Provincial planning - a comprehensive blueprint defining the vision and development goals of Ha Tinh

PV: In what favorable context does Ha Tinh establish the Provincial Planning, sir?

Mr. Arnaud Ginolin : In recent times, the international context has changed a lot, bringing both opportunities and challenges. Firstly, the trend of shifting the global supply chain has been taking place strongly with countries in the ASEAN region. In this shifting trend, Vietnam is one of the countries that has benefited greatly.

Second, climate change, green growth and sustainable development are becoming a global trend. The impacts of climate change are becoming more and more evident in life. Therefore, countries and localities that are aware of this early can develop appropriate response plans, turning challenges into breakthrough opportunities.

Third, technological development, especially artificial intelligence (AI) and automation, is becoming increasingly popular and widely applied in socio-economic development activities. Countries and localities are facing opportunities and challenges to effectively grasp the potential of this technology.

During the planning process, BCG, together with the leaders of Ha Tinh province and departments, sectors, and agencies, were very aware of these global trends. Thereby, they coordinated efforts to find practical solutions to help Ha Tinh province take advantage of the above trends as a lever for development.

Ha Tinh is a locality located in the center of the North Central region, on a strategic traffic axis, one of the major gateways on the East-West economic corridor in the Mekong sub-region, connecting with Laos and Thailand via National Highway 8 and National Highway 12; conveniently located on the corridor of international shipping routes through the Vung Ang - Son Duong port cluster. In addition, with an attractive and friendly investment environment, Ha Tinh has attracted many projects from large enterprises and corporations to invest such as: Formosa's steel production, Vingroup 's electric car battery factory, thermal power plants, etc. These are favorable conditions for Ha Tinh to develop sustainably.

Ha Tinh is a locality with a strategic location in the center of the North Central region.

Through the process of working and cooperating to build the Ha Tinh Provincial Planning, BCG realized that the provincial leaders have a long-term vision, a thorough understanding of the strengths, as well as the difficulties the province is facing. From there, together with international experts of BCG, there were in-depth discussions to set out the vision and goals for the province.

In addition, departments, branches and localities are very active and close in their work, closely coordinating with the consulting unit throughout the planning process. With drastic actions and effective cooperation from all levels, Ha Tinh is the second locality nationwide to have its Provincial Planning approved.

PV: In your opinion, what is the significance of the Provincial Planning for the period 2021-2030, with a vision to 2050, which has been established and approved, to the development strategy of Ha Tinh?

Mr. Arnaud Ginolin: The planning of Ha Tinh province for the period 2021-2030, with a vision to 2050, is established in accordance with the orientation and vision of national development, the spirit of the Resolution of the 13th National Party Congress, the Socio-Economic Development Strategy of the whole country, the National Master Plan, national sectoral plans and regional plans.

The provincial planning serves as a comprehensive, overall blueprint to define the vision and long-term goals for each sector, each region and the overall development of the province; helping Ha Tinh clearly identify its potential and strengths to focus on directing and implementing. By setting clear goals and strategic frameworks, the planning ensures continuity and consistency in decisions, even when there are changes in the government apparatus at all levels.

In addition, planning helps identify projects that are developed in line with the province's overall vision, avoiding unforeseen activities and promoting sustainable development.

The planning has an important impact on the province's economy, through identifying suitable areas for commercial and industrial activities, promoting economic development and attracting investment. Furthermore, the planning creates conditions to attract businesses and investors to Ha Tinh, increase budget revenue, create jobs for workers, and improve the overall economic prosperity of the province.

In addition, the plan also emphasizes the need for infrastructure development; identifies areas that need to develop a network of bridges, roads, and public transport; and considers environmental factors and sustainable development.

PV: Can you analyze the feasibility of the goals and strategic solutions for the four key economic sectors to create breakthrough development in Ha Tinh?

