Specifically, the National Assembly voted to pass a Resolution approving the Prime Minister's proposal to appoint a number of Ministers for the 2021-2026 term, including Mr. Le Hoai Trung as Minister of Foreign Affairs, Mr. Tran Duc Thang as Minister of Agriculture and Environment , and Mr. Do Thanh Binh as Minister of Home Affairs.
The results are as follows: 427 delegates participated in the vote (equal to 90.08% of the total number of National Assembly delegates); of which, 427 delegates approved (equal to 90.08% of the total number of National Assembly delegates, equal to 100% of the total number of National Assembly delegates present).
Previously, on October 24, the National Assembly passed a resolution approving the Prime Minister's proposal to dismiss a number of ministers for the 2021-2026 term (removal of the position of Minister of Foreign Affairs for Mr. Bui Thanh Son; dismissal of the position of Minister of Home Affairs for Ms. Pham Thi Thanh Tra; dismissal of the position of Minister of Agriculture and Environment for Mr. Do Duc Duy).
Immediately afterwards, Prime Minister Pham Minh Chinh presented a report requesting the National Assembly to approve the appointment of Deputy Prime Ministers for the 2021-2026 term and approve the appointment of a number of ministers for the 2021-2026 term.
Mr. Le Hoai Trung was approved to hold the position of Minister of Foreign Affairs.
Mr. Le Hoai Trung was born in 1961, his hometown is Hue city, he is a member of the Party Central Committee, term XII, XIII, Secretary of the Party Central Committee, term XIII (from October 2023), and a delegate of the National Assembly, term XV.
Mr. Le Hoai Trung has many years of experience working at the Ministry of Foreign Affairs, holding the following positions: Deputy Director of the Department of International Organizations, Deputy Head of the Permanent Mission of Vietnam to the United Nations, Acting Director, then Director of the Department of International Organizations, Ministry of Foreign Affairs.
In December 2010, he was appointed Deputy Minister of Foreign Affairs. From March 2021, he was transferred and appointed to the position of Head of the Central External Relations Commission; in February 2025, he was appointed to the position of Chief of the Party Central Office.
On August 29, Prime Minister Pham Minh Chinh signed Decision No. 1868/QD-TTg to receive Mr. Le Hoai Trung, Secretary of the Party Central Committee, Chief of the Party Central Committee Office to work at the Ministry of Foreign Affairs, handing over the authority of Minister of Foreign Affairs and now approved by the National Assembly to hold the position of Minister of Foreign Affairs.
Mr. Do Thanh Binh was approved to hold the position of Minister of Home Affairs.
Mr. Do Thanh Binh, born in 1967, from Ca Mau province; is a member of the 13th Party Central Committee, a delegate of the 15th National Assembly.
Mr. Do Thanh Binh grew up from the grassroots, holding many positions in Kien Giang (old) such as: Secretary of the District Youth Union, Chairman of the District People's Committee, Secretary of the Vinh Thuan District Party Committee; Head of the Provincial Party Committee's Organization Board, Vice Chairman of the Provincial People's Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Secretary of the Provincial Party Committee.
In January 2025, Mr. Do Thanh Binh was assigned by the Politburo to hold the position of Secretary of the Can Tho City Party Committee for the 2020-2025 term.
After Can Tho City merged with Hau Giang and Soc Trang provinces, Mr. Do Thanh Binh was appointed by the Politburo and the Secretariat to hold the position of Secretary of the Can Tho City Party Committee (new).
In Decision No. 2159/QD-TTg dated September 28, 2025, the Prime Minister received and appointed Mr. Do Thanh Binh, member of the Party Central Committee, Secretary of the Can Tho City Party Committee, to hold the position of Permanent Deputy Minister of Home Affairs and is now approved by the National Assembly to hold the position of Minister of Home Affairs.
Mr. Tran Duc Thang was approved to hold the position of Minister of Agriculture and Environment.
Mr. Tran Duc Thang, born in 1973, from Vinh Phuc province (now Phu Tho province); is a member of the 13th Party Central Committee.
Mr. Tran Duc Thang was Deputy Director and then Director of the Department of Public Asset Management, Ministry of Finance. From 2018 to 2022, Mr. Thang worked at the Central Inspection Committee, holding the positions of Member of the Central Inspection Committee and then Deputy Chairman of the Committee.
In October 2022, he was mobilized and appointed by the Politburo to hold the position of Secretary of the Hai Duong Provincial Party Committee for the 2020-2025 term. After that, he was mobilized, assigned and appointed to hold the position of Permanent Deputy Inspector General of the Government Inspectorate from July 1, 2025.
On July 17, Prime Minister Pham Minh Chinh signed Decision No. 1559/QD-TTg transferring Mr. Tran Duc Thang, member of the Party Central Committee, Permanent Deputy Inspector General of the Government Inspectorate to work at the Ministry of Agriculture and Environment, assigning the authority of Minister of Agriculture and Environment and now approved by the National Assembly to hold the position of Minister of Agriculture and Environment.
