Rights and responsibilities of the Vietnam Fatherland Front in election work.

The rights and responsibilities of the Vietnam Fatherland Front in the election of National Assembly deputies and People's Council deputies at all levels are stipulated in the 2013 Constitution; the Law on Election of National Assembly Deputies and People's Council Deputies (amended and supplemented in some articles by Law No. 83/2025/QH15) and the Law on the Vietnam Fatherland Front (amended and supplemented in some articles by Law No. 97/2025/QH15).

Accordingly, Article 4, Clause 5 of the Law on Election of National Assembly Deputies and People's Council Deputies (Election Law) stipulates: "The Vietnam Fatherland Front shall organize consultations to select and nominate candidates for National Assembly deputies and People's Council deputies at all levels; and participate in supervising the election of National Assembly deputies and People's Council deputies at all levels."

Article 19 of the Law on the Vietnam Fatherland Front stipulates that "The Vietnam Fatherland Front, in accordance with the law, organizes consultations, selects and nominates candidates for National Assembly deputies and People's Council deputies; participates in election-related organizations; coordinates with relevant state agencies to organize voter conferences at the commune level and meetings between voters and candidates; and participates in disseminating information and mobilizing voters to comply with election laws."

Thus, according to regulations, the Vietnam Fatherland Front has important rights and responsibilities in the election of National Assembly deputies and People's Council deputies, specifically as follows: Participating in election-related organizations; Organizing consultations to select and nominate candidates for National Assembly deputies and People's Council deputies at all levels; Coordinating the organization of voter conferences at the commune level and voter outreach meetings; Participating in disseminating information and mobilizing voters to comply with election laws; Receiving citizens, handling petitions and participating in resolving complaints, denunciations, suggestions, and feedback related to election work and candidates; Participating in supervising the election of National Assembly deputies and People's Council deputies at all levels.

The Vietnam Fatherland Front participates in organizations responsible for elections.

Article 21 of the Law on Election of National Assembly Deputies and People's Council Deputies stipulates that local election-related organizations include: (1) Election Committees in provinces and cities; (2) Election Committees in communes, wards, and special zones; (3) National Assembly Deputies Election Board; (4) Provincial People's Council Deputies Election Board; (5) Commune People's Council Deputies Election Board; (6) Polling Stations.

Regarding the authority to establish election-related organizations: After consultation with the Standing Committee of the People's Council and the Standing Committee of the Vietnam Fatherland Front at the same level, the People's Committee shall decide to establish election committees at all levels, election boards, and polling stations in accordance with the provisions of the Election Law.

Regarding the date of establishment:

The election committees at all levels must be established no later than November 30, 2025.

The National Assembly Election Committee and the People's Council Election Committees at all levels shall be established no later than January 4, 2026.

The polling stations must be established no later than January 31, 2026.

Regarding the composition of the organizations responsible for the elections:

The composition of the election committee at the provincial and city levels includes: representatives of the National Assembly delegation, the Standing Committee of the People's Council, the People's Committee, the Vietnam Fatherland Front Committee at the same level, and a number of relevant agencies and organizations.

The composition of the commune-level election committee includes: representatives from the Standing Committee of the People's Council, the People's Committee, the Vietnam Fatherland Front Committee at the commune level, and a number of relevant agencies and organizations.

The composition of the National Assembly Election Committee includes representatives from the Standing Committee of the People's Council, the People's Committee, the Vietnam Fatherland Front Committee at the same level, and a number of relevant agencies and organizations.

The composition of the Provincial People's Council Election Committee includes representatives from state agencies, political organizations, socio-political organizations, and social organizations.

The composition of the Election Committee for the People's Council at the commune level includes: representatives of state agencies, political organizations, socio-political organizations, social organizations, and representatives of local voters.

The Election Committee consists of representatives from state agencies, political organizations, socio-political organizations, social organizations, and representatives of local voters.

