Chairman of the National Assembly's Law Committee Hoang Thanh Tung reports

On May 30, the National Assembly heard a report on the proposed Law and Ordinance Development Program for 2025 and adjustments to the Law and Ordinance Development Program for 2024.

Presenting the report, Chairman of the National Assembly's Law Committee Hoang Thanh Tung said that on May 27, the Government issued report No. 289/TTr-CP proposing to add the draft Law amending and supplementing a number of articles of the Land Law; the Law on Real Estate Business; the Housing Law; and the Law on Credit Institutions to the 2024 Program in the direction of adjusting the effective date earlier (from August 1, 2024) for the Land Law, the Real Estate Business Law and the Housing Law.

After reviewing the dossier proposing the Law and the examination opinions of the National Assembly agencies, the National Assembly Standing Committee basically agrees with the Government's proposal on the need to promptly implement the above laws to remove obstacles, bring new policies decided by the National Assembly into life, and meet practical requirements.

Therefore, the National Assembly Standing Committee agreed to submit to the National Assembly for consideration and decision to add this draft law to the 2024 program, submit to the National Assembly for consideration and approval at the 7th Session according to the process at one session and according to the shortened order and procedures.

Chairman of the National Assembly's Law Committee Hoang Thanh Tung also said that on May 28, the Government issued Document No. 291/TTr-CP proposing to supplement the draft Resolution of the National Assembly on reducing value-added tax (VAT).

The Standing Committee of the National Assembly noted that the extension of the VAT rate reduction policy is an issue that many National Assembly deputies are interested in, and have given opinions and recommendations at this session. At the same time, on April 23, 2024, the Government submitted a report to the National Assembly on the results of the 2% VAT rate reduction in the first 6 months of 2024 and proposed to continue implementing it in the last 6 months of the year.

Therefore, the Standing Committee of the National Assembly proposes that the National Assembly allow the addition of this draft Resolution to the 2024 Program, submit it to the National Assembly for consideration and approval at the 7th Session according to the process at one session and according to the shortened order and procedures.
