Accordingly, relevant units will have to send a report to the Ministry with specific information such as: name of the treasure; storage location; display and preservation work of national treasures that has been implemented (since the Decision to recognize national treasures); security and safety plans and risk response measures that have been implemented (since the Decision to recognize national treasures). In particular, the Ministry requests relevant units to submit proposals and recommendations (if any). This report must be sent to the Ministry before June 6, 2025.

Focus on plans to protect national treasures

The document also requires strengthening the protection, preservation and promotion of the value of national treasures. Regarding protection: the organization must develop a protection plan, including measures to prevent theft, fire, explosion, natural disasters and other risks of damage to ensure absolute safety for national treasures. For privately owned treasures, this plan must be approved by the Department of Culture and assigned to be implemented by the Commune People's Committee.

Regarding preservation, the document requests priority funding for renovation and specialized equipment for storage warehouses and areas displaying national treasures at museums and places where national treasures are kept at relics. Preservation must be planned in a specific manner, ensuring scientific and legal compliance, with coordination and guidance from scientists in relevant fields.

Regarding value promotion, the document requires the development and implementation of a separate program with attractive content, diverse forms, easy to disseminate and access to promote value to the public.

Regarding ensuring the safety of valuable relics and antiquities at historical-cultural sites and scenic spots, the Ministry also reminded the departments in charge of culture to direct local authorities where relics are located to review and make a list of valuable artifacts at each relic; annually organize inspections and reviews of the protection of artifacts. The authorities also develop and approve protection plans for each valuable artifact; coordinate with local police to assign responsibilities for managing valuable artifacts according to the approved protection plan.

For artifacts in relics that cannot be stored or displayed with restored artifacts, the protection plan must ensure that visitors are limited or prevented from directly accessing and interacting with the artifacts. In cases where artifacts can be stored or replaced with restored artifacts, the storage plan must ensure that there is equipment to preserve the artifacts; there is an anti-theft alarm device, etc.

Before the Nguyen Dynasty throne was broken, some national treasures were also damaged during the preservation process. That is the case of the Sung Thien Dien Linh stele ( Ha Nam ) which was "scratched like the face of an enemy". The reason was that the district's cultural department hired a group of masons to use stones, sandpaper, iron brushes... to scrub the stele's surface to remove moss. Similarly, the lacquer painting Vuon Xuan Trung Nam Bac was damaged by 15% by cleaners using dishwashing liquid and sandpaper.