For election committees at all levels and the National Assembly election committees, the composition of the Vietnam Fatherland Front Committee at the same level is specifically stipulated in Article 22 of the current Election Law. For the election committees of People's Council representatives at the commune level and polling stations, Clause 2 of Article 24 of the Election Law does not specify the composition but only stipulates that political organizations, socio-political organizations, and social organizations should be included. In practice, previous elections have included representatives from the Vietnam Fatherland Front Committee and socio-political organizations in the composition of local election-related organizations. Circular No. 05/TT-MTTW-BTT dated November 4, 2025, issued by the Standing Committee of the Central Committee of the Vietnam Fatherland Front, provides guidance that "Based on the structure, composition, and number of election-related organizations as stipulated in Section 2, Chapter III of the Law on Election of National Assembly Deputies and People's Council Deputies, the Vietnam Fatherland Front Committee and political and social organizations shall appoint leading representatives to participate in election-related organizations; ensuring sufficient structure and composition of the Vietnam Fatherland Front Committee participating in election committees and election boards, and political and social organizations participating in election boards for People's Council deputies at all levels." Therefore, the Vietnam Fatherland Front Committees at the local level must thoroughly understand this guidance to ensure that the election-related organizations in their localities have the full composition as prescribed.

The responsibilities of the Vietnam Fatherland Front in organizing consultative conferences to select and nominate candidates for National Assembly deputies and People's Council deputies at all levels.

The Vietnam Fatherland Front is responsible for organizing and presiding over three rounds of consultative conferences as stipulated in the Law on Election of National Assembly Deputies and People's Council Deputies.

Accordingly, the Standing Committee of the Vietnam Fatherland Front at all levels shall proactively coordinate with the Standing Committee of the People's Council and the Election Committee at the same level to carry out the consultation process for selecting and nominating candidates for National Assembly and People's Council representatives in accordance with the Law on Election of National Assembly and People's Council Representatives; Joint Resolution No. 102/2025/NQLT-UBTVQH15-CP-ĐCTUBTWMTTQVN and relevant election guidelines. The Standing Committee of the Vietnam Fatherland Front at all levels shall select a suitable time for organizing the consultation; coordinate with the Standing Committee of the National Assembly and the Standing Committee of the People's Council to prepare documents, carefully review the structure, composition, number, and results of voter consultations at the workplace or place of work and residence of the nominated candidates to ensure compliance with regulations.

The Standing Committee of the Vietnam Fatherland Front at all levels proactively proposes and agrees with the Standing Committee of the People's Council at the same level on the projected allocation of candidates for nomination, ensuring that the list of nominated candidates submitted to the second consultative conference has the necessary surplus for the conference to consider and select the preliminary list of candidates for National Assembly and People's Council representatives.

The list of candidates submitted to the third consultative conference must ensure that the number of nominees exceeds the number stipulated in Clause 6, Article 57 and Clause 3, Article 58 of the Law on Election of National Assembly Deputies and People's Council Deputies.

If a candidate fails to receive the confidence vote of more than 50% of the total number of voters attending the voter meeting in their place of residence, they will not be included in the list of nominees for the third consultative meeting, except in special cases that require clear reporting for the consultative meeting to consider and decide. Special cases include individuals who meet the eligibility criteria and are expected to be nominated as candidates for the National Assembly or People's Council but, due to specific work conditions, have limited contact with voters and the people in their place of residence, and therefore do not receive more than 50% of the total confidence vote of the voters attending the meeting.

The responsibilities of the Vietnam Fatherland Front in coordinating the organization of voter conferences and meetings between voters and candidates.

The organization of voter conferences is carried out in accordance with the regulations in Resolution No. 101/2025/UBTVQH15 of the Standing Committee of the National Assembly; and Joint Resolution No. 102/2025/NQLT-UBTVQH15-CP-ĐCTUBTWMTTQVN of the National Assembly, the Government, and the Presidium of the Central Committee of the Vietnam Fatherland Front.

Organizing a meeting of voters at the workplace.

For candidates working full-time at Party agencies, the Vietnam Fatherland Front Committee, member organizations of the Front, and other social organizations, the meeting to gather voter opinions at their workplace will be convened and chaired by the leadership of the agency or organization.

If a candidate nominated for National Assembly or People's Council representative does not receive the confidence of more than 50% of the total number of voters attending the meeting, the leadership of the agency, organization, or unit shall organize the nomination of another person.

