Many positive results, determined to achieve the 2025 target
At the meeting "Standing Government gives opinions on the contents of preparations for the upcoming regular Government meeting in May 2025", reports and opinions unanimously assessed: In May and the first 5 months of 2025, the Government, the Prime Minister, all levels, sectors and localities have directed the drastic, synchronous and effective implementation of resolutions and policies of the Central Committee, the Politburo , the Secretariat and the National Assembly.
The workload, although large and complex, was completed in a short time.

The economy continues to grow. The macro economy is basically stable, inflation is under control, and major balances are guaranteed. Many targets and indicators are better than last month and the same period last year. The three strategic breakthroughs in institutions, infrastructure, human resources and the "four pillars" continue to be promoted, achieving clear results.
Cultural and social fields are focused on; people's lives continue to improve. National defense and security are maintained. Foreign affairs and international integration are implemented actively and effectively.
However, the economy is forecast to continue to face many difficulties. The workload in June and the third quarter of 2025 is huge, with many tasks being revolutionary and unprecedented. Prime Minister Pham Minh Chinh requested all levels and sectors to promote a high sense of responsibility and determination, striving to achieve the highest growth results, in order to achieve the growth target of 8% or more in 2025.
Concluding the meeting, Prime Minister Pham Minh Chinh requested the Ministry of Finance and the Government Office to collect comments and complete the report and draft Resolution of the regular Government meeting in May 2025. The documents must ensure "6 clear": clear people, clear work, clear time, clear responsibility, clear product, clear authority.
Social housing: Need to perfect institutions and implement drastically
On the same day, Prime Minister Pham Minh Chinh chaired a national online conference on social housing, connecting to 63 provinces and cities. Attending the conference were Deputy Prime Minister Tran Hong Ha, leaders of ministries, ministerial-level agencies, government agencies, and leaders of provinces and cities.
Speaking at the conference, Prime Minister Pham Minh Chinh said that the Party and State always pay attention to social policies and social security, especially the right to housing for people, especially the disadvantaged. The Government has submitted to the National Assembly laws related to housing; issued 25 decrees and 22 resolutions on social housing. In 2023, the Prime Minister approved the Project to invest in building at least 1 million social housing apartments in the 2021-2030 period.

To date, the country has planned 1,309 locations, with a scale of 9,737 hectares of land for social housing. 686 social housing projects have been implemented with a scale of nearly 628 thousand units. Of which, 117 projects have been completed (nearly 81 thousand units); 159 projects have started construction (more than 135 thousand units); 416 projects have been approved for investment (more than 417 thousand units). The number of completed and started projects reached 51% of the Project's target by 2025.
The Government submitted to the National Assembly for approval Resolution 201/2025/QH15 dated May 29, 2025 on piloting specific mechanisms and policies for social housing development. On June 1, the Government issued Resolution 155/NQ-CP to implement Resolution 201. The resolutions have many breakthrough contents, removing institutional obstacles such as: National Housing Fund; assigning investors without bidding for social housing projects not using public investment capital; cutting many procedures.
Prime Minister Pham Minh Chinh directed leaders of ministries, branches and localities to urgently and effectively implement these resolutions. Attention should be paid to budget allocation, resource mobilization and land issue resolution. Implementation should be carried out with the motto of "high determination, great effort, drastic action", and implementation should be organized with "clear people, clear work, clear time, clear products, clear responsibilities and clear authority".
The Prime Minister noted that no organization or individual should take advantage of the Party and State's preferential policies on social housing for personal gain.
