Urgent need from the border

In the far west of the country, it is said that when the rooster crows from A Pa Chai, all of Vietnam, Laos and China can hear it. At that frontier, Sin Thau commune ( Dien Bien province), after merging three communes Sin Thau, Sen Thuong and Leng Su Sin, has become a large border area with an area of ​​over 516km², a border length of over 69km, of which 28.213km borders Laos and the rest borders China.

In that borderland, 98% of the population are ethnic minorities, mainly Ha Nhi (51.08%), Mong (41.79%)... life is still difficult, the terrain is rugged, and transportation is difficult. However, the desire to study of the children here has never cooled. The whole commune currently has 4 general schools with 59 classrooms and more than 1,340 students, all of whom are eligible for support policies under Decree 66/2025/ND-CP.

However, the school system is still fragmented, the facilities are degraded, many schools are dozens of kilometers away from the commune center, and the living conditions of boarding students are still poor. Therefore, the construction of a boarding school connecting primary and secondary levels is considered an important turning point, aiming to stabilize the education network and create better learning conditions for children in the border areas.

Mr. Dang Thanh Huy - Secretary of the Party Committee of Sin Thau Commune shared: "In the border area of ​​the Fatherland, investing in schools is investing in the future of the border. This boarding school not only has educational significance but is also a symbol of the belief and aspiration of the people in the far West to rise up."

Careful preparation, synchronous investment

Implementing the Politburo 's Conclusion in Notice No. 81-TB/TW dated July 18, 2025 on the policy of building schools in border communes, the People's Committee of Dien Bien province issued Decision No. 1872/QD-UBND dated August 19, 2025, assigning the Project Management and Land Fund Development Board of Region 5 to prepare a report proposing the investment policy for Sin Thau Ethnic Minority Boarding School.

The project has a total investment of nearly 200 billion VND from the central budget, to be implemented in the period 2025-2026. The project is planned to be built on a land area of ​​about 8 hectares, at the old location of Leng Su Sin Secondary School for Ethnic Minorities, where the infrastructure is relatively solid and convenient for expansion.

The project includes 32 cultural classrooms, 14 subject classrooms, a library, a medical room, a principal's office, a Youth Union activity room, a multi-purpose hall, a kitchen, a warehouse, a sports field, and 106 student dormitories along with a teacher's office. In addition, the school will be invested in modern learning equipment, aiming at digital transformation in teaching and learning for ethnic minority students.

According to Plan No. 5952/UBND dated October 28, 2025, Sin Thau Primary and Secondary Boarding School for Ethnic Minorities is one of nine border boarding school projects that will simultaneously start construction on November 2, 2025, opening a new development stage for education in the border area of ​​Dien Bien.

Mr. Le Hong Thang - Acting Director of the Project Management Board and Regional Development Department 5 affirmed: "The project has been carefully prepared from planning, design to human resource arrangement, ensuring savings, synchronization and modernity. The goal is to create a standard learning environment, while contributing to stabilizing the population and maintaining the border."

School of faith and dreams

When Sin Thau Ethnic Minority Boarding Primary and Secondary School comes into operation, the school will receive more than 1,000 students (including 591 primary school students and 486 secondary school students) along with 79 cadres, teachers and staff transferred from existing schools. The two schools in Sin Thau and Sen Thuong will continue to maintain the boarding model, ensuring that students in remote areas still have favorable learning conditions.

The students here are excited every day. Sung Dieu Ly, a 6th grader, shared: “We are looking forward to it. With a new boarding school, spacious classrooms, a dormitory and a nice dining room, going to school will be more fun and safer during the rainy season.”

Mr. Long, a parent in Sen Thuong village, emotionally said: “We Ha Nhi people are grateful to the Party and the State. Our children can study nearby, eat and live at school, and our parents can work in the fields with peace of mind, and in the winter they don’t have to worry about their children having to go far away.”

Not only is it a place to spread knowledge, the project also has the meaning of sustainable development: reducing regular budget expenditure, increasing the efficiency of land and public asset use, and promoting the development of culture and society in the border area. A solid school in the middle of the forest is a "soft fence" that contributes to maintaining national defense and security in the far northwest of the Fatherland.

Knowledge grows with the frontier

According to Mr. Dang Thanh Huy, the investment in Sin Thau Ethnic Boarding Primary and Secondary School is a “strategic step in developing border education”. When completed in 2026, the school will be a “common home” for thousands of students in the far West, contributing to the formation of a young generation with knowledge, courage and love for the homeland.

“Every brick, every classroom in this school is a testament to the love for the Fatherland, an affirmation that even in remote frontiers, the light of knowledge still shines endlessly,” said Mr. Dang Thanh Huy.

From A Pa Chai, where the rooster crows and three countries hear, the new boarding school is about to be started and formed as a symbol of faith, knowledge and aspiration to rise from the border region of the Fatherland.