In cases where an agency, organization, or unit does not have qualified candidates to nominate for election as National Assembly or People's Council representatives, the head of the agency, organization, or unit shall promptly report to the Standing Committee of the Vietnam Fatherland Front at the provincial level, in coordination with the Standing Committee of the People's Council at the same level, to adjust the structure of candidates for National Assembly or People's Council representatives.

In cases of force majeure due to epidemics or natural disasters that prevent the organization of in-person meetings, online meetings or ballots for collecting opinions on candidates should be organized for voters in agencies, organizations, and units.

Organizing a meeting of voters in the residential area.

The Standing Committee of the Vietnam Fatherland Front at the commune level, in coordination with the People's Committee at the same level, convenes and presides over a meeting of voters residing in the area to gather opinions and express confidence in candidates for the National Assembly and People's Council (including nominated candidates and self-nominated candidates). This meeting is held in the village or residential area where the candidate permanently or temporarily resides. If the permanent or temporary residence cannot be determined, the meeting of voters shall be held in the village or residential area where the candidate is currently living.

The Standing Committee of the Vietnam Fatherland Front at the commune level, in coordination with people's organizations, shall inform and publicize the meaning and importance of the voter conference, the rights and obligations of voters in participating in the voter conference; ensure facilities and seating for voters; fully announce the brief biographies of candidates, the time and location of the voter conference through mass media so that voters are aware; and ensure that voters attend in the correct composition and sufficient number as stipulated in Resolution No. 101/2025/UBTVQH15 of the Standing Committee of the National Assembly.

In cases of force majeure due to epidemics or natural disasters that prevent the organization of in-person meetings, online meetings or ballots for collecting opinions on candidates should be organized for voters in their residential areas.

Based on the decision of the competent authority and the actual conditions and situation in the locality, the Standing Committee of the Vietnam Fatherland Front Committee at the commune level reports to the Party Committee at the same level, discusses and agrees with the People's Committee of the commune and the election-related organizations in the locality to choose the form of organizing online conferences or distributing ballots to collect opinions and organize implementation.

The responsibilities of the Vietnam Fatherland Front in organizing election campaigns.

Election campaigning is conducted in accordance with the provisions of Articles 65, 66, and 67 of the Law on Election of National Assembly Deputies and People's Council Deputies .

Accordingly, the election campaign of candidates is conducted through various forms of interaction with voters at voter outreach meetings in the localities where they are running for election; and through mass media.

The rights and responsibilities of the Vietnam Fatherland Front in election campaigning are stipulated in Articles 62 and 66 of the Election Law.

In this regard, the Standing Committee of the Vietnam Fatherland Front at the provincial level presides over and coordinates with the People's Committee in the electoral unit to organize meetings with voters for candidates running for National Assembly representatives and candidates running for Provincial People's Council representatives.

In exceptional cases where, due to objective circumstances, the Standing Committee of the Vietnam Fatherland Front at the provincial level cannot directly preside over the voter consultation meeting in the electoral unit, a written request must be submitted to the Chairman of the Vietnam Fatherland Front Committee at the commune level to preside. The Standing Committee of the Vietnam Fatherland Front at the provincial level must assign its staff to attend the voter consultation meeting in order to proactively monitor the situation and ensure that the meeting is conducted safely and in accordance with the law.

The Standing Committee of the Vietnam Fatherland Front at the commune level, in coordination with the People's Committee at the same level in the electoral unit, organizes meetings with voters for candidates running for the People's Council at their respective level.

Voter outreach meetings can be held in person or, depending on practical conditions, online or a combination of both. Online or hybrid online voter outreach is only permitted when technical conditions, network information security, and cybersecurity are ensured.

The Standing Committee of the Vietnam Fatherland Front at the commune level, in coordination with the People's Committee at the same level and relevant agencies and organizations, shall arrange an online meeting system ensuring technical conditions, network information security, cybersecurity, and suitability to the local situation; inform voters of the content, time, and method of organizing the online conference; and promote and encourage voters to attend the conference.

