
Two new Deputy Prime Ministers Ho Quoc Dung and Pham Thi Thanh Tra
Continuing the agenda of the 10th session, on the morning of October 25, the 15th National Assembly carried out personnel work within its authority.
At the meeting, the National Assembly voted to pass the Resolution on approving the Prime Minister's proposal to appoint Ms. Pham Thi Thanh Tra and Mr. Ho Quoc Dung as Deputy Prime Ministers for the 2021-2026 term. The results were as follows: 430 delegates participated in the vote (equal to 90.72% of the total number of National Assembly delegates); of which, 429 delegates approved (equal to 90.51% of the total number of National Assembly delegates), and 1 delegate did not vote (equal to 0.21% of the total number of National Assembly delegates).
* New Deputy Prime Minister Pham Thi Thanh Tra, born in 1964, hometown in Nam Yen commune, Nam Dan district, Nghe An province, now Van An commune, Nghe An province; has a master's degree in education management; advanced political theory.
Ms. Pham Thi Thanh Tra is a member of the Party Central Committee, 12th and 13th terms; a delegate of the 15th National Assembly.
In Yen Bai province, now Lao Cai province, Ms. Pham Thi Thanh Tra held the following positions: Deputy Head of the Department of Education and Training of Tran Yen district; Vice Chairman of the People's Committee of Tran Yen district; Deputy Secretary and then Secretary of the Provincial Youth Union; Head of the Provincial Party Committee's Propaganda Department; Vice Chairman of the Provincial People's Committee; Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council.
From September 2020 to April 2021, Ms. Pham Thi Thanh Tra held the position of Deputy Head of the Central Organizing Committee, Deputy Minister of Home Affairs.
Since April 2021, Ms. Pham Thi Thanh Tra has held the position of Minister of Home Affairs, Deputy Head of the Central Organizing Committee.
* New Deputy Prime Minister Ho Quoc Dung, born in 1966, hometown is Cat Tai commune, Phu Cat district, former Binh Dinh province, now De Gi commune, Gia Lai province; has a master's degree in law; senior political theory. Mr. Ho Quoc Dung is a member of the 13th Party Central Committee.
Mr. Ho Quoc Dung has held many important positions in the old Binh Dinh province and the new Gia Lai province after the merger. These include: Deputy Chief of Office of Binh Dinh Provincial People's Committee; Vice Chairman of Phu Cat District People's Committee; Deputy Chief of Office of Binh Dinh Provincial Party Committee; Chief of Office of Binh Dinh Provincial Party Committee; Vice Chairman, then Permanent Vice Chairman of Binh Dinh Provincial People's Committee; Deputy Secretary of Provincial Party Committee, Chairman of Binh Dinh Provincial People's Committee (2014-2020); Secretary of Binh Dinh Provincial Party Committee for the 2020-2025 term.
On July 1, 2025, Mr. Ho Quoc Dung was appointed to hold the position of Secretary of the Gia Lai Provincial Party Committee (new) for the 2020-2025 term.
On October 3, at the 1st Congress of Gia Lai Provincial Party Committee, term 2025-2030, the representative of the Central Organizing Committee announced the Politburo's Decision on appointing the Party Executive Committee, Standing Committee, Provincial Party Secretary, Deputy Secretary of Gia Lai Provincial Party Committee for the term 2025-2030.
Accordingly, the Politburo agreed to allow comrade Ho Quoc Dung to cease participating in the Executive Committee, the Standing Committee, and to cease holding the position of Gia Lai Provincial Party Secretary and related positions so that the Central Committee can carry out the process of introducing and electing him to hold the position of Deputy Prime Minister for the 2021-2026 term.
After the personnel restructuring, the Government leadership includes Prime Minister Pham Minh Chinh and Deputy Prime Ministers: Nguyen Hoa Binh (Permanent Deputy Prime Minister), Tran Hong Ha, Le Thanh Long, Ho Duc Phoc, Bui Thanh Son, Mai Van Chinh, Nguyen Chi Dung, Ho Quoc Dung, Pham Thi Thanh Tra. Of which, Ms. Pham Thi Thanh Tra is the first female Deputy Prime Minister.
