New regulations on maximum prices for maritime pilotage services

Maximum price is specified for each ship route.

Accordingly, the maritime pilotage service at the Thi Vai (Ba Ria - Vung Tau province); Phu Quoc (Kien Giang province); Binh Tri, Hon Chong (Kien Giang province) routes has a maximum price of about 40 VND/GT/nautical mile.

The maximum price for maritime pilotage services is determined depending on the international or domestic ship, as well as each ship route (Illustration photo).

At the ship pilotage routes of Cua Lo, Ben Thuy (Nghe An province); Nghi Son (Thanh Hoa province); Vung Ang (Ha Tinh province); Chan May (Thua Thien Hue province); Dung Quat (Quang Ngai province); Vung Ro (Phu Yen); Van Phong, Ba Ngoi, Nha Trang (Khanh Hoa province); Ca Na (Ninh Thuan province); Duyen Hai Thermal Power Plant (Tra Vinh), the maximum maritime pilotage service price is 60 VND/GT/nautical mile.

For the Dinh An ship route and through the Hau River channel, the maximum price is 30 VND/GT/nautical mile.

For maritime pilotage services applied to vessels entering or leaving, moving in the offshore oil and gas port area with a piloting distance of less than 5 nautical miles, the maximum price will be 120 VND/GT/nautical mile and 90 VND/GT/nautical mile for a piloting distance of 5 nautical miles or more. For other piloting routes, the maximum price is 25 VND/GT/nautical mile (HL).

As for maritime pilotage service applied to ships moving in the port with a piloting distance of less than 5 nautical miles, the maximum price is 60 VND/GT.

For ships operating internationally, maritime pilotage services will be calculated at USD exchange rates.

Specifically, for maritime pilotage services at the following ship routes: Binh Tri, Hon Chong (Kien Giang province); Cua Lo (Nghe An province); Nghi Son (Thanh Hoa province); Chan May (Thua Thien Hue province); Dung Quat (Quang Ngai province); Vung Ang (Ha Tinh province); Hon La (Quang Binh province); Nam Can (Ca Mau province); Van Gia (Quang Ninh province); Vung Ro (Phu Yen); Van Phong, Ba Ngoi, Nha Trang (Khanh Hoa province); Ca Na (Ninh Thuan); Duyen Hai Thermal Power Plant (Tra Vinh), the maximum regulated price is 0.0045 USD/GT/HL.

The maximum price for the Dinh An ship route and the Hau River route is 0.0032 USD/GT/HL and for the Phu Quoc ship route (Kien Giang province) is 0.0070 USD/GT/HL.

For vessels entering or leaving, moving within the offshore oil and gas port area for a pilotage distance of less than 5 nautical miles, the maximum maritime pilotage service price is 0.012 USD/GT/HL. This price corresponds to a pilotage distance of 5 nautical miles or more, which is 0.008 USD/GT/HL.

For ships moving in the port with a pilotage distance of less than 5 nautical miles, the maximum price for maritime pilotage services is 0.0150 USD/GT.

The maximum price for maritime pilotage services is also regulated separately for container ships exporting, importing, and transiting into and leaving ports on the Cai Mep - Thi Vai River with a capacity of 50,000GT or more. Specifically, for distances up to 10 nautical miles, the maximum price will be 0.00170 USD/GT/HL. Similarly, the maximum price is 0.00110 USD/GT/HL for distances over 10 nautical miles to 30 nautical miles and over 30 nautical miles the maximum price is 0.00075 USD/GT/HL.

The regulation clearly states that in case the maximum price for maritime pilotage services calculated by unit price is lower than the maximum price per pilotage, it will be calculated by pilotage.

Pilotage discount for vessels entering an area at least 4 times/month

According to the new regulation, in case of changing the pilotage request time or canceling the pilotage request with 3 hours notice (except for offshore oil and gas ports, less than 8 hours), the person requesting the pilotage must pay a waiting fee of 30,000 VND/person/hour for domestic activities and 10 USD/person/hour for international activities.

In case the pilot has boarded the ship but the ship cannot operate due to force majeure, with confirmation from the regional maritime port authority, the pilotage service price shall not exceed the maximum price per turn prescribed.

For vessels that do not arrive directly at the port of destination but require anchorage along the way (except for routes that are not allowed to run at night), the person requesting the pilot must pay the additional cost of the vehicle for picking up and dropping off the pilot. The cost of the vehicle service for picking up and dropping off the pilot shall not exceed VND 300,000/vessel/trip for domestically operating vessels and USD 30/vessel/trip for internationally operating vessels.

In case the vessel has arrived at the pilot waiting position at the requested time approved by the regional maritime port authority and the pilotage organization but the pilot has not arrived, causing the vessel to wait, the pilotage organization must pay the ship owner a waiting fee of VND 250,000/hour for domestic operations and USD 100/hour for international operations, calculated based on the actual number of hours of waiting.

Notably, for ships (except passenger ships) entering and leaving a maritime area at least 4 trips/month/maritime area or more, from the fourth trip onwards in a month, 80% of the maximum price for pilotage services prescribed will be applied, or a maximum of 2 million VND will be applied for ships operating domestically and 300 USD for ships operating internationally.

Similar to passenger ships, from the fourth voyage of this ship in a month, 50% of the maximum price for pilotage services is applied.

For international passenger vessels with a gross tonnage of 50,000 GT or more entering or leaving a maritime area, 40% of the prescribed pilotage service fee shall apply, or a maximum of 300 USD shall apply.
