Resolutely handle unsafe "spider web" fiber optic cables

After many years of service exploitation, there are still many telecommunication cables on the electric poles of units that have stopped exploiting but have not been collected, causing electrical safety and urban aesthetics. The responsibility of enterprises and units exploiting the services needs to be enhanced to ensure aesthetics and prevent accidents and related fire incidents.

Mr. Le Minh Quoc Viet, Director of Binh Duong Power Company (PCBD), said that since 2020, PCBD has signed a contract with Binh Duong Power Service Enterprise (DVĐLBD) to assign the management and operation of information and telecommunication cables hanging on electric poles to this unit to coordinate with information/telecommunications network operators to completely handle 2,500 dangerous locations that affect urban aesthetics.

“However, there are currently many areas and locations where unused information cables are hung tangled on electric poles and around transformer stations, causing many difficulties for workers while working, and are also very susceptible to fire and explosion, especially in the current hot season. Many cable locations are broken and sagging, causing unsafe conditions for people and vehicles passing by,” added Mr. Le Minh Quoc Viet.

PCBD leaders said that the inspection at the end of April 2023 showed that many unsafe locations had not been thoroughly handled, especially junk cables and unused cables that were not collected by telecommunications/information companies. This situation has caused difficulties in managing, operating, repairing and troubleshooting the power grid, making it unsafe for workers working on the power grid, endangering people, and making management difficult and uncontrollable. Old broken and damaged subscriber cables were not removed, combined with the development of new subscribers by many telecommunications companies, leading to an increasing number of cables on power poles that were not hung and bundled according to regulations.

Mr. Nguyen Thanh Xuan, Director of DVDLBD Enterprise, said that the province still has many dangerous locations of telecommunication cables and information on the electric poles of 223 grid lines that need to be promptly repaired. Since May 2021, relevant telecommunication units have focused on speeding up the handling process but have not been thorough. Currently, network operators are checking, reviewing and implementing to ensure safety, not allowing incidents that threaten the health, life and property of people.

According to the assessment of the electricity industry, in recent times, telecommunication and information cables hanging on electric poles have not complied with the regulations of the electricity industry and national technical standards, causing many accidents causing damage to people and property. Through a number of previous accidents, it can be seen that non-compliance with safety standards, inspection and supervision after use are still limited. At the recent inspection, to overcome and limit possible risks, especially in the upcoming rainy and stormy season, PCBD requested the DVĐLBBD Enterprise to urgently speed up the coordination with telecommunications units to handle the situation thoroughly.

Difficulty in management

Mr. Le Tuan Anh, Director of the Department of Information and Communications, said that after about 5 years of implementing plans for undergrounding and renovating telecommunication cable networks, 100% of residential areas, new urban areas, and industrial parks have been planned and invested in underground telecommunication cable infrastructure in sync with other technical infrastructure works, contributing to ensuring the safety of telecommunication networks and urban beauty.

Specifically, by the end of 2022, telecommunications enterprises in the province had undergrounded all telecommunications cables, including main cables and subscriber cables, on 33 routes with a length of about 40km in central urban areas. Currently, telecommunications enterprises have completed the investment in underground infrastructure for an additional 29 routes with a length of about 50km and will deploy underground cables on these routes in 2023. The work of renovating the telecommunications cable network hanging on power poles is chaired by PCBD, in coordination with telecommunications network operators. In the period of 2021-2022, about 90km was renovated by bundling, without shackles, in addition, PCBD has handled nearly 2,500 locations at risk of contact, short circuit causing fire and explosion.

According to Mr. Le Tuan Anh, currently, the state management of telecommunications service quality in the area is mainly carried out according to the inspection plan of the Department of Telecommunications when receiving requests, and the locality faces many difficulties due to limited human resources. The units providing telecommunications and pay-TV services in the locality are mainly branches or affiliated units of corporations and general companies operating under many different models, making it difficult to determine responsibility for publishing and reporting service quality.

“Too many organizations are licensed to set up private telecommunications networks and deploy cable networks in the same area. The use of shared power poles to hang telecommunications cables still has many shortcomings, and there are no technical regulations to regulate the use of shared cable pole systems for the electricity, lighting, and telecommunications sectors. Telecommunications enterprises have not proactively complied with the national technical regulations on telecommunications peripheral cable networks - QCVN 33:2019/BTTTT. The personnel performing state management tasks on telecommunications cable networks at the provincial and district levels are still limited. Local telecommunications enterprises are mainly branches or affiliated units, so their authority to decide on funding for undergrounding and upgrading cable networks is limited. Urban technical infrastructure in old urban areas still has many limitations, not ensuring investment in underground sewers and tanks,” said Mr. Le Tuan Anh.

Mr. Le Tuan Anh, Director of the Department of Information and Communications: There should be regulations allowing branches and affiliated units of local telecommunications corporations and general companies to be more proactive in deciding on funding for undergrounding and renovating cable networks; consider developing and promulgating technical standards for shared cable tower systems to determine the location, height, and distance of cable lines to help clarify the responsibilities of the entities.