The period for holding voter outreach meetings for candidates to campaign begins on the date of the official announcement of the list of candidates and ends 24 hours before the start of voting (before 7:00 AM on March 14, 2026).

The Standing Committee of the Fatherland Front at the local level organizing the voter outreach meetings needs to coordinate with the Election Committee at the same level regarding the number of voter outreach meetings. Based on this, they should inform the candidates so that the candidates can proactively plan and organize the meetings. For candidates running for National Assembly representatives, the minimum is 12 meetings. For candidates running for Provincial People's Council representatives, the minimum is 7 meetings. For candidates running for Commune People's Council representatives, the minimum is 5 meetings.

Following the voter outreach meetings, the Standing Committee of the Vietnam Fatherland Front at the provincial level prepares a report on the organization of voter outreach meetings for candidates for National Assembly and People's Council representatives in the locality, and the opinions of voters on each National Assembly candidate, and submits it to the National Election Council and the Standing Committee of the Central Committee of the Vietnam Fatherland Front. The Standing Committee of the Vietnam Fatherland Front at the commune level prepares a report on the organization of voter outreach meetings for candidates for People's Council representatives in their locality and submits it to the corresponding Election Committee and the Standing Committee of the Vietnam Fatherland Front at the provincial level.

The role of the Vietnam Fatherland Front in propaganda work.

The Vietnam Fatherland Front Committees at all levels, in coordination with the People's Councils, People's Committees, member organizations, and media agencies, will organize information and propaganda activities regarding the election of deputies to the 16th National Assembly and deputies to the People's Councils for the 2026-2031 term. This aims to ensure that all voters understand the role and position of the National Assembly and People's Councils; the standards for National Assembly deputies and People's Council deputies; and the rights and obligations of citizens and voters, encouraging them to cast their votes to choose worthy candidates for the National Assembly and People's Councils. Through this process, they will gather information on the people's thoughts, aspirations, opinions, and recommendations to report to higher-level Party committees, governments, and the Vietnam Fatherland Front Committees. They will also promptly combat erroneous views, distorted narratives, and incitement that destabilize political stability and social order.

Propaganda work needs to be carried out regularly and continuously before, during, and after the election, using flexible and diverse methods, through digital technology platforms, the Digital Front application, mass media; grassroots information systems; fanpages of the Fatherland Front and political and social organizations at all levels; official social networks… At the same time, direct propaganda in residential communities should be intensified through conferences, Party branch meetings, neighborhood meetings, activities of mass organizations; using visual forms such as hanging banners, posters, and distributing leaflets…

The content, form, timing, and organization of propaganda activities shall follow the guidelines of the National Election Council; the Central Propaganda and Mass Mobilization Committee; and Guidance No. 13/HD-MTTW-BTT dated September 26, 2025, of the Standing Committee of the Central Committee of the Vietnam Fatherland Front on propaganda for the election of deputies to the 16th National Assembly and the election of deputies to People's Councils at all levels for the 2026-2031 term.

The Vietnam Fatherland Front's role in receiving citizens, handling petitions and letters, and participating in resolving complaints, denunciations, and feedback related to election work and candidates.

The responsibilities of the Vietnam Fatherland Front in receiving citizens, handling petitions, resolving complaints, denunciations, suggestions, and feedback related to elections are stipulated in the Law on Complaints; the Law on Denunciations; the Law on Receiving Citizens; the Law on Election of National Assembly Deputies and People's Council Deputies; the Law on the Organization of the National Assembly; the Law on the Organization of Local Government; and Joint Resolution No. 102/2025/NQLT-UBTVQH15-CP-ĐCTUBTWMTTQVN of the National Assembly, the Government, and the Presidium of the Central Committee of the Vietnam Fatherland Front guiding the consultation process and nomination of candidates for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. Circular No. 05/TT-MTTW-BTT dated November 14, 2025, of the Standing Committee guiding the Vietnam Fatherland Front's participation in the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term; Guidance No. 19-HD/UBKTTW dated August 25, 2025, of the Central Inspection Committee on resolving denunciations and complaints regarding the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term by Party committees, Party organizations, and inspection committees at all levels.

