According to the decision, the audit of the implementation of investment incentive policies in economic zones and industrial parks in the period of 2022-2024 at the Ministry of Finance and localities aims to assess the current status of the application and implementation of investment incentive policies; assess compliance with legal provisions, effectiveness and efficiency in the management and implementation of investment incentive policies. At the same time, detect shortcomings, limitations, violations and clarify the responsibilities of relevant collectives and individuals to propose handling in accordance with the provisions of law; recommend competent authorities to review, amend and improve inadequate mechanisms and policies.
Audit content on compliance with laws, preferential investment policies in economic zones, industrial parks and other relevant legal policies in the period of 2022-2024 and related previous and subsequent periods. The audit process is carried out at the audited units within 60 days.
Dong Nai has 8 audit contents at 3 units including: Provincial People's Committee, Dong Nai Industrial Park Management Board, Tax Department XV of Dong Nai area. Specifically, for the Provincial People's Committee, audit on construction work, direction of implementation of construction work of industrial park system in the area; audit on preparation and approval of adjustment of business plan of industrial park in the province; audit on planning and proposal of investment capital or support for investment in infrastructure system, social infrastructure in industrial park, allocation and management of investment capital of projects in industrial park; audit on promulgation and implementation of investment incentive policies for industrial park, analysis policy of locality promulgated and implementation of administrative procedures...
For the Dong Nai Industrial Park Management Board, there will be two groups of audits: assessing the performance of industrial parks compared to approved projects and plans for each phase; auditing compliance with legal regulations in investment, construction and business of industrial park infrastructure, and management of planning and construction for industrial parks.
For tax authorities, audit the implementation of tax reduction policies for beneficiaries of preferential policies in industrial parks. Tax collection management, inspection and examination of enterprises investing in infrastructure of industrial parks and enterprises operating in industrial parks in the province; audit the handling of tax arrears for enterprises investing in infrastructure as well as enterprises operating in industrial parks.
In order for the audit work to be carried out effectively, Vice Chairman of the Provincial People's Committee Duong Minh Dung assigned the departments and branches to coordinate with the audit agency to provide documents and workplaces, promptly meeting the requirements of the audit agency during the audit process in Dong Nai.
According to the Vice Chairman of the Provincial People's Committee, Dong Nai is oriented by the Politburo to become the industrial park capital of the country. In the past, in the process of planning and implementing investment in developing industrial parks with many different industrial park models, the province also encountered some difficulties and obstacles. Therefore, the provincial leaders hope that the audit will record the achieved results as well as the difficulties and obstacles in the process of forming industrial parks, on that basis, there will be reports, advice and proposals to the Central Government, contributing to removing difficulties and obstacles for Dong Nai.
Up to now, in Dong Nai province, there are 37 industrial parks established with a total land area of over 13 thousand hectares. 32/37 Dong Nai industrial parks have leased over 6 thousand hectares, reaching over 86% of the leased land area (over 7 thousand hectares, not including 5 newly established industrial parks).
