(HBĐT) - On June 7, under the chairmanship and direction of National Assembly Chairman Vuong Dinh Hue, the National Assembly continued the question and answer session on a group of issues in the fields of ethnicity, science and technology, and transportation.
Delegate Dang Bich Ngoc, Deputy Head of the Provincial National Assembly Delegation, participated in questioning the Minister and Chairman of the Ethnic Committee.
National Assembly deputies questioned the ethnic sector on key issues and responsibilities of the Committee for Ethnic Minorities (CEMA) and coordination with ministries and branches in implementing national target programs. Policies to attract resources to support investment in developing ethnic minority and mountainous areas (EMMA), areas with difficult and especially difficult socio-economic conditions. Solutions to remove difficulties and obstacles in ethnic policies related to the demarcation of communes and villages in EMMA. Resolving difficulties in residential land and production land for ethnic minorities, overcoming the situation of spontaneous nomadic and shifting cultivation, and deforestation.
Minister and Chairman of the Committee for Ethnic Minorities Hau A Lenh answered the main questions. Deputy Prime Minister Tran Luu Quang and Ministers of relevant ministries also participated in answering questions and explaining related issues.
Evaluating the content of the ethnic minority question, National Assembly Chairman Vuong Dinh Hue stated that through the question and answer session, the responsibilities of the Government , the Committee for Ethnic Minorities and relevant ministries, branches and agencies in implementing ethnic policies have been clarified. In recent times, with the attention of the Party and State, ethnic work and the implementation of ethnic policies have achieved important and quite comprehensive results, creating many changes in the material and spiritual life of ethnic minorities and mountainous areas in our country; contributing to strengthening security, order and social safety and the great national unity bloc; consolidating the trust of ethnic minorities in the Party and State. In addition, there are still many shortcomings and limitations, especially the slow implementation of national target programs. Some guiding documents have been issued slowly or are not consistent, unclear, and do not have specific norms. The Chairman of the National Assembly requested the Government, Ministers, Chairman of the Committee for Ethnic Minorities, Ministers, and Heads of relevant sectors to fully absorb the opinions of National Assembly deputies and resolutely direct the implementation of proposed solutions to overcome existing shortcomings and limitations.
Next, the National Assembly deputies questioned Minister of Science and Technology Huynh Thanh Dat on key issues: National Science and Technology Development Strategy; solutions to promote the application and deployment of advanced science and technology achievements and products in life; the application of high technology to serve socio-economic development, especially in the agricultural sector; the arrangement, management and use of the State budget for scientific research in recent times, and the management and use of the National Science and Technology Development Fund.
Also on the second day of questioning, National Assembly deputies questioned the transport sector with the following issues: Solutions to improve the transport infrastructure system, limit traffic accidents nationwide, and reduce traffic congestion in major cities. State management responsibilities in inspection activities; solutions to remove difficulties and improve the quality of inspection work for road and inland waterway vehicles. Management of transport activities and vehicle quality; training, testing, granting, revoking and managing licenses to operate road and inland waterway vehicles.

Currently, the Party's policies and guidelines on ethnic work are institutionalized in many different documents (According to Report No. 205 of the Government, in the 2021-2022 period, there are up to 99 codes and laws with nearly 300 articles and provisions related to ethnic policies). The Minister is requested to inform us about the difficulties and solutions in implementing ethnic policy regulations when ethnic policies are regulated in such a scattered manner?
In the past time, the implementation of the National Target Program has been focused on by localities. However, there are still difficulties in guiding documents, so the implementation is not unified, synchronous, and there are difficulties in integrating programs, leading to fragmentation, ineffectiveness, and many contents cannot be implemented. Could the Minister please tell us the solutions to implement the above shortcomings?
Answering the question of delegate Dang Bich Ngoc, Minister and Chairman of the Committee for Ethnic Minorities Hau A Lenh clearly stated that the contents of the promulgation of ethnic policies are institutionalized in many different documents; in which, in 2022, ministries and branches have basically issued them according to the authority assigned by the Prime Minister and in the process of promulgating documents, ministries and branches have closely followed the provisions of the law; however, some documents and instructions still have some documents regulating standards, norms, and technical specialties that are still overlapping or inconsistent, but not many (typically, Circular No. 02/2022/TT-UBDT of the Committee for Ethnic Minorities and Circular No. 15/2022/TT-BTC of the Ministry of Finance have some inconsistent contents). The Minister said that from the shortcomings of the documents, the Committee for Ethnic Minorities has received and synthesized and submitted to the Government to issue Official Dispatch No. 71/CD-TTg, dated February 23, 2023 of the Prime Minister on removing difficulties and obstacles in the process of implementing the National Target Programs for the period 2021 - 2025; at the same time, assigning ministries and branches to review to ensure consistency and synchronization in accordance with legal regulations and in the coming time, the Committee for Ethnic Minorities will re-integrate the system of documents in accordance with the direction of the National Assembly so that the policy system is more synchronous, unified and focused.
In the afternoon, participating in the questioning of Minister of Transport Nguyen Van Thang, delegate Dang Bich Ngoc, Deputy Head of the Provincial Delegation of National Assembly Deputies, asked questions related to the reopening of inspection centers with violations in the provinces to solve difficulties for people and businesses.
Responding to this issue, the Minister of Transport said: In the past, the Ministry of Transport has made efforts to focus on solving the problem. Up to now, there are only 2 inspection centers nationwide that have not resumed operations, including Hoa Binh province. The Ministry of Transport has had a meeting with the leaders of Hoa Binh province and together with the locality, implemented solutions to remove difficulties to soon put the local inspection center into operation in the near future./.