Accordingly, the Standing Committee of the Vietnam Fatherland Front at all levels is responsible for: Organizing citizen reception (assigning personnel to receive citizens, handle complaints, denunciations, and petitions); Inspecting the work of receiving citizens and handling complaints, denunciations, and petitions of lower-level Vietnam Fatherland Front Committees; Supervising the reception of citizens and handling of complaints, denunciations, and petitions by individuals and organizations responsible for receiving citizens and handling complaints, denunciations, and petitions; and Implementing reporting procedures as prescribed.

The Vietnam Fatherland Front participates in monitoring the election of National Assembly deputies and People's Council deputies at all levels.

The rights and responsibilities of the Vietnam Fatherland Front in supervising election work are stipulated in Clause 5, Article 4 of the Law on Election of National Assembly Deputies and People's Council Deputies; Clause 2, Article 26 of the Law on the Vietnam Fatherland Front; and according to the guidance in Circular No. 04/TT-MTTW-BTT dated November 4, 2025, of the Standing Committee of the Central Committee of the Vietnam Fatherland Front, guiding the Vietnam Fatherland Front Committees to inspect and supervise the election of National Assembly Deputies of the 16th term and People's Council Deputies at all levels for the 2026-2031 term.

Accordingly, the Vietnam Fatherland Front Committee is responsible for supervising the implementation of election policies and laws by relevant state agencies, organizations, and individuals, focusing on the following aspects: The establishment and operation of the National Election Council and local election-related organizations; the nomination of candidates for National Assembly and People's Council representatives and the submission of candidacy documents by candidates and nominated individuals; the organization of voter consultations in their places of residence regarding candidates; the preparation and posting of voter lists; the preparation and posting of candidate lists; election propaganda and campaigning; the voting process and vote counting; and the receipt, processing, and resolution of complaints, denunciations, petitions, and feedback related to election work.

Some points to note

Firstly, the implementation of the election process by the Vietnam Fatherland Front requires strict adherence to legal regulations and close coordination to ensure fairness and accuracy, from the nomination of candidates to the supervision of the voting process. Fatherland Front committees at all levels need to thoroughly understand the guiding documents and adhere to them carefully, precisely, and in accordance with regulations.

The Standing Committee of the Vietnam Fatherland Front at all levels should proactively develop implementation plans at their respective levels with detailed schedules and content, outlining daily and weekly tasks to be completed; thoroughly disseminate and implement regulations and procedures; and closely monitor the local situation.

Secondly, strengthen coordination with local election organizations, agencies, organizations, and units in organizing consultative conferences, candidate nomination conferences, voter conferences, and other tasks under the responsibility of the Vietnam Fatherland Front Committee to ensure smooth and unified implementation, in accordance with regulations and election schedules.

When deemed necessary, some members of the Advisory Council or Advisory Board of the Vietnam Fatherland Front Committee may be invited, or political and social organizations may be requested to assign some specialized staff to participate in carrying out specific tasks.

Thirdly, the Standing Committee of the Vietnam Fatherland Front at the provincial level shall report to the Standing Committee of the Central Committee of the Vietnam Fatherland Front:

Submit the minutes of the consultative meetings, paying attention to the situation of self-nominated candidates: one (1) day after each consultative meeting.

Report on the progress of nominating candidates for National Assembly and People's Council representatives: no later than February 3, 2026.

Report on the organization of conferences to gather opinions from voters in their place of residence and workplace (if any) regarding candidates for National Assembly representatives and People's Council representatives at all levels: no later than February 9, 2026.

A report on the situation and results of organizing meetings between candidates and voters to conduct election campaigns, along with a summary of voters' recommendations to the Party, the State, and the Central Committee of the Vietnam Fatherland Front, must be submitted no later than 5:00 PM on March 14, 2026.

A quick report on the situation and results of the local election day: March 15, 2026.

Report on monitoring activities of the Vietnam Fatherland Front Committee: no later than March 20, 2026.

A summary report on the work of the Fatherland Front in participating in the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term, along with a summary list of elected National Assembly deputies who are cadres of the Fatherland Front, mass organizations, ethnic minorities, and religious groups in their respective localities, must be submitted no later than March 30, 2026.
