The National Data Center is assigned by the Government to the Ministry of Public Security to build, manage, exploit and operate to integrate, synchronize, store, share, analyze, exploit and coordinate data of State agencies according to the provisions of law, in order to form a human data warehouse and a synthetic data warehouse from national databases.

On the morning of February 25, in Hanoi , the Ministry of Public Security held a ceremony to launch the National Data Center.
Attending the ceremony were comrade Nguyen Duy Ngoc, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission ; General Luong Tam Quang, Politburo member, Minister of Public Security chaired the ceremony.
On October 30, 2023, the Government issued Resolution No. 175/NQ-CP approving the National Data Center Project, in which the Ministry of Public Security was assigned to establish the National Data Center as a unit equivalent to the Department level under the Ministry of Public Security.
In particular, data at the National Data Center is the core platform providing data-related services, supporting policy making, creating development, building digital government, digital society and digital economy, ensuring national defense and security, and is an important driving force to build a new era of prosperity.
At the same time, provide technological infrastructure for socio-political organizations, national database systems and agencies in need of exploitation, operation, efficiency improvement and network security assurance.
Resolution 57-NQ/TW of the Politburo strongly affirmed the role of the National Data Center, when identifying the Center as the "core" and pillar of the national digital transformation process, data is identified as the main means of production of the new era, data infrastructure is one of the four pillars of the digital era.

In his speech, Minister Luong Tam Quang emphasized: Along with the success of Project 06, the National Data Center with the goal of promoting the value of data - a valuable resource, new means of production to create a driving force for innovation, improve labor productivity, national competitiveness, and raise the country's position continues to be the vision, orientation, and special attention of the Party and State.
This is also a comprehensive data warehouse, a pillar for developing and forming digital products and reliable data systems of the State, in order to connect, share, and create many new values for development, contributing to ensuring safe and stable digital infrastructure, creating a solid foundation for the process of building a digital government, digital economy, and digital society.
Urgently implementing Resolution No. 57-NQ/TW of the Politburo and Resolution No. 175/NQ-CP of the Government, the National Data Center was built and put into operation to carry out the noble mission that the Party and State leaders have entrusted to the People's Public Security force, the Minister of Public Security affirmed.
Comrade Nguyen Duy Ngoc, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission, presented flowers to congratulate the National Data Center.
General Luong Tam Quang requested: The Board of Directors of the National Data Center urgently coordinates with relevant units to develop and advise on the issuance of guiding documents to ensure consistency and take effect at the same time as the Data Law; research and develop a Data Science Innovation Fund to support individuals and start-up businesses in the field of data; coordinate research and develop mechanisms and policies to encourage the exploitation and use of data to promote innovation and digital economic development.
Minister Luong Tam Quang emphasized that the Center needs to closely coordinate with the Department of Administrative Police for Social Order to promote the early completion of national databases, specialized databases, especially core databases to develop a comprehensive data warehouse, data associated with people is the main pillar, creating a foundation for the development of digital government, promoting the digital economy and forming a digital society.
Develop and implement a set of standards for planning the architecture of national databases on data classification and decentralization; complete specific planning for storage and establish information security and safety policies for each type of data. Coordinate research and develop regulations for data synchronization from population and identity database; research and advise on early construction of data floors and open data portals.
Major General Nguyen Ngoc Cuong, Director of the National Data Center, took the oath on behalf of the unit's officers and soldiers at the ceremony.
Urgently build and complete necessary infrastructure conditions, ensuring progress so that the National Data Center can officially operate from August 19, 2025; with the requirement that the infrastructure must be modern, have long-term use value; be unified and synchronous in operation, management and ensure absolute security, safety, savings and efficiency.
The National Data Center urgently stabilizes and proposes to improve the organization according to each development stage of the Center; researches and develops plans to foster, train, and coach to improve the capacity and qualifications of officers and soldiers, with knowledge, skills, and innovative and creative thinking, meeting the requirements of the digital economy and the fourth industrial revolution; researches and proposes breakthrough mechanisms to attract domestic and foreign talents; appropriate mechanisms and policies to mobilize huge resources from enterprises and economic sectors to participate in the development, exploitation, and use of data.
Regarding the development of science, technology and innovation, the National Data Center must closely follow Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation and Resolution No. 03/NQ-CP of the Government promulgating the Action Program to implement Resolution No. 57-NQ/TW, urgently develop a plan to implement tasks of science, technology development and innovation.
Urgently research and advise on the proposal to establish a National Data Innovation and Exploitation Center as a unit under the National Data Center to research, apply and exploit the potential of data to serve the advisory work of national policy making on socio-economic development, national defense, security and to reduce administrative procedures to best serve the people, businesses and society. Promote international cooperation on data.
Minister Luong Tam Quang believes that with the high determination and great responsibility of the Board of Directors and the entire staff and experts of the Center, as well as the close coordination of the units, the National Data Center will excellently complete its tasks, bringing practical values to people, businesses and society, and being the pillar to successfully implement the national digital transformation revolution./.
