90 days and nights of drastic acceleration to reach the public investment finish line

Implementing the Prime Minister's Official Dispatch No. 169/CD-TTg on key tasks and solutions to promote the disbursement of public investment capital in 2025, the Provincial People's Committee issued Plan No. 210/KH-UBND on the 90-day campaign to disburse public investment capital (Plan No. 210). By October 14, the whole province had disbursed 14,692.7 billion VND, reaching 58.7%, higher than the average level of the whole province. Currently, departments and branches are continuing to closely follow the progress critical lines, with high determination to disburse 100% of the assigned capital plan before December 31.

At the construction sites of key projects such as Nam Song Ma Avenue (phase 2), the North-South Expressway connecting project with National Highway 1A to Nghi Son Port, the North-South railway overpass... investors and contractors are mobilizing maximum means, human resources and continuously transporting materials for construction.

The North-South railway overpass project has a total investment of 647 billion VND, and will start construction in July 2024. This is the first cable-stayed bridge in Thanh Hoa , with the goal of synchronously connecting traffic infrastructure and urban technical infrastructure, creating favorable conditions for people to travel; reducing traffic congestion on National Highway 47 through the North-South railway. Mr. Thai Hoai Ha, commander of the North-South railway overpass construction site, shared: "The project has completed 90% of the volume. The construction unit is focusing on human resources and materials to construct "3 shifts, 4 teams" with an urgent spirit, ensuring that the project will be technically opened to traffic by the end of December 2025 and officially put into use in early 2026".

According to the Department of Finance, the total public investment capital allocated to project management boards (PMUs) for construction investment in the area is 2,448 billion VND. Many units have implemented the project methodically and achieved impressive disbursement results such as: Yen Dinh Regional PMU (37 billion VND, reaching 100%), Thieu Hoa Regional PMU (81.6 billion VND, reaching more than 90%), Hoang Hoa Regional PMU (125.6 billion VND, reaching 75.5%)... In addition, 166 communes and wards were assigned 2,315 billion VND, to date, 35 communes and wards have completed 100% disbursement. Investors are continuing to coordinate with contractors to urge progress and handle problems at the site to soon put the projects into operation, creating new growth space for the locality.

In the group of key projects invested by the Project Management Boards, the capital allocated is large and the pressure is also much greater. Typically, the Project Management Board of Nghi Son Economic Zone and Industrial Parks (Regional Board) was allocated capital of more than VND 2,532 billion in 3 phases. Of which, the capital allocated to the investor before the change of the two-level local government was more than VND 619.7 billion. After receiving additional capital sources, the Regional Board has made efforts to implement the projects, but the projects have encountered difficulties due to lack of materials and site clearance. The representative of the Regional Board said that the unit is urgently coordinating with units to review each site clearance bottleneck to handle it thoroughly, coordinate with local authorities to speed up payment, support, and resettlement; at the same time, divide the construction work into smaller sections, increase the frequency of supervision to speed up the progress of key projects in the last months of the year. The Project Management Board also reported and proposed to the Department of Finance to adjust the capital plan for projects that are not able to absorb capital to transfer to other projects, avoiding capital flow congestion.

Deputy Director of the Regional Board Le Thanh Hai said: “Once the site is completely cleared, we will urge the contractor to work overtime, increase shifts and speed up the progress. We are committed to rectifying and closely coordinating with the locality, making every effort to improve the disbursement rate in the coming time.”

According to Plan No. 210 on the 90-day and night peak campaign to complete the disbursement of public investment capital in 2025, Thanh Hoa aims to complete 100% of the capital plan before December 31. The plan requires all levels, sectors and investors to uphold discipline, clearly define the responsibilities of leaders, consider disbursement as a key political task, associated with the assessment of the level of task completion, emulation and rewards. Accordingly, Thanh Hoa strives to disburse at least 60% of capital before October 31; 70% before November 30 and 100% before December 31. The plan also emphasizes the requirement that disbursement must go hand in hand with the quality of works, strengthen inspection, supervision, strictly handle organizations and individuals causing delays, must not avoid or shirk responsibility and must not let public investment capital "lie" on paper.

After nearly a month of implementing the Campaign, the Department of Finance's summary shows that the disbursement progress has clearly changed. Some projects have achieved disbursement levels higher than the requirements, typically projects implemented by the Provincial Military Command, Nghi Son Economic Zone Management Board and Industrial Parks, Project Management Boards of Ngoc Lac and Thieu Hoa areas; along with that, many communes and wards such as Luu Ve, Quang Yen, Quang Ngoc, Xuan Du, Yen Tho... also achieved positive results. These "movements" show the spreading impact of the campaign, creating a competitive atmosphere, a spirit of progress competition and a determination to break through in the system of investors and local authorities.

At the provincial conference on promoting the disbursement of public investment capital in 2025, the Chairman of the Provincial People's Committee emphasized that departments, branches, sectors and localities must promote the highest sense of responsibility, strictly follow the direction of the Provincial People's Committee, especially the 90-day peak campaign, considering this as the key action period of the fourth quarter. The Chairman of the Provincial People's Committee requested determination to complete 100% of the disbursement plan before December 31, and resolutely not to delay due to subjectivity, avoidance or lack of determination in direction and management.

To address the shortage of raw materials that is directly affecting the progress of projects, the People's Committees of communes, wards and construction investment project management boards have reviewed, compiled and reported the material demand for projects under construction, including 14.3 million m3 of soil, 1.58 million m3 of stone and 1.75 million m3 of sand. On that basis, the Department of Natural Resources and Environment has advised the Provincial People's Committee to allow 2 mines to increase their capacity, urge 6 mines to resume operations and 4 mines are expected to be put into operation before November 2025, add nearly 1.8 million m3 of fill soil to the market; increase the capacity of some sand mines and require 5 stone mines to complete land allocation documents to put into operation.

Implementing Resolution No. 66.4/2025/ND-CP dated September 21, 2025 of the Government on promulgating specific mechanisms and policies to remove difficulties in implementing the Law on Geology and Minerals in 2024, the Department of Natural Resources and Environment has also coordinated to review 8 eligible mine areas to submit to the Provincial Party Committee Standing Committee for consideration of the policy of not auctioning mining rights to grant licenses under a specific mechanism, creating conditions for contractors to have a stable source of raw materials, contributing to speeding up the disbursement and construction progress of the project.

With synchronous and drastic solutions from the province to the grassroots, it is expected that the 90-day and night Campaign with specific actions, the substantial participation of each industry, each locality and each leader, Thanh Hoa will reach 100% of the capital plan, maintain its leading position in the country, and promote the driving role of public investment in socio-economic growth.
