“The National Assembly has shown flexibility, decisiveness, and timeliness in all situations. For the first time in history, the number of extraordinary sessions is equal to the number of regular sessions, demonstrating the National Assembly's spirit of working not according to a schedule but according to the rhythm of society,” delegate Ha Sy Dong emphasized that this is a distinct mark of innovation in thinking in the actions and decisions of the National Assembly.

According to Mr. Dong, the directive of General Secretary To Lam that the National Assembly must dare to go ahead to pave the way, dare to repair the road and decide on difficult and new issues has truly been put into action by the 15th National Assembly.

“Being one step ahead in terms of institutions” is not just empty talk, but daring to decide unprecedented things, daring to open new paths and paths when reality demands it.

The lingering feeling of a veteran delegate in parliamentary activities is responsibility and pride in contributing to the institutional reform, creating a runway for the country to develop.

The National Assembly has never been so close to reality. The distance from Dien Hong Hall to the vibrant reality outside has been erased by decisions that are "in line with the Party's will and the people's will". This is similar to the opinion of many delegates that the National Assembly not only makes laws, but also always accompanies the Government and agencies to build "institutional highways" to help the country rise up in the new era.
