Industrial park “on paper”: Da Nang will adjust the project
The Hoa Ninh Industrial Park project is slow to implement, causing people in the project area to live in dilapidated houses. Da Nang leaders said they will adjust the project and direct units to remove difficulties for people.

People in the project area are built
The Hoa Ninh Industrial Park project in Hoa Ninh commune, Hoa Vang district has an area of over 400 hectares, with a total project cost of over VND 6,083 billion (of which compensation and site clearance costs are over VND 2,578 billion). However, after the investment policy was approved, the project is still on paper, causing many people to have difficulty building houses.
Mr. Nguyen Tan Anh, Hoa Trung village, Hoa Ninh commune, Hoa Vang district said that currently in Hoa Ninh commune, there is Hoa Ninh Industrial Park Project whose land use boundary has been approved according to the decision dated September 16, 2019. By 2023, the City People's Committee has issued a plan to clear and compensate projects in Da Nang City in 2023, but the Hoa Ninh Industrial Park Project is not included in the plan to clear and compensate in 2023. Thus, the project has not been implemented, affecting the lives and rights of the people.
“Currently, some households have houses that are degraded and need to rebuild them, but because they are located in a planning area, they cannot repair or rebuild their houses,” Mr. Anh shared.
Regarding this issue, Mr. Tran Chi Cuong, Vice Chairman of the People's Committee of Da Nang City, said that the Hoa Ninh Industrial Park Project has been planned for investment by the City. During the process of preparing the dossier, the initial forest area was determined to be over 50 hectares of forest land. However, according to regulations, over 50 hectares of forest must be sent to the Ministry of Planning and Investment for appraisal and submission to the Prime Minister for approval.
"But after the Prime Minister's Decision No. 1287 on the city's overall socio-economic development plan, this area was re-determined. According to the city's 3-type forest planning, the area in this area is less than 50 hectares of forest land. Therefore, the authority belongs to the City People's Council. Therefore, the City People's Committee must complete the procedure to withdraw the dossier from the Ministry of Planning and Investment, from the Prime Minister back to the city to properly implement the prescribed procedures," said Mr. Cuong.
According to the Vice Chairman of the People's Committee of Da Nang City, in the coming time, the People's Committee of the city will adjust again to implement the project to develop the local socio-economy. It also solves the problem that people face in construction. The People's Committee of the city has also worked with the People's Committee of the district and the People's Committee of Hoa Vang district on the implementation of suspended planning and slow-to-implement planning.
This includes granting the right to people living in the planning area to exercise some of their rights. People can invest in construction to ensure storm shelter, as well as houses no larger than 100 square meters and no more than one floor.
People can contact the People's Committee of Hoa Vang district for specific instructions on their rights during the planning process of projects that have not been implemented in the near future.
Expected to attract 218 projects
The investment in Hoa Ninh Industrial Park Project is consistent with the master plan for socio-economic development of Da Nang City to 2020, with a vision to 2030 approved by the Prime Minister, Resolution No. 115/NQ-CP dated August 6, 2020 of the Government on solutions for developing supporting industries; Resolution No. 01-NQ/TU dated October 30, 2020 of the Standing Committee of the Da Nang City Party Committee on developing supporting industries in Da Nang City to 2030, with a vision to 2045; the Prime Minister's policy in Official Dispatch No. 555/TTg-CN dated April 18, 2017 on the Project to adjust and supplement the master plan for developing industrial parks in Da Nang City and Official Dispatch No. 158/TTg-CN dated February 4, 2021 on the Project to adjust the development plan for industrial parks in Da Nang City.
In Decision No. 5383/QD-UBND dated November 25, 2019, the Chairman of the People's Committee of Da Nang City approved the 1/2000 scale zoning plan of Hoa Ninh Industrial Park .
Regarding socio-economic efficiency, according to the assessment of the People's Committee of Da Nang City in Document No. 116/TTr-UBND dated October 9, 2023, when the Hoa Ninh Industrial Park Project comes into operation, it will attract about 218 secondary projects with a total investment capital of VND 26,000 billion, annual revenue of VND 26,700 billion, budget contribution of VND 3,384 billion and job creation for more than 47,700 workers; financially effective with an internal rate of return (IRR) of 15.26%, a net present value of VND 180.4 billion, and a payback period of about 10 years and 2 months.
