Arrangement of schools, hospitals, state-owned enterprises, organizations within ministries and branches

The Steering Committee requested agencies and organizations to develop plans to continue arranging schools, hospitals, state-owned enterprises, and focal organizations within ministries and branches; to be completed before September 30.

The Central Steering Committee summarizing Resolution 18 on restructuring and streamlining the apparatus (Steering Committee) has just sent an official dispatch to agencies and units on restructuring public service units, state-owned enterprises and focal points within agencies and organizations in the political system.

Accordingly, the Steering Committee requested the Standing Committee of the Government Party Committee to review, research, propose promulgation, amendment, supplement or promulgate under its authority legal documents to create a legal basis for implementing the arrangement of public service units, schools, medical facilities, state-owned enterprises; and the arrangement of organizations within ministries, ministerial-level agencies, and government agencies.

At the same time, review and clearly define the functions, tasks and powers of agencies, units and organizations, especially agencies and organizations after mergers and acquisitions, and propose and make reasonable adjustments if necessary.

The Standing Committee of the Government Party Committee is also required to review and perfect the institution to continue decentralization and delegation of power between the Government, the Prime Minister and ministries, branches... between the Government, the Prime Minister and local authorities, between heads of ministries, branches and local authorities, between local authorities at all levels, between provincial and communal People's Committees and specialized agencies under the People's Committees at the same level, between specialized agencies under provincial People's Committees and specialized agencies under communal People's Committees.

At the same time, continue to review, arrange, and streamline the organizational structure in ministries, ministerial-level agencies, and government agencies; strictly implement the policy of not establishing divisions in departments under ministries and branches. In special cases, for departments under ministries and branches that have recently merged or consolidated 3 or more department-level focal points or have a large number of staff (45 or more staff), it is possible to consider establishing divisions (implemented in accordance with regulations, each division has 15 or more people).

The Steering Committee assigned the Ministry of Finance to preside over research and propose plans to reorganize state-owned enterprises and the internal apparatus of enterprises under the management authority of ministries, ministerial-level agencies, government agencies and localities in accordance with the new situation.

The Ministry of Home Affairs shall preside over the research and propose plans to reorganize public service units under the management authority of ministries, ministerial-level agencies, government agencies and localities; research and propose plans to reorganize schools, educational institutions and medical facilities under the management authority of the Ministry of Education and Training, the Ministry of Health, ministries, branches and localities.

The Standing Committee of the Party Committee of the Ministry of Education and Training studies and proposes a model of party organization in universities to ensure conformity and synchronization with the arrangement of universities.

Complete the arrangement and streamlining of mass organizations

For the Standing Committee of the National Assembly Party Committee, the Steering Committee requests coordination with the Standing Committee of the Government Party Committee to lead and direct the research, proposal of amendments and supplements to the promulgation of laws and resolutions to create a legal basis for the implementation of the arrangement of public service units, schools, educational institutions, medical facilities, and state-owned enterprises.

At the same time, reorganize the internal organizations of ministries, ministerial-level agencies, government agencies, local agencies, organizations, and units. Review regulations on functions and tasks, especially those of agencies and organizations after mergers and acquisitions, and propose and make reasonable adjustments if necessary. Research and propose plans to reorganize and streamline the internal organizations of the National Assembly Office and National Assembly agencies.

The Steering Committee assigned the Standing Committee of the Party Committee of the Vietnam Fatherland Front and the Central mass organizations to lead and direct the completion of the arrangement and streamlining of mass organizations assigned by the Party and the State. Review the functions, tasks, and organizational structure of the press agencies under the Central Committee of the Vietnam Fatherland Front, socio-political organizations and mass organizations assigned by the Party and the State.

At the same time, perfect the organizational and operational model of the Vietnam Cooperative Alliance and the Vietnam Federation of Commerce and Industry. Continue to research and propose plans to reorganize and streamline the internal organizations of the Central Agency of the Vietnam Fatherland Front.

Build a lean plan before September 30

The Steering Committees of the Standing Committees of the Provincial and Municipal Party Committees shall direct and review and promptly issue regulations on the functions, tasks, and organizational structure of provincial and communal-level agencies, units, and organizations, especially those after mergers and acquisitions, to ensure clarity of people and tasks, no overlap, and no omission of functions and tasks.

At the same time, continue to research and propose plans to arrange and streamline internal organizations of provincial-level departments, agencies, branches, agencies and units; review, research and propose plans to arrange public service units, schools, medical facilities and state-owned enterprises under the scope of leadership and management.

The Steering Committee also assigned the Standing Committee of the Party Committee: Office of the President, Supreme People's Court, Supreme People's Procuracy, State Audit to review regulations on functions and tasks, especially for agencies, units and organizations after mergers and acquisitions, and propose and make reasonable adjustments if necessary.

At the same time, research and propose plans to arrange and streamline the internal organizations of the Office of the President, the Supreme People's Court and units under the court system, the Supreme People's Procuracy, units under the prosecution system, the State Audit and units under the State Audit.

The Steering Committee assigned the Central Organizing Committee to: preside over and coordinate with relevant organizations and units to study and build a model of the Party organization system in universities; preside over and coordinate with the Party's departments, agencies, and public service units, and the Central Agency of the Vietnam Fatherland Front to review regulations on functions and tasks, especially those of agencies and organizations after mergers and acquisitions, and propose and make reasonable adjustments if necessary. At the same time, study and propose to arrange and streamline the internal organizations of the Party's departments, agencies, and public service units, and the Vietnam Fatherland Front agencies at the provincial level.

The Steering Committee requests that organizations and units develop plans to implement the above contents and send them to the Steering Committee (through the Central Organizing Committee) no later than September 30 for synthesis and reporting to the Politburo and the Secretariat.