Mr. Arnaud Ginolin: The planning of Ha Tinh province aims to build Ha Tinh into one of the development poles of the North Central and Central Coast regions, striving to become a fairly developed province by 2030, among the 20 provinces and cities with the highest gross regional domestic product (GRDP) in the country; develop the fields of culture, society, national defense and security, social order and safety, and foreign affairs in a stable and sustainable manner.

The average economic growth rate in the 2021-2030 period will reach over 9% per year. Economic structure: agriculture, forestry and fishery account for about 7.9%; industry - construction accounts for about 60.3%; services account for about 26.6% and product taxes minus product subsidies account for about 5.14%. These are goals and targets calculated based on the actual situation of Ha Tinh in the past time and the growth drivers of the province.

The provincial planning identifies four key economic sectors to create development breakthroughs for Ha Tinh.

Accordingly, major orientations to create development breakthroughs are identified, including 4 key economic sectors, 3 urban centers, 3 economic corridors and 1 growth engine center.

In the 4 key economic sectors identified by the Provincial Planning (steel industry, supporting industry, post-steel manufacturing and electricity production; agriculture, forestry and fisheries; logistics services; tourism), for the steel industry, Ha Tinh needs to continue to attract investment, increase the capacity of Formosa Steel Plant associated with product diversification; invest in modern technology in environmental treatment, move towards greening the steel complex and develop supporting industries, manufacturing steel products.

For the electricity production industry, the province needs to maintain existing power plants; complete the Vung Ang 2 Thermal Power Plant using coal power technology; research and develop projects according to the National Power Development Plan for the 2021-2030 period, with a vision to 2050, prioritizing gas-fired, wind-fired, solar-fired, hydroelectric, and biomass-fired power projects in suitable locations.

Regarding agriculture, forestry and fishery, Ha Tinh needs to restructure and modernize the agriculture, forestry and fishery sectors in the direction of promoting the advantages of localities and ecological regions; forming concentrated, large-scale, high-tech commodity production areas, linked to processing and consumption markets; promoting digital transformation, applying high technology; developing green, organic, circular agriculture, adapting to climate change.

Regarding the logistics service industry, it is necessary to develop logistics services into an important economic sector of the province, making Ha Tinh a gateway, a center for goods transit and warehouses; meeting the development momentum of trade and import-export in the North Central region. Focus on developing logistics service centers and seaport services in Vung Ang Economic Zone, logistics centers in Cau Treo International Border Gate Economic Zone and Duc Tho district.

The planning focuses on developing the logistics service industry as one of the four key industries.

For the tourism industry, it is necessary to develop diverse types and products of tourism, focusing on developing coastal tourism areas; effectively investing in exploiting golf courses, sports and entertainment services to create high-quality tourism products with brands and competitiveness domestically and internationally; building intra-provincial, inter-provincial and international tourism routes associated with tourist areas and destinations in the area.

PV: After the conference to announce the Provincial Planning and promote investment, what should Ha Tinh do to realize the content of the Provincial Planning?

Mr. Arnaud Ginolin: The conference to announce the Provincial Planning and promote investment is an important event for Ha Tinh to widely provide information about the province's development orientations; potentials, advantages and projects calling for investment in the area; thereby attracting investment and mobilizing resources to realize the Provincial Planning.

To realize the content of the Provincial Planning, first, Ha Tinh needs to ensure the allocation of sufficient resources to support the implementation of the planning, including capital, human resources and infrastructure. This includes assessing resource requirements, prioritizing allocation based on key needs and ensuring the effective use of available resources.

Second, communication with stakeholders plays an important role in the realization of planning, including internal agencies, domestic and foreign partners, investors and the community. Clear and consistent communication about goals, progress and expected results helps to consolidate and increase support and consensus, promptly address concerns and facilitate development cooperation.

Third, it is necessary to ensure the consistency of the planning with existing processes, policies and activities; integrate with detailed plans being developed into the Provincial Planning. This helps to ensure that the goals are integrated into practical activities and achieve the highest efficiency, helping Ha Tinh to soon achieve its development goals.
