(QBĐT) - This morning, June 26, comrade Tran Thang, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired a meeting on compensation, support, and site clearance (GPMB) for the construction project of the North-South expressway in the East, phase 2021-2025, section through Quang Binh province. Attending were leaders of relevant departments, branches, units, and localities.

According to the report of the Department of Transport, as of June 25, the People's Committees of the districts have issued decisions on compensation and support for site clearance for the North-South expressway project through Quang Binh province, reaching 99.54%.
Localities have also completed 13/26 resettlement areas for people, the remaining 13 resettlement areas have reached about 93% of the volume and are continuing to be constructed; the relocation of medium-voltage and low-voltage power lines and telecommunication stations has reached about 74% of the volume.

Since the project was implemented, the district People's Committee has approved compensation of more than VND 2,324 billion, reaching 99.54% of the plan; disbursed more than VND 2,280 billion, reaching 98.09% of the plan. The length of the land handed over to the Project Management Boards (PMUs) is 124.69km, reaching 98.62%, the remaining 1.74km, accounting for 1.38% of the length of the project through Quang Binh province, has not been handed over.
However, currently, compensation and site clearance work still has some difficulties and problems, such as: The unfinished 13 resettlement areas affect the progress of handing over the project's site; some households in Le Thuy district have not agreed to the resettlement plan; in Bo Trach district, some households subject to resettlement have agreed to receive money, however, finding temporary housing is facing difficulties, while new housing in the resettlement area needs time to be completed.

The assessment of the impact of the North-South expressway project on the lives and health of people whose houses are located within 3m of the land acquisition and clearance mark as directed by the Ministry of Transport has not been completed.
Specifically, Project Management Board 6 has not yet implemented the project, the Ho Chi Minh Road Project Management Board has inspected the site but has not reported the results so that the district People's Committee has a basis for propaganda, mobilization, and compensation and support plans according to regulations; affecting the progress of project site handover.

At the meeting, representatives of departments, branches, units, localities, and project investors raised a number of difficulties and obstacles; at the same time, recommended and proposed solutions to strive to complete site clearance work, handing over all sites to project investors according to the set plan.
In his concluding remarks at the meeting, Chairman of the Provincial People's Committee Tran Thang emphasized: Quang Binh Province is determined to complete the handover of 100% of the North-South Expressway project site to the investor by June 30, following the direction of the Prime Minister. Therefore, departments, branches, units and localities need to resolutely and synchronously deploy implementation solutions.

Regarding the backlog and unresolved problems, localities are required to mobilize the entire political system to propagate and mobilize, especially to organize direct dialogues with people; promptly grasp their thoughts and aspirations, flexibly and effectively apply legal regulations to resolve people's legitimate and legal complaints and recommendations on resettlement, temporary residence, compensation, support and other related issues.
For cases where the compensation and support plan has been approved but people have not received compensation or have not received money, there are still recommendations, proposals and requests for the People's Committees of the districts to urgently review the plan for consideration and settlement in accordance with regulations.

In cases where the regime and policies have been fully implemented but compensation and support are still not received or there is intentional obstruction, then the construction protection plan or enforcement shall be implemented according to the provisions of law.
Regarding the existing problems in technical infrastructure, land, and conditions for resettlement, the Chairman of the Provincial People's Committee directed localities to continue to increase human resources and means to organize construction in "3 shifts, 4 teams" to complete resettlement work and relocate technical infrastructure works.

At the same time, temporary resettlement plans for people should be implemented to hand over the land to the project as soon as possible, but must ensure the lives and living conditions of the people. Households that have received compensation but have not yet relocated or disposed of assets on the land need to be implemented soon.
Chairman of the Provincial People's Committee Tran Thang also gave specific instructions on difficulties, obstacles, and remaining issues in localities. At the same time, he requested the Project Management Boards to coordinate with localities to complete the assessment of the project's impact on people whose houses are within 3m of the land acquisition and clearance mark. Construction must be carried out as soon as the site is handed over to ensure the progress of the national key project.

The Chairman of the Provincial People's Committee also noted a number of issues related to ensuring security, order, and environmental sanitation during construction and mineral mines to serve the project.
